About this opportunity
The Colorado Department of Corrections (CDOC) is soliciting proposals for the Colorado Correctional Industries (CCi) Private Industries Program at Buena Vista Correctional Complex (BVCC), seeking employers to provide work opportunities within the state's correctional facilities. The procurement is a five-year contract operating under the Prison Industry Enhancement Certification Program (PIECP), focusing on a new 60'x100' building with high ceilings. The selected vendor will be responsible for hiring, training, and managing inmate workers, with CDOC screening and proposing eligible candidates. Key deliverables include paying prevailing wages, providing benefits comparable to private sector employees, and establishing manufacturing or service operations within the facility. Mandatory requirements include a site visit on June 4, 2024, at 10:00 AM, with proposals due by June 14, 2024, at 4:00 PM Mountain Time. Evaluation criteria will encompass vendor qualifications, organizational experience, proposed goods/services, pricing, and past performance, with the state reserving the right to award to multiple offerors.
The solicitation encourages proposals from service-disabled veteran-owned small businesses (SDVOSB) and minority/women-owned businesses, with a 3% contract award goal for SDVOSB enterprises. All potential contractors must undergo comprehensive background investigations, pass criminal background checks, and comply with strict facility security protocols. Vendors must provide detailed insurance coverage, including Workers' Compensation, General Liability, and Professional Liability, with minimum coverage amounts ranging from $1,000,000 to $2,000,000. While no specific incumbent vendors are mentioned, the program requires the selected employer to finish electrical, plumbing, and utility installations in the provided shell building. The contract will involve a lease agreement with pricing determined by CCI based on fair market value, and the vendor will be responsible for internal building improvements and equipment installation. Though a specific budget range is not explicitly stated, the comprehensive requirements and facility specifications suggest a significant investment opportunity for potential contractors interested in operating within a correctional industrial program.
Opportunity text
This RFP seeks to expand work opportunities through CCi's Private Industries Program by collaborating with Employers who are interested in providing employment within the walls of the State's Correctional facilities. The initial pilot program will be at BVCC in a new building constructed for this purpose. This new building is 60'x100' with 21'8" sloped to 17'8" high ceilings. CCI Private Industries Program will operate under the Prison Industry Enhancement Certification Program (PIECP). CDOC will collaborate with Awarded Offeror so that all necessary PIECP requirements are met and exempt Employer from federal restrictions on prisoner-made goods in interstate commerce.
