About this opportunity
The Colorado Department of Corrections, acting through Garfield County, is soliciting competitive quotes for Manufacturing Space services under Solicitation DQ #2026000001. The procurement seeks manufacturing space and related facilities to support correctional industries operations, with all quotes due by July 29, 2025. Prospective offerors must submit complete proposal packages through BidnetDirect.com or Colorado Vendor Self Service, including four mandatory exhibits: Exhibit B (Required Offeror Information with authorized signatures), Exhibit C (W-9 Request for Taxpayer ID Number), Exhibit D (Price Proposal), and Exhibit E (Offeror Disclosure Statement identifying contract performance locations). Qualified offerors must demonstrate the ability to comply with comprehensive Colorado Department of Corrections administrative regulations governing facility access and control, offender work crew management, tool control procedures, inmate banking operations, and volunteer program standards. All contractor personnel must successfully complete extensive pre-employment background investigations, obtain appropriate identification credentials, consent to search procedures, and demonstrate compliance with Prison Rape Elimination Act standards, HIPAA requirements for protected health information, and mandatory training programs including 32 hours of Defensive Tactics certification, PREA guidelines, and facility-specific orientation. The State will evaluate proposals based on offerors' ability to meet security requirements, maintain compliance with DOC administrative regulations, provide safe working conditions meeting federal and state standards, and deliver cost-effective solutions for manufacturing space operations.
The solicitation includes a five percent price preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified through appropriate U.S. agencies and based in or maintaining offices in Colorado. Offerors must obtain and maintain comprehensive insurance coverage including workers' compensation, general liability ($1,000,000 per occurrence), automobile liability ($1,000,000 combined single limit), protected information liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability ($1,000,000 per occurrence), and crime insurance ($1,000,000 per occurrence), with certificates of insurance required within seven business days of contract execution and the State named as additional insured. All submitted quotes must certify independent price determination, disclose potential conflicts of interest, and acknowledge that neither the solicitation nor submitted quotes constitute legally binding offers until formal contract execution by the Colorado State Controller or authorized delegate. The contract incorporates non-negotiable Colorado Special Provisions governing independent contractor status, fiscal compliance, and state immunity protections, with maximum total contract duration of five years from the effective date unless prior approval from the Chief Procurement Officer is obtained. The State reserves the right to cancel the solicitation or reject any or all quotes without penalty before contract execution, and material protests must be filed with the CDOC Procurement Official within three business days of the award decision.
