About this file

Exhibit E is a detailed document outlining the Prison Rape Elimination Act (PREA) compliance requirements for a contractor working with the Colorado Department of Corrections (CDOC). The exhibit mandates comprehensive standards for preventing, reporting, and responding to sexual misconduct, sexual assault, and sexual harassment within correctional facilities. The contractor is required to adopt a zero-tolerance policy, designate a PREA Manager, provide mandatory training for staff and volunteers, ensure offender communications and orientation about PREA, and establish specific protocols for reporting, investigating, and addressing incidents.

Key compliance obligations include sending staff to specialized PREA training, ensuring offenders can report incidents through various communication methods, separately reporting all sexual misconduct incidents to the Office of the Inspector General (OIG), and conducting biannual data reporting for the U.S. Department of Justice Survey of Sexual Violence. The contractor must also facilitate PREA audits every three years using an accredited U.S. Department of Justice auditor, provide mental health treatment for victims, and ensure immediate separation of alleged perpetrators and victims. Failure to comply with PREA standards can result in liquidated damages, emphasizing the critical nature of these requirements in maintaining safety and preventing sexual abuse within correctional settings.
