About this file
This is an Invitation to Bid (ITB) evaluation criteria document for the New England and Tribal Organizations (NEATO) WIC Retail Infant Formula Rebate System, issued by the Department of Public Health. The solicitation requires bidders to submit comprehensive bid packages by March 11, 2026, at 10:00 AM ET through COMMBUYS. Bidders must provide six categories of infant formula products, including powdered milk infant formula, powdered soy infant formula, liquid concentrate milk infant formula, liquid concentrate soy infant formula, ready-to-feed milk infant formula, and ready-to-feed soy infant formula.
The technical evaluation criteria establish mandatory pass/fail requirements for bid submission. Acceptable bids must include the NEATO Retail Infant Formula Rebate Bid Sheet signed by an authorized company representative, a Certificate of Incumbency or similar document, a Product Purchasing Methods and Wholesale Distribution Network Description (between one paragraph and one page), a Wholesale and Distribution Network Listing, and a Nationally Published Wholesale Price List as of March 11, 2026, for each type and form of infant formula in the bidder's product line. All documents must be submitted in specified formats (Word, Excel, or PDF), and the bid sheet must be completed as instructed with an acceptable signature. Bidders must demonstrate the ability to supply all six infant formula product categories through their wholesale and distribution networks to qualify for evaluation.
