About this file
This is a data tables appendix for an Invitation to Bid (ITB) issued by New England and Tribal Organizations (NEATO) for a WIC Retail Infant Formula Rebate System. The document provides informational data tables covering participant enrollment, formula redemption patterns, and authorized vendor networks across six states (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont) plus the Cherokee Nation. The data spans February through July 2025 and includes detailed breakdowns of infant participants segmented by nutrition package type (exclusively breastfed, partially breastfed, and full formula), as well as non-contract and exempt formula recipients. Total NEATO participation averages 48,503 infants monthly across all jurisdictions, with Massachusetts representing the largest participant base at 24,047 average monthly participants.
The document contains comprehensive formula redemption data across multiple Similac and Enfamil product lines, including powder, concentrate, and ready-to-feed formulations in various sizes. Cumulative NEATO redemption data reflects 863,084 containers of Similac Advance Powder as the highest-volume product, with total container redemptions across all tracked formulas exceeding 1.4 million units during the six-month period. Authorized vendor networks vary significantly by jurisdiction, ranging from 90 vendors in Cherokee Nation to 876 in Massachusetts, with pharmacy authorizations included in select states. The document explicitly disclaims that provided data does not represent assurances regarding participant numbers, formula quantities, or vendor authorizations under any resulting agreement, and reserves NEATO's right to issue both contract and non-contract formulas per federal WIC program regulations.
