About this file

This document contains five notional task orders that were provided as part of an attachment to a federal contract solicitation. The task orders outline requirements for various construction and facility improvement projects at Fort Bliss, including installing secondary power for a runway wind sensor system, providing power for mobile buildings, constructing a storage building and chain link fence, converting a storage room and janitor's closet to a SIPR drop room, and relocating facilities to support fire department base camps. The projects involve civil, mechanical, electrical, and other construction work and are to be used for evaluation purposes as part of the solicitation rather than representing priced requirements. Response proposals for the notional task orders would be evaluated on compliance with overarching contract and task order requirements rather than price.

Notional Task Order Requirements

Solicitation: W911SG-20-R-0042

1. The following five (5) task order requirements comprise Subfactor (c) under Mission Capability.

This is a fictional workload scenario depicting typical work the contractor can expect under a JOC, and, in no way represents any existing requirement. Proposals prepared in response to this requirement should consider terms and conditions, special contract requirements (Section 00800), as well as general and technical specifications provided elsewhere in the solicitation, and its technical exhibits. Proposals submitted under this subfactor will not be evaluated for price under the Price factor, or for price reasonableness in determining the awardee of the contract.

2. Each notional task order proposal shall be prepared in sufficient detail to allow the Government to determine the offeror’s compliance with all requirements in the solicitation and its technical exhibits regarding over-arching contract requirements, as well as specific task order requirements. Offerors have flexibility in formatting proposals to best articulate the work processes and procedures employed to respond to a task order request. The scenario assumes all task order requirements are managed concurrently. Each task order proposal must, at a minimum, incorporate the following:

a. Detailed price proposal, incorporating all UPB line items, quantity take-offs, unit prices, and extended prices for all work required for a completed project (to include application of the offeror’s proposed coefficient).

b. Identify and describe each step in the process to deliver a task order proposal (to include appropriate key staff involvement and their respective roles).

c. Identify and describe each activity required to mobilize and complete each phase of construction work, to include all pre-construction, preparatory, construction activities, testing, and inspections. Include activities associated with the submittals and their approvals, procurement, fabrication, and delivery of long lead materials, equipment, fabricated assemblies, and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days. Should any of these activities represent a longer completion date than what is shown in the task order requirements, the offeror shall propose alternatives. This schedule shall show critical path.

d. Identify and provide a comprehensive listing of all material submittals, permits, and deliverable reports required throughout the task order process from award of the task order through completion.

e. Demonstrate critical path activities for each task order requirement and the impact on over-arching scheduling of all five task orders according to the information given. Provide a program project schedule that demonstrates a reasonable and realistic sequence of the various task orders under this scenario.
