About this file

This is a Minimum Essential Requirements (MER) and Specific Requirements evaluation spreadsheet for fingerprint biometric capture devices being procured under a government-wide IDIQ contract.

The document establishes 41 MER criteria that all fingerprint devices must meet to be considered for award, covering capabilities such as capturing fingerprints across all skin pigmentations, creating image metadata, and meeting FBI Appendix F Image Quality Specifications (EBTS 11.X or above). Critical requirements include FBI Certified Product List inclusion (FINGERPRINT-MER-10), UL Certification (FINGERPRINT-MER-11), compliance with standards including ANSI/NIST-ITL 1-2011, IEC 60529, DHS 4300A, FIPS 140-2, DoDI 8500.01, and NIST SP 800-39, and prohibition on debarred manufacturers per Section 889 of the National Defense Authorization Act. Additional MER requirements address documentation (English-language user manuals with troubleshooting), physical specifications (weight and dimensions), power requirements, software compatibility, operational diagnostics, maintainability metrics (Mean Time To Repair and Mean Time Before Critical Failure), and security provisions including data rights per FAR 52.227-17 and prevention of unauthorized data connections or external transmission.

The document further includes 80 specific technical requirements for fingerprint devices covering enhanced capabilities such as anti-spoofing functionality, automated collection guidance, integration compatibility with CBP, DHS, DOD, DOS, and DOJ systems, multiple fingerprint capture methods (4x4x1x1, 4x1x4x1, and 1x2x2x1x2x2), multi-lingual documentation in 14+ languages, export capabilities in IDENT IXM 6.0.9, FBI EBTS 11.X, and DOD EBTS 4.1 formats, matching performance standards with specified accuracy rates and processing times, Windows 10/11 operating system compatibility, USB 2.0/3.0 support, ruggedization per MIL-STD 810/810G standards, rechargeable battery capability, and temperature operating ranges. Vendors must complete a separate spreadsheet for each device offered, providing offeror name, device description, and device item number, with YES/NO responses indicating compliance with each requirement.
