About this file
This file is an attachment containing Minimum Essential Requirements (MER) and Specific Requirements for palmprint biometric capture devices in the Department of Homeland Security's Biometric Capture Device Government-Wide Acquisition Contract (GWAC) solicitation (70RDA126R00000001). Offerors must complete a separate spreadsheet for each device offered, documenting compliance with all listed requirements by entering "YES" or "NO" responses in Column D.
The MER section establishes 46 mandatory requirements across multiple categories: capability (fingerprint and palmprint capture for all skin pigmentations, metadata creation), image quality (FBI Appendix F and P compliance, ANSI/NIST standards, 500 ppi resolution, quality scoring and feedback), certification (FBI Certified Product List inclusion), data capture (automatic DTG, make, model, serial number), diagnostics, display capabilities, documentation (English-language user manual with troubleshooting), processing time specifications, hardware/software agnosticism, operational availability metrics, maintainability and reliability data, physical specifications, power requirements, operating system compatibility with necessary drivers, and compliance with multiple standards (IEC 60529, DHS 4300A, FIPS 140-2, DoDI 8500.01, NIST SP 800-39). Security requirements include prohibition on banned manufacturers (Section 889 compliance), FAR data rights support, and prevention of unauthorized data connections or metrics collection. The Specific Requirements section adds 55 additional requirements covering anti-spoofing capabilities, automated guidance, Type-15 palmprint support, specific scanning areas (5"x5" and 5.9"x5.5"), FBI FAP-60 certification, UL and FCC compliance, multilingual documentation in 14+ languages, plug-and-play installation with 10-second startup, Windows 10/11 and Linux/Android compatibility, SDK requirements with error state definitions, integration compatibility with CBP/DHS/DOD/DOS/DOJ systems, NIST-standard encryption, export format support (IDENT IXM 6.0.9, FBI EBTS 9.X, DOD EBTS 4.1), replaceable capture platen, IP54/IP65 ratings, MIL-STD ruggedization standards, operating temperature range (14-131°F or 32-122°F), weight limits (2 lbs mobile, 17 lbs stationary), and USB 3.0 compatibility. The solicitation was amended on September 22, 2026, with proposals due September 23, 2026, at 10:00 AM ET, with multiple awards anticipated across five device tracks (Fingerprint, Facial, Iris, Palmprint, Multi-Modal) on an IDIQ contract vehicle with a one-year base period and four one-year option periods.
