About this file
This is a technical attachment outlining minimum essential and specific requirements for biometric capture devices operating on fingerprint, facial, iris, and palmprint modalities for a federal contract.
Fingerprint Devices: Devices must capture fingerprints for all skin pigmentations and achieve FBI Appendix F Image Quality Specifications (EBTS 11.X or above). Requirements include certification to at least FAP-45 standards, inclusion on the FBI Certified Product List, UL certification, and automatic capture of date/time group, make, model, and serial number. Devices must provide immediate quality feedback, allow manual image acceptance, meet ANSI/NIST-ITL standards for Type-14 fingerprints, and be hardware and software agnostic. Specific requirements include anti-spoofing capabilities, automation of sample collection, capture methods using specified finger sequences (4x4x1x1, 4x1x4x1, 1x2x2x1x2x2), automatic segmentation of slap impressions, and sequence checking. Devices must integrate with CBP, DHS, DOD, DOS, and DOJ systems, support multiple export formats (IDENT IXM 6.0.9, FBI EBTS 11.X, DOD EBTS 4.1), and process fingerprints of at least eight individuals within one minute. Optional matching capabilities require 98.2% accuracy for rolled fingerprints and specific performance parameters for flat fingerprint matching. Devices must meet operating temperature ranges (32-95°F to 32-130°F depending on variant), IP64-IP66 standards, include replaceable capture platens, support USB 2.0 or 3.0, include Software Development Kits for Windows 10/11 compatibility, and comply with DHS 4300A, FIPS 140-2, DoDI 8500.01, NIST SP 800-39, and Section 889 restrictions.
Facial, Iris, and Palmprint Devices: Facial devices must perform automatic focus, capture metadata, provide immediate quality feedback, and comply with IXM 6.0.9, FBI EBTS 10.X, and DOD EBTS 4.1 standards while meeting ANSI/NIST-ITL Type-10 requirements. Specific facial requirements include 10-second power-on readiness, automatic capture, support for 1 to 5 facial angles with pitch/yaw/roll adjustments, 30-degree eye roll tolerance, low-light sensitivity (≤0.01 lux), quality assessment per INCITS standards, minimum 480x760 pixel resolution, and JPEG compression. For CBP land vehicle integration, devices must capture facial images of vehicle occupants at 5-20 mph through windshields with specific tilt (±5%), roll (±15%), and pan (±15%) tolerances, minimum 80 pixels between eyes, and Peak Signal to Noise Ratio ≥53 dB. Iris devices require anti-spoofing/liveness detection, capture both iris images concurrently, meet ANSI/NIST-ITL Type-17 standards, and support OSAC 2024-N-0004. Palmprint devices must capture upper, lower, and writer's palmprints with at least 5"x5" scanning area, meet FBI Appendix P specifications, achieve 500 ppi resolution, and support RAW, JPEG2000, BMP, PNG, and WSQ formats. All modalities require compliance with federal security standards (DHS 4300A, FIPS 140-2, DoDI 8500.01, NIST SP 800-39), support for government data rights per FAR 52.227-17, encryption per NIST standards where applicable, multi-lingual documentation including specified languages, compatibility with government systems, and meet IP64-IP66 environmental standards. Multi-modal devices must satisfy requirements for each individual modality featured.
