About this file

This is a Buy American Certificate form (FAR 52.225-2, October 2022) that serves as a template for offerors to certify the domestic or foreign origin of end products in their proposals. The certificate requires offerors to designate each end product as either domestic or foreign, with specific documentation requirements for each category. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether the items exceed 55 percent domestic content, except for commercially available off-the-shelf (COTS) items. Offerors must also separately identify any domestic end products containing critical components as defined in the Buy American-Supplies clause.

The form includes three main sections for offeror completion: a certification statement affirming that listed end products are domestic unless otherwise noted, a table for listing foreign end products with their country of origin and domestic content percentages, and a section identifying line item numbers of domestic end products containing critical components. This certificate is applicable to the Department of Veterans Affairs solicitation for a 2017 Ford Transit transmission replacement at Fort Harrison VAMC (Solicitation Number 36C25926Q0743) and will be evaluated in accordance with FAR Part 25 policies and procedures regarding Buy American requirements.
