Learning and Talent Development Sample RTO #2
Purpose
The National Aeronautics and Space Administration (NASA), Office of the Chief Human Capital Officer, is seeking leadership and supervisory development services to support the NASA workforce for the following populations:
• Early career (GS 9-11)
• Emerging leaders (GS 12-13)
• Advanced non-supervisory leaders (GS 14-15)
• Supervisors (GS 14-15)
• Aspiring Executives (GS 15)
Background
The Office of the Chief Human Capital Officer (OCHCO) is responsible for the Agency's overall leadership and executive development learning programs. The OCHCO works in collaboration with various agency stakeholders to ensure that employees receive opportunities to develop and grow personally and professionally and gain the necessary knowledge and skills to fulfill NASA's mission.
The agency offers many courses, programs, broadcasts, and other learning opportunities to grow the NASA workforce and has adopted the Office of Personnel Management’s (OPM) Executive Core Qualifications (ECQs) as NASA’s leadership development model.
Requirements
NASA is requesting services to design, develop, facilitate, and evaluate two (2) virtual development offerings as described below:
Offering One – Supervisor Learning Sprints
Design, develop and deliver and evaluate two (2) four-hour Supervisor Learning Sprints for up to 50 Supervisors in each “Sprint”. These interactive sessions focus on relevant topics such as, the Future Ready Leader, Leading the Hybrid Workforce, Creating Psychological Safe Environments, Creating a Culture of Diversity, Equity, Inclusion and Accessibility (DEIA). Additionally, during each sprint, a NASA Leader is available to share their ideas and practices around the topics. The following is a sample session:
This "sprint" will explore, in a series of two (2) two-hour sessions separated by two weeks, topics relevant to supervising in this environment.
Objectives
After the course people attending will be able to:
• Create an inclusive and psychologically safe environment.
• Ensure hybrid and/or remote teams are productive and leverage all member talents and skills.
• Make the best use of networks and ecosystems in NASA and with partners.
• Create an environment where people feel that their work matters, has meaning, purpose and impact.

Course Specifics
• Course will be a total of four hours in length broken down into two 2-hour segments with a week in between each session.
• Times of each course will be 1:00 P.M. - 3:00 P.M. EST
• NASA will invite a senior leader to participate in each course with the intent to share personal insights of their leadership journey
Deliverables
• Provide presentation of content and materials.
• Facilitate discussion during each session with up to 50 participants per session.
• Coordinate interactive sessions with small group sharing.
• Provide evaluation of course success.
Offering Two – Leading Through Influence Course (LTI)
Design, develop, deliver, and evaluate two (2) LTI offerings which include 21 contact hours of instruction for 40 non-supervisor participants.
The intent of the course is to build coalitions both internal and external to the Agency to achieve common goals.
This course, for informal leaders, focuses on developing skills and the ability to influence people both within and outside the chain of command to gain support and overcome resistance. It will help participants understand and develop skills of informal leadership, including navigating politics, understanding power, and exercising influence.
Topics should include, but not limited to: How does one develop organizational power? How do informal networks affect your ability to get things done? How can you better diagnose the “political” landscape in your organization? And, how can you be more effective in gaining support for your initiatives?
• Enhance your ability to understand and effectively navigate the informal side of your organization to lead change and make things happen.
• Understand how power works in organizations and how you can access the power you need to get things done.
• Evaluate your own approach to influencing others and develop a plan for strengthening your influence skills.
• Create a diverse network of individuals
Additionally, participants will have the opportunity to better understand how their personality affects their influence strategy and how to have difficult influence conversations. Participants will have the opportunity to select an area in the Agency to influence and then practice influence strategies on that topic. The course is appropriate for people in individual contributor as well as supervisory and senior leadership roles.
Additional cost elements may include specific assessments recommended for deeper awareness and insight.
Objectives
After the course people attending will be able to:
• Identify their primary influence style and its most appropriate use.
• Employ a wider range of influence styles that include logic, emotional and legitimacy.
• Identify aspects of their personality that facilitate the use of a broad range of influence styles and those that inhibit it.
• Identify defensive reactions and how they impact effectiveness as an influence leader.
• Create a strategy for influence at the team or organizational level.
• Define "unconscious bias" and its role in inclusion and influence. Understand the key role
DEIA has in yielding influence.
Course Specifics
• The course shall be 21 hours of instruction for 40 non-supervisor participants.
• If virtual, these hours may be broken into time segments over a period of days and/or weeks to accommodate the various NASA time zones.
• If an assessment is recommended, the vendor shall provide and facilitate a group debrief of the assessment to all participants
• As a virtual course, vendor is responsible for ensuring participants receive workbooks prior to the start time.
Deliverables
The Contractor shall:
• Design, develop, and deliver, and evaluate two (21 hours of instruction) virtual courses for up to 40 participants per session.
• Provide all materials, including participant workbook(s).
• Provide an evaluation of course success.
• Presentation of content and materials.
• All presentations/training materials in support of the discussion.
• Interactive sessions utilizing technology that will allow for small break out groups for sharing.
• Evaluation of course success.
Knowledge and Expertise
The vendor should have or have access to people who have the necessary qualifications to ensure a high customer service experience:
• At least 5 years of instructional design experience and preferably a degree in the discipline.
• Possess a minimum of five years training and facilitating with all levels of participants (non-
Supervisor, Supervisor and Executives).
• Strong knowledge and ability to facilitate virtual offerings.
• Uses data to guide improvement of offerings
Technology and Format
• All sessions will be in a virtual environment, and may be recorded, with consideration given to all NASA time zones.
• Vendor will assume responsibility and coordination for technology used.
Rights to Data
NASA shall have unlimited rights to all deliverables (e.g. recordings of offerings) and at the discretion of
NASA.
Government-Furnished Equipment (GFE) and Government-Furnished Information (GFI)
There are no requirements for GFE or GFI.
Phase-In
Not applicable due to all requirements being new.
Place of Performance
The Contractor shall conduct all sessions virtually. The vendor will work with the contract-level Leadership Development Technical Lead and the cognizant government functional owner on details of delivery.
Period of Performance
Period of performance will be one year from date of award.
Task Type
Firm-Fixed Price completion.
