The purpose of this amendment is to provide a response to three questions submitted by Industry for solicitation
80NSSC22R0013.
The NEHCSS FRFP Combined Q&A Log on Page 2 of this amendment provides details of the response.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

The Government’s response to Question 98 states that Offerors should only propose 1 Contract Program Manager in Attachment 2, Pricing. (See excerpt below). To clarify, the Government is asking Offerors to only fill in a rate for one location and ignore all other “green” highlighted cells for the Contract Program Manager labor category? Additionally, if we are proposing only 1 position and it is located in Washington, DC, for example, where there are hours for 2 FTEs, should we also adjust the hours in that yellow cell (i.e., cell I9) to 1920 hours? Finally, if this is the Government’s directive, please clarify how all Offeror’s will be evaluated for their IDIQ pricing purposes if each Offeror uses higher or lower location pricing where the Offeror believes their Contract Program Manager will be located?
The location of the Contract Program Manager position is a business decision of the offerors, rates for all centers should be provided for evaluation purposes. The hours in cell I9 should not be adjusted. Section IV Evaluation Factors for Award para 4.0 states how the pricing will be evaluated.

My understanding reviewing this questionnaire is to evaluate contractors that have worked with the agency in the past. Although we have engaged and served the local and state agencies, our firm is new to the federal government contracting, hence we would not have had a project that can be evaluated. Would you kindly let me know if we need to submit the Contract Performance Report anyway, and if so, how do we indicate that we have not had a project to be evaluated?
The requirement for Government contracts was removed with Amendement 00002

There is no intention to extend the due date at this time.
