About this file
This document contains questions and answers regarding the National Aeronautics and Space Administration's (NASA) Request for Proposal (RFP) for the NASA Enterprise-Wide Human Capital Support Services (NEHCSS) acquisition. The RFP seeks proposals for enterprise-wide human capital support and related services to be provided across multiple NASA Centers in support of the agency's Office of the Chief Human Capital Officer. The anticipated contract value ranges between $5-10 million annually, including options. All relevant past performance of $5-10 million in value, including options, will be considered in evaluating proposals. Offerors inquired whether past performance of average annual values between $2-5 million would be acceptable for evaluation, though the response did not indicate agreement to change the evaluation criteria. The resulting contracts will be multiple-award indefinite-delivery, indefinite-quantity contracts awarded on a total women-owned small business set-aside basis for firm-fixed-price task orders to be performed on-site or remotely as required.

Question RFP Attachment Name Section Number Page Number Question (for submission to NSSC) Response
FRFP Combined QA QA QA 30 & 38 QA30 & QA38 are in conflict. QA30 defines the target as “Estimated annual task order awards to include options will range between $5 - $10 million ” QA30 states “An estimated annual contract value between $5 - $10 million” We read a significant difference between the two answers, QA30 includes options in the number Q 38 does not. We view the range described in QA30 as reasonable can you confirm that past performance contracts with a total value including options in the range of $5-10 million will be viewed as sufficiently similar in size for the purposes of past performance evalution?
To clarify the estimated annual contract value between $5-$10 million to include options language is based on multiple awardees for this requirement and is just a reference as there is no annual threshold for past perfromance. All past performance that is recent and relevant to the scope of the SOW will be evaluated.
2 Will the government consider revising the past performance magnitude to annual contract values that average between $2-5 million? See the Response to Question 1
