Executive Coaching Services Sample RTO #1
Purpose
The National Aeronautics and Space Administration (NASA), Office of the Chief Human Capital Officer, is seeking coaching and development services to support the NASA workforce from emerging to executive leaders. We are requesting support in two distinct but, similar, ways:
1. Coaching and Development Services provided by an industry partner
2. Internal Coaching and Development Services provided by up to 50 NASA practitioners to be managed, tracked, and analyzed using the same technology platform provided by the industry partner.
Background
The Office of the Chief Human Capital Officer (OCHCO) is responsible for the Agency's overall leadership and executive development learning programs. The OCHCO works in collaboration with various agency stakeholders to ensure that employees receive opportunities to develop and grow personally and professionally and gain the necessary knowledge and skills to fulfill NASA's mission. Coaching is a critical component of NASA’s learning and development offering and our most sort after development opportunity. We have a growing need to provide high-quality coaching services to all career levels and career paths in the workforce through modernized technology platforms. This serves to meet our growing need of concurrent individual and group engagements leveraging a technology platform that supports virtual connections and learning.
The need to provide a single virtual infrastructure for both internal and external coaching and development services continues to be an emerging need for the NASA
NASA prefers a single vendor (i.e., single point of contact, management, administration, and hosting of services) to provide internal coaching and develop NASA’s internal coaches through the vendor’s program as well. NASA views a single-source vendor as a strategic need in order to:
● Reduce overall time and resources to implement
● Lower cost, time, and resources associated with doing business with multiple vendors
● Shorten quicker time to value
Requirements
NASA is requesting coaching and development services delivered in a virtual, technology-based environment, providing a wide-range of development options in a single environment including but not limited to:
● Individual 1-on-1 executive coaching
● Small group coaching and learning circles
● 360 Assessment mapped to the ECQs
● Access to curated materials and resources on relevant development topics
● Access to topical trainings, guided workshops, mentorship, and community groups
● Specialized coaching - targeted coaching around developing a specific skillset (e.g. sleep, nutrition, diversity & inclusion)
● On-demand coaching - just-in-time 1:1 coaching provided within 90 minutes of the request
● Access to specialist coaches (e.g., communication, diversity and inclusion specialists)
● Robust data analytics and data reporting capability benchmarked across Government and
Industry
● Direct access to customer service and technical support teams
● NASA employees matched to coaches based upon employee learning style and needs
● AI driven program insights delivered via real-time program administrative dashboards
● Program support team to include program deployment support, behavioral science support, NASA coachee support, external coach support, and day-to-day ongoing program support
The contractor shall provide and host a virtual technology platform that includes scheduling, coach/facilitator matching, and a resource portal for just-in-time, self-paced learning. Engagements will meet virtually.
All services and development experiences will provide participants with the ability to learn and practice new skills, increase connection with their executive counterparts, share experiences and lessons learned as well as develop their own peer coaching and support techniques.
Engagements shall consist of:
● Initial, baseline assessment for each leader
● Self-registration
● Access to tailored content/assignments in support of continued learning
● Peer-to-peer access in between engagements and group coaching sessions
● Close-out assessment for each leader (measures growth)
● Data analysis aligned/linked to OPM Executive Core Qualifications
● Ongoing executive program reviews facilitated by a senior behavioral scientist to highlight program themes, benchmarks, and innovation opportunities
● Overall program net promoter score (NPS) of greater than 60
● Coachee satisfaction of greater than 80%
Estimated Hours
NASA anticipates an increased need for coaching and development services over the next several fiscal years. Our priority areas include:
● New Executives
● Executives in Transition
● New Supervisors
● Targeted learning in key areas such as Diversity, Equity, Inclusion, and Accessibility (DEIA), Digital Transformation, Leading Change, Enterprise Leadership, Leading Hybrid Teams
Services requested include, but are not limited to the following:
● Up to 600 concurrent 1-on-1 dedicated coaching engagements of 6-12 months in length inclusive of a 360-degree assessment; approximately 8-12 hours per coaching engagement
● Up to 300 concurrent leaders participating in small group learning cohorts distributed across multiple topics over the course of 12 months; approximately 6-8 hours per cohort
● Up to 150 concurrent requests for specialized sessions in addition to participating in either a 1-on-1 dedicated coaching engagement or learning cohort
● Up to 20 on-demand coaching sessions in addition to participating in either a 1-on-1 dedicated coaching engagement or learning cohort
● All active engagements with 24-hour access to resources and platform offerings
● Manager Dashboard capability allowing leaders to provide input on coaching goals and progress
Knowledge and Expertise
Coaches should be International Coaching Federation (ICF) credentialed; minimum of Associate Certified Coach (ACC), Professional Certified Coach (PCC), or Master Certified Coach (MCC) preferred. To ensure coach quality standards are met, NASA also requires:
● External coaches maintain a 4 out of 5 (on a 5-point scale) user satisfaction rating
● Ability to coach in international time zones as well as all domestic time zones
● English is the only required language
● U.S. based locality, and U.S. Citizenship
Deliverables
NASA’s general expectation is that overall organization and program management of the coaching and development experience will be provided by the vendor. Specific deliverables include but are not limited to:
● An initial operational virtual environment/dashboard capability immediately; full operational capability within 3 months
● Repeatable, consistent kick-off experiences; onboard and enroll leaders into this process
● Bulk purchase options that scale across services and number of participants (e.g. design, development, and delivery of self-paced modules)
● 24-hour access on the virtual platform for real-time analytics and engagement status; quarterly reporting on number and status of engagements, learning themes/areas of coaching support, aggregate themes on engagements and different leader types; Annual report and briefing on overall coaching program use and results.
● For Engagements o Individual engagements between 6-12 months o Group coaching/learning sessions of no more than 8 leaders for 6-8 weeks in length;
ability to host concurrent learning sessions o Specialized coaching – targeted coaching around developing specific skillsets (e.g., sleep, nutrition, diversity & inclusion, etc.)
o On-demand coaching – just-in-time 1:1 coaching delivered within 90 minutes of request
● 24-hour access to the virtual platform and materials
NASA requires the support of an internal infrastructure and management tool for our internal coaching and development activities. This tool must be directly linked to the same support and analysis provided to our external coaching and development services in order to provide a seamless experience, management infrastructure, and data analytics capabilities at the Functional level for the Agency.
Internal NASA coaching and development practitioners and clients would have access to the same virtual, technology-based environment, providing a wide-range of development options in a single environment including but not limited to:
● Individual 1-on-1 executive coaching
● Individual and 360 Assessment mapped to the OPM ECQs
● Access to curated materials and resources on relevant development topics
● Robust coaching session tracking capabilities accompanied with data analytics and reporting
Training & Development
There are no training requirements for this task period.
Phase-In
The duration of the phase-in period will be 30 calendar days. The total lump-sum price for phase-in services shall include all costs plus profit associated with the phase-in process to ensure continuity of services (i.e., no work stoppages, interruptions to work, or degradation of services), to include providing and hosting a virtual technology platform.
Government-Furnished Equipment (GFE) and Government-Furnished Information (GFI)
There are no requirements for GFE or GFI.
Place of Performance:
All coaching and learning experiences must be provided in the virtual environment. Request for onsite coaching to be determined on a case-by-case basis.
Period of Performance:
2-yr base period of performance with 3 1- year option years
