Activity A process or procedure intended to stimulate learning through actual Contracting Officer (CO)
A Contracting Officer (CO) is a person who can bind the Federal Government of the United States to a contract. Contracting Officers hold a warrant that allows them to negotiate on behalf of the United States Government.
Contracting Officer's Representativ e
(COR)
Contracting Officer's Representatives (CORs) play a critical role in ensuring that contractors meet the commitment of their contracts. They facilitate proper development of requirements and assist Contracting Officers in developing and managing their contracts.
Continuity of Operations Plan
The Continuity of Operations Plan identifies the Contractor's plan for response, recovery and impact mitigation initiated by emergency events at a work location.
Data Requirements Documents (DRD)
Data Requirements Documents provide guidance on the format and frequency of submission for regularly recurring reports.
Evaluation The process used to provide independent assessments of the continuing ability of the program/project to meet its technical and programmatic commitments. Evaluation also provides value-added assistance to the program/project managers.
GFP Government-Furnished Property consists of property and equipment provided by the Government on a no-charge-for-use basis pursuant to the clause at FAR 52.245-1.
Implementation To put in place the necessary resources and take action to perform a program or project. Implementation Plans are developed with clear requirements and traceability to the Agency Strategic Plan in order to verify compliance to the plan, define the baseline from which monitoring and evaluation will occur, and to enable the development of performance reporting to external stakeholders.
Informal Education
Informal education activities are those with the intent to provide voluntary, self-directed opportunities for individuals who are motivated by personal needs and interests. This type of education takes place outside the established formal education systems.
Information Technology (IT)
Information technology (IT) is the use of any computers, storage, networking and other physical devices, infrastructure and processes to create, process, store, secure and exchange all forms of electronic data.
Internships Competitively awarded positions that provide opportunities for undergraduate and graduate students in which they gain real-world experience contributing to the operation of a NASA Center or the advancement of NASA’smissions.
Metric The various parameters or features of a process that are measured. A standard of measurement.
Mission The core function(s) and primary job(s) of the Agency
Mission Directorate
As part of the NASA organizational structure, research and efforts have been broken into directorates encompassing common sub-goals of NASA's mission.
NASA The National Aeronautics and Space Administration was founded by the National Aeronautics and Space Act of 1958.
Office of Chief Human Capital Officer (OCHCO)
The NASA Office of the Chief Human Capital Officer (OCHCO) is responsible for developing and aligning NASA civil service workforce strategies, programs, policies, and processes with the Agency’s mission, strategic goals, and desired performance outcomes. The OCHCO establishes Agency-wide civil service workforce management policies; defines strategies and architectures; defines program objectives and top-level requirements; ensures consistency across the Agency, as appropriate; and monitors program performance. The OCHCO also represents the Agency’s interests in intergovernmental and other groups established to address workforce issues.
On-site Also referred to as the official worksite, is the location (Center) where the employee regularly performs work.
Outcome Result of a program effort (what happened as a result of the program) compared to its intended purpose
Outreach Activities intended to raise awareness of, or interest in, NASA, its goals, missions and/or Programs.
Parroting to repeat exactly what someone else says, without understanding it or thinking about its meaning:
Program A strategic investment by a Mission Directorate or Mission Support office that has defined goals, objectives, architecture, a funding level and a management structure that supports one or more projects.
Program Assessment
A determination, through objective measurement and systematic analysis, of the manner and extent to which federal programs achieve intended objectives
Project A specific investment identified in a program plan having defined goals, objectives, requirements, life-cycle costs, a beginning and an end. A project yields new or revised products or services that directly address NASA’s strategic needs. They may be performed wholly in-house; by government, industry or academic partnerships; or through contracts with private industry
Quality Assurance Surveillance Plan
(QASP)
The Quality Assurance Surveillance Plan (QASP) is a document that specifies how the Government will verify and document that the quality of services called for under the contract is acceptable for the purposes of determining approval of payment.
Statement of Work (SOW)
The Statement of Work is the listing of the products and services for NEHCSS work under this contract
Virtual/Remote A work arrangement in which the employee works at an approved alternate worksite (e.g. residence) on a long-term basis. The employee is not expected to regularly report to the regular worksite.
