Inspector’s Test Valve Location

• Inspector’s test valves should be located in the farthest most hydraulically remote area of the sprinkler system. The exact location shall be approved at plan review by AHJ.

• Exception: Inspector’s test valves may be supplied from pipe adjacent to the riser in multi-story buildings.

FDCs:

• Locate Fire Department Connection with unobstructed pathway & sufficient clearance of 3’ from walls, obstructions, or adjacent Siamese connectors to allow 15’ radius of fire department hose.

• Facilities with fire department connections for sprinkler or standpipe systems must be provided with suitable all-weather ground access surface for pumper apparatus within 150 ft (45 m) of such fire department connections.

• Minimum height of 18”; maximum of 36”

• At least one hydrant must be located within 150 ft of the fire department connection.

• Wall-mounted FDC should be positioned to the street at least 10 feet away from windows, doors, or vents. This will minimize the chance that fire, heat, or smoke that will make it difficult to connect hose lines.

• Avoid locations where the FDC may be blocked by area use, e.g., merchandise, storage, equipment, vehicles, etc.

• Avoid areas adjacent to hazardous materials.

• Can be a stand-alone or connected to the Back Flow Preventer; both, facing the street.

• Provide suitable all-weather ground access surface for pumper apparatus within 150 ft.

• Small sign with one-inch raised letters must be provided on each

FDC to identify the type of system (such as sprinkler, standpipe, or combined).

• Hydrants must be installed adjacent to paved areas, accessible to fire department apparatus with large connection facing street.

• Hydrants must not be closer than 3 ft. or farther than 7 ft. from the roadway shoulder or curb line.

• Hydrants must be installed with not less than 6-inch connection to the supply main, and valve at the connection.

• Suction connection should be perpendicular to the street to allow straight lined connection to the pumper with approved 4” STORZ connection attached; blanks should be available.

• Water mains and fire hydrants will not be shut off, nor will any maintenance be performed that will interfere with the water supply on the Base without first notifying the Base Fire Department.

Welding:

• Welding, cutting, or brazing other than in approved welding shops, will require permission from the Base Fire Prevention Office and the issuance of a Welding Permit for any hot work.

• All welding, torch cutting operations and any hot work will be performed IAW AFI 91-203 by qualified personnel and whenever possible, in booths or rooms constructed for that purpose.

• Welding will not be permitted in the vicinity of flammable or explosive material until all possibility of fire or explosion has been eliminated. Where the removal of combustible material is impractical, a suitable fire resistant shield and/or welding blanket will be placed between the material and the hot work operation.

DIVISION 28-ELECTRONIC SAFETY AND SECURITY

Fire Alarms:

Luke AFB Fire Alarm/Mass Notification System installations: Basic standards

• Any facility over 300sf requires a fire alarm system as specified by the AHJ.

• Provide a complete intelligent, initiating addressable, electrically supervised fire alarm and detector system (NFPA 72, Style D, and Class A.) as specified by the AHJ.

• System design and wiring must meet UFC 3-600-01, NFPA 72, IBC, and UFC 4-021-01 (Design and O&M for Mass Notification Systems).

• The design is engineered by qualified NICET level IV personnel.

• Factory trained personnel to perform system installation, testing, training, and maintenance.

• Mass Notification System (MNS) will provide a Common

Intelligibility Scale (CIS) for indoor sound at 0.08 CIS minimum value. An intelligibility voice signal being broadcast will be determined at a distance of no more than 33 ft within the same area.

• Fire alarm initiation devices (manual pull stations) at all primary exits [protected with a UL listed transparent protective cover in public assembly areas, lodging, warehouses and hangers or as required by the AHJ], monitor all flow switches, smoke detectors, CO detectors, duct smoke detectors, heat detectors, flame detectors, and monitoring modules.

• Fire Alarm Indication will be by the MNS speaker system (voice) and clear strobes.

• The MNS sound system will override any fire signals and provide indication of ALERT through MNS speaker system (voice) and amber strobes.

• Voice messages will be per UFC Air Force requirements/Luke Air Force Base specific and have Local Operators Console(s) with microphone located within a distance determined by the Base AHJ, but, no further that 200’.

• Monaco Alarm Transmitters (BTX-M) will be installed (with LVN audio card & relay modules) in all facilities with a FACP and transmit to the (ECC) Emergency Communication Center.

Penetrations:

• Apply fire stopping material in sufficient thickness to achieve rating required, and to uniform density and texture.

Electrical:

• Emergency Lights: Install per code as a minimum and add as needed in complex areas per the AHJ.

Egress:

Egress capacity:

• High hazard; 0.7 in/person for stairs… 0.4 in/person for level components/ ramps.

• Ordinary hazard; 0.3 in/person for stairs… 0.2 in/person for level components/ ramps.

BUILDING ALLOWABLE TRAVEL DISTANCE (NFPA 101)

• Maximum Travel Distance = 75 ft. (Table 40.2.6)

• Common Path of Travel High Hazard Industrial = 75 ft. (Table 40.2.5, 7.11.4): Common Path of Travel (38.2.5.3.3): Mechanical Room = 100

ft. (7.12.1) Dead End Corridors (Table 40.2.5) Prohibited except as permitted by 7.11.4.

Fire Alarm Testing: Tests and Reports

• Provide acceptance testing for the fire alarm and fire suppression systems I.A.W. UFC 3-600-01, 4-021-01; NFPA 11, 13, 16, 20, 24, 72, 409 & 410 as applicable.

Preliminary Testing

• Prior to any testing; alarm/suppression technician must contact the

(ECC) Emergency Communication Center to setup device nomenclature and zoning with Alarm Center Supervisor Dave Demers. Ext: x6641

• Coordinate with the ECC to perform preliminary test required by UFC & NFPA Standards and annotated on NFPA 72 inspection/test form.

• Test report results shall be submitted to the contracting officer and fire prevention office.

Final Acceptance Test

• Final acceptance test can be requested by CoE or CE project manager with the fire prevention office five days after preliminary test report has been submitted.
