About this file
This file is an Excel spreadsheet template for tracking sustainability impacts of Inflation Reduction Act (IRA)-funded projects at GSA-owned buildings, specifically focused on low embodied carbon materials, emerging technologies, and high-performance green building work items. The template requires input of project-specific data including building IDs, work item numbers, accounting strings, material quantities, environmental product declarations (EPDs), global warming potential values, and energy/water conservation measures.
The spreadsheet contains multiple tabs for different types of data entry, with fields highlighted in gold requiring user input and blue fields auto-populating based on entered data. Key requirements include quarterly updates on project milestones through completion, input of material specifications and quantities, tracking of energy/water savings, and documentation of emerging technologies implemented. The template is designed to help GSA monitor sustainability metrics and compliance with IRA requirements, with initial submittals due by July 12, 2024 or project authorization signing, followed by quarterly updates thereafter. The file appears to be specifically associated with a Sioux Falls Courthouse window replacement project (#23535) but contains generic tracking templates applicable to various IRA-funded building projects.

| Purpose of the Project Submittal/Reporting Form: |
| This workbook is used to track sustainability impacts of Inflation Reduction Act (IRA)-funded low embodied carbon (LEC) materials, |
| emerging and sustainable technologies (E&ST), and high performance green building (HPGB) work items in GSA-owned buildings. |
| All data is captured at the work-item level (as reported in IRIS), and should be identified by a Kahua project ID, building ID, |
| accounting string ID (ASID), and Work Item (WI) number. Data should be updated when each line-item reaches the milestone, as defined |
| in Kahua, that matches the submittals listed in the tables below. Milestones are specific to the project type (Energy Savings Performance |
| Contract (ESPC) or non-ESPC. |
| If your team has information to share at a Kahua milestone that does not align with the defined submittals, you may select an alternative |
| milestone from the dropdown list. If a work item is cancelled or deferred, please select that as a milestone. |
| Please inform our team if you need a specific milestone added to the dropdown options. |
| Frequency of Project Submittal Updates (Milestones): | |||
| Project teams should refer to the guidance in the current version of the solicitation desk guide regarding submittal frequency | |||
| *LEC Milestone Guidance is currently in development. Below is the proposed guidance.* | |||

| Updating and Adding LEC Data |
| The following will highlight key instructions for completing the IRA LEC data. For a more comprehensive guide with detailed instructions, |
| please consult the IRA Input Database SOP linked with other further resources at the bottom of this instruction manual. |
| This will serve as a reference guide, offering detailed descriptions and definitions for the elements or attributes present in this sheet. |
The categories below are the minimum data requirements for initial project submissions:
| These categories allow for identifying your unique project. LEC Identifier is required only if one work item is represented on multiple rows: | ||||||
| Enter your email address | Milestone Status | Building Number | Project # (Kahua) | Accounting String ID (ASID) | Work Item (WI) # | LEC Identifier |
| The categories below are needed to perform database calculations. We recognize not all projects have EPDs | ||||
| available or exact quantities in early phases. Until you have an EPD please provide your best estimate for quantity and a reported threshold target. | ||||
| LEC Material Category | LEC Material Subcategory | Reported Threshold Target | Description of Material Installed | Quantity |
The following should be entered as soon as project teams have the data available
| Once project teams have an EPD please provide the following information | ||||
| Provide link for Material EPD | Product Specific GWP | Product Category Rule (PCR) | Upstream Plant's ENERGY STAR Energy Performance Score | Year of plant's ENERGY STAR Energy Performance Score |
Project teams should also ensure all other fields remain up to date as the project progresses.
| 1.) Start by entering data into the cells highlighted in gold. Begin with the gold boxes located at the top of the tracker as illustrated in the image below. |
| Click through them and input the required information. |
| Region | Contractor Name | Project Manager Name |
| Project Number (in Kahua) | Contractor Email Address | Project Manager Email Address |
| Project Type (non-ESPC or ESPC?) | Project Manager Approval Date |
| 2.) Each row of data should uniquely correspond to a SINGLE work item, that is, each line has a unique LEC material and subcategory. For example, |
| asphalt and concrete should be represented as two separate work items; as shown below. |
| Budget Activity Code | LEC Identifier | LEC Material Category | LEC Material Subcategory |
| PG21 | Concrete (and cement or CMUs) | 6000 | |
| PG21 | Concrete (and cement or CMUs) | 4000 |
| Additionally, if LEC materials of the same material and subcategory have different EPDs |
| (and different global warming potentials (GWPs)), they must go on their own line. |
| 3.) When you encounter the 'quantity' column, in this section you will specify how much of each material was acquired. |
| Quantities may change throughout your project. At that point you will be allowed to edit the live view of your form. |
| Note: Ensure that the declared units align with the quantity reporting units. |
| LEC Material Category | LEC Material Subcategory | Declared Unit | GWP Limit Specified in the Contract | Quantity | Quantity Reporting Unit |
| Concrete (and cement or CMUs) | 4000 | metric ton | 284 kg CO2e/Declared Unit | U.S. ton |
| 4.) After completing the form, carefully review all your responses to ensure there are no duplicates, errors, or misreported information. |
| Once you have verified the accuracy of your answers, kindly proceed to close the form to ensure proper recording of your responses. |
| If this is your initial submittal, please email IRAsustainabilitysubmittals@gsa.gov to initiate Climate and Infrastructure Program Management Office |
| (CIPMO) project review. |
