About this file
This is a sustainability factor scoring table template for evaluating IRA (Inflation Reduction Act) compliance for glass products in federal construction projects. The template requires offerors to commit to specific Global Warming Potential (GWP) limits for flat glass, with scoring based on three tiers: Top 20% (GWP ≤1.331, 100 points), Top 40% (GWP 1.332-1.370, 40 points), and Better Than Average (GWP 1.371-1.401, 20 points).
The file includes sample GWP ratings from major glass manufacturers like Guardian Glass, Vitro Architectural Glass, and Cardinal Glass Industries across multiple facilities, with their corresponding EPD (Environmental Product Declaration) links and expiration dates. This template is specifically for the Sioux Falls Courthouse Window Replacement project (Solicitation #47PJ0025R0028), where proposals are due February 27, 2025, with a site visit scheduled for January 29, 2025, at 400 S. Phillips Ave, Sioux Falls, South Dakota. The GSA Public Buildings Service Region 8 requires offerors to complete only the glass category portion of the sustainability table, as it is the sole IRA-eligible material for this procurement.

Offeror Instructions
SUSTAINABILITY FACTOR INSTRUCTIONS TO OFFERORS
1. Offerors shall complete Column B of the Sustainability Table with the applicable IRA Limit they commit to meet for each IRA-Eligible Material. For this solicitation, only GLASS is included.
NOTE: If an offeror is utilizing multiple manufacturers/suppliers within one LEC material subcategory, and those materials achieve different GSA GWP limits, they shall, for evaluation purposes, self-score based on the material/product offered that has the highest GWP. (For example: within the GLASS subcategory, if Offeror A's LEC glass from manufacturer 1 meets GSA’s Top 40% GWP limit, and their LEC glass from manufaturer 2 meets GSA’s Top 20% limit, Offeror A shall use Top 40% in their scoring.)
2. Based upon the offeror's committment, the offeror will receive a number of Raw Scores in Column C, one for each IRA-Eligible Material required by the Contract. Column C will be automatically populated based on the offeror's input in Column B, as follows:
- Offerors will receive a Raw Score of 100 for each IRA-Eligible Material commitment that is better (lower) than GSA’s Top 20% Limits.
- Offerors will receive a Raw Score of 40 for each IRA-Eligible Material commitment that is only better (lower) than GSA’s Top 40% Limits.
- Offerors will receive a Raw Score of 20 for each IRA-Eligible Material commitment that is only better (lower) than GSA’s Better Than Average Limit.
3. The solicitation provides an LEC Materials Evaluation Weight in Column D. This weight will be multipled by the Raw Score (Column C), to automatically calculate the Weighted Score in Column D. which will be automatically calculated based on the Raw Score. The Weighted Score for each material will be rounded to the nearest hundredth decimal (i.e., two decimal places to the right of the whole number).
4. The Total Weighted Score will automatically add the Weighted Score for each material, rounded to the nearest hundredth decimal.

Manufacturer-Specific EPD This product-specific EPD was developed based on the Guardian Glass Americas Cradle-to-Gate Life Cycle Assessment. The EPD accounts for raw material extraction and processing, transport, and product manufacturing.
Manufacturing data were gathered directly from company personnel. When updated company-specific data were not available the ratio of production units, within the calendar year 2021, was used as a proxy. For any product group EPDs, an impact assessment was completed for each product and the highest impacts were reported as conservative representations of the product group. Product grouping was considered appropriate if the individual

| Vitro Architectural Glass | Carlisle, Wichita Falls, Fresno, Garcia | Vitro Flat Glass | Vitro flat glass is a clear, sheet glass produced from soda-lime silicates, along with metal-oxide materials that are used in the creation of tinted glass. The products are commonly used for windows, glass doors and walls, as well as a base raw material for processed glass. The declared glass products are available in a range of thicknesses and treatment options. Colored or tinted glasses are primarily the same composition as clear glass with minor adjustments to account for the addition of colorants. While designed for a wide range of commercial, institutional, and residential building applications, the thicknesses selected for this declaration are representative primarily of commercial building applications. However, the resulted are reported based on mass (1 metric tonne) per the Product Category Rule (PCR). | 1 kg | 1.240 | Top 20% | cqd.io/e/ec3w5w105q | 2028-03-16 | NSF International: Product Category Rule for Environmental Product Declarations NGA PCR for Flat Glass: UN CPC 3711 | cqd.io/p/ec31tsf881 | |
