Evaluators select from four rating levels (Outstanding, Above Average, Satisfactory, Unsatisfactory, or Not Applicable) and provide supporting comments. Completed PPQs must be submitted by offerors as part of their proposal and count toward the proposal page limitation. The rating definitions page is removed before evaluation and not counted toward page limits.
