About this file

This is a comprehensive specification document and commissioning plan for the construction of a replacement Complex Care Lexington (CLC) facility at the Lexington VA Healthcare System, Franklin R. Sousley Campus in Lexington, Kentucky. Project 596-334 involves constructing approximately 13,970 square feet of continuing care facilities, specifically a small house model tailored for Alzheimer's patients, which expands an existing four-home continuing care community. The project includes site utilities, roads, parking, and infrastructure expansion, with the construction period specified as 480 calendar days from notice to proceed.

The specifications establish extensive requirements across multiple divisions covering building systems including HVAC, electrical, plumbing, fire suppression, communications, security, and site utilities. Key commissioning deliverables include pre-functional checklists, functional performance tests, operations and maintenance manuals, and operator training for facility staff. The commissioning plan designates Davenergy Solutions Inc. as the Commissioning Agent, with project leadership from the Department of Veterans Affairs Contracting Officer and Resident Engineer. Mandatory design and construction phase requirements include detailed controls system documentation, sensor calibration procedures, building automation system integration, testing and balancing (TAB) services, and 12-month warranty phase oversight. The specification emphasizes compliance with VA standards, NFPA codes, ASHRAE guidelines, and various industry standards, with specialized attention to medical gas systems, patient bed service walls, and seismic/wind design criteria. All commissioned systems must demonstrate full functional performance under various operating modes, including emergency conditions and seasonal variations, before final project acceptance.
