About this file
This document provides a justification for other than full and open competition for a federal contract to expand the emergency department and specialty care clinic at the Louis Stokes Cleveland VA Medical Center. The justification identifies specific brand name items that are required for standardization and integration with existing building systems, including door lock cylinders, temperature controls, fire alarm systems, nurse call systems, access controls, and pneumatic tube stations and piping. The justification cites the statutory authority of only one responsible source as the basis for other than full and open competition. It describes efforts to ensure offers are solicited from as many potential sources as practicable and determines that anticipated costs will be fair and reasonable. The contracting officer and one level above have certified that the justification meets requirements.
The related federal contract opportunity is a solicitation for design-build construction services for the emergency department expansion project. The Department of Veterans Affairs will issue an invitation for bid as a total service-disabled veteran-owned small business set-aside. The project involves a 2-story 27,000 square foot addition and renovation at the Cleveland VA medical center. The solicitation is scheduled to be issued on February 26, 2021 with a period of performance of approximately 695 calendar days.
