The project involves comprehensive roof repairs across multiple buildings, including the YAO Admin Office, Desalting Building, YDP Admin Office, and Switchyard Control building. Specific work includes single-ply membrane roof overlay, replacing roof curbs, flashing, penetration points, vents, drains, sealant, expansion joints, installing roof walkways and permanent anchor points, and debris removal. The total project scope covers approximately 141,600 square feet of roofing across the four buildings.

Yuma Area Office
Statement of Work
YDP Roof Repairs
PART I – GENERAL INFORMATION
A. BACKGROUND
The mission of U.S. Bureau of Reclamation (Reclamation) is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. Reclamation’s Yuma Area Office (YAO) admin building’s roof is equipped with a thermoplastic polyolefin (TPO) membrane roof. The TPO roofing installation was completed in April 2011. Repairs were made to the roof in February 2020 under the 10-year warranty. The TPO membrane roof has weathered further and is no longer waterproof. During rain events, the water passes through the roof, down the structural beams, onto ceiling tiles in different areas, and eventually makes it into several office spaces. In August 2023, the remnants of Hurricane Hilary brought strong winds and rain making matters worse. Reclamation staff has been making observations of which areas are affected during rain events and noticed three additional buildings with leaking roofs within the Yuma Desalting Plant (YDP) property. The additional buildings are the Desalting Building (processing area), YDP admin office, and the switchyard control building where leaks and damaged ceiling tiles have been observed. The
Desalting Building is equipped with a built up roof (BUR), YDP admin office with an acrylic coated single-ply roof, and the switchyard control building with an acrylic coated spray polyurethane foam (SPF) roof.
B. LOCATION
Reclamation’s YAO complex along with the YDP is located at 7301 Calle Agua Salada, Yuma, Arizona. The YDP is a 60-acre plant located approximately 4.5 miles west of the City of Yuma.
The property is gated and requires Government supervision for entry. The contractor may access one roof at a time. Refer to the Vicinity and Location Maps included in the Appendix B.
C. SITE CONDITION
The weather in Yuma County is typical of the desert southwest. Annual highs and lows range from about 120 to 30 degrees Fahrenheit, with intraday variations of up to 50 degrees. Late fall and winter temperatures are generally mild with a slight possibility of freezing during the late winter months. Strong winds and dust storms are possible throughout the year but are generally experienced during the spring months. Thunderstorms and flash floods are also possible during the “monsoon” season which generally occurs during the late summer months (August and
September). Rain is also possible during the late winter and early spring months. Average yearly rainfall for the Yuma area is approximately 3 inches.
The YDP is an industrial facility, with active equipment and chemicals present. As such, all workers or visitors to the site need employ safe practices suitable for hazardous site conditions.
PART II – OBJECTIVE
A. SUMMARY
The contract objective is to make necessary repairs on four buildings including, but not limited to, single-ply membrane roof overlay, roof curbs, curb flashing, penetration flashings, vents through roof (VTR), drains, sealant, expansion joints, roof walkway, insulation, coating restoration, skylight cages, permanent anchor points, debris removal, and debris disposal. The
YDP property shall remain fully operational during the contract’s performance period. Ensuring the safety of all employees involved is paramount.
B. PERFORMANCE PERIOD
The performance period for the YDP Roof Repairs project will be 180 calendar days from the date of notice to proceed to the Contractor.
PART III – REQUIREMENT
A. DEFINITIONS

4. Roof Repairs and Replacements. Furnish materials, equipment, and labor necessary to make roof repairs on four buildings as described in YAO Roof Leak Inspection Report and Statement of Work.
5. Roof Anchors. Furnish materials, equipment, and labor necessary to install permanent
OSHA compliant roof anchors. Ensure existing roof conditions are adequate for roof anchor installation.
6. Skylight Screens. Furnish materials, equipment, and labor necessary to install permanent

8. Contractor Work Schedule. Work schedule shall not include federal holidays, weekends, and nighttime work. Changes to the work schedule shall be reviewed and approved by the
COR/CO prior to implementing any changes.
C. ROOF REPAIR DESCRIPTIONS
There are four buildings encompassing the work area:
1. Building 1: The YAO Admin Office is equipped with approximately 33,000 Square Feet
(SF) of existing TPO membrane roofing. Overlay existing roof with an all-new 80 mil single-ply membrane roof system e.g. TPO or PVC, fully adhered membrane, seam welded, total roof system R-value of 25 minimum, mechanically fastened coverboard and insulation, Cool Roof Rating Council (CRRC) compliant, Solar Reflectance Index (SRI) of 97 minimum, 30-year warranty coverage for 100 miles per hour winds minimum, and
FM approved. The SRI for the roof shall be 88 or higher at 3 years. Provide all manufacturer required materials and features so that roof can be warrantied for 30 years.
Construct new roof in a manner that all the interior features of the building are protected at all times. Replace all roof drain flashings, penetration flashings, curb flashings, expansion joints, and any other feature associated with single-ply membrane overlay installation. Raise all curbs, expansions joints, and flashings to 8” minimum above the new expected water line. Accommodate electrical and water components that may require adjustments for new curb and overlay elevations. Accommodate transition between expansion joint elevation differences of Building 1 and Building 2. Salvage and reuse existing vents and drains. Install new joint sealants at existing HVAC metal hoods/flashings. Remove existing walkway and install new OSHA compliant gray 150 mil walkway. Walkway shall give access to fixtures and metal walkway. Install two new
OSHA compliant permanent harness anchor points, approximate locations indicated in
Appendix A.1.
A metal 6 inch diameter waterline is connected to a high density polyethylene 8 inch diameter waterline which crosses over Building 1, and is expected to be in the way of the new roof overlay. In the case that any modifications to the waterline are required, the
Contractor shall coordinate with Reclamation’s maintenance personnel to schedule an outage during cool weather months as the waterline is a vital piece of the cooling/chiller air condition system for Building 1. During the outage, the waterline may be safely raised or relocated by the Contractor. The Contractor shall provide certified labor, materials, and equipment necessary for reassembly, flushing, and testing. All costs related to the waterline are to be included in CLIN 1003.
2. Building 2: The Desalting Building (processing area) is equipped with approximately
103,800 SF of BUR overlain by gravel. Replace all curb flashings, wall flashings, expansion joints. Install OSHA compliant skylight screens and OSHA compliant permanent harness anchor points. BUR roof is not being repaired in its entirety within this contract. Make repairs where insulation is exposed or damaged as shown on
Appendix A.1. Install four permanent OSHA compliant roof anchors, approximate locations indicated in Appendix A.1.
3. Building 3: The YDP Admin Office is equipped with approximately 3,000 SF of single-ply roof overlain by acrylic coating. Install fabric tape and flashing grade acrylic sealant at HVAC curbs and roof penetrations. Replace incorrect roof exhaust vent with exhaust vent type appropriate for flat roofs. Repair punctures and recoat entire roof with acrylic
1coating providing 10 year warranty. Install one permanent OSHA compliant roof anchor on the center of the roof.
4. Building 4: The Switchyard Control is equipped with approximately 1,800 SF closed-cell spray foam roof overlain by acrylic coating. Replace roof drains, repair punctures, and recoat entire roof with acrylic coating providing 10 year warranty. Install one permanent
OSHA compliant roof anchor on the center of the roof.
