About this file

This document is a Questions & Answers (Q&A) addendum for Solicitation No. 140R3025R0013, which appears to be a federal roofing repair and maintenance contract. The Q&A covers detailed technical specifications for roof repairs across multiple buildings, including Buildings 1, 2, 3, and 4. Key points include contractor requirements for utility access, temporary office trailer specifications, roof access sequencing, safety protocols, and warranty options. The government seeks a contractor to perform roof repairs with specific conditions such as using visitor badges, protecting facility spaces during work, documenting existing conditions, and potentially choosing between a 20-year roof overlay or a 30-year full roof replacement.

The document provides extensive technical guidance, including electrical and water utility availability, skylight handling, abandoned rooftop equipment removal, and specific repair limitations. Contractors must submit pricing for a baseline 20-year warranty roof overlay and optional pricing for a full 30-year replacement. The project involves careful coordination with the Bureau of Reclamation, requires contractors to ensure safe working conditions, and mandates comprehensive documentation of existing roof conditions. The solicitation allows for alternative methods and materials that meet or exceed specified requirements, with the government reserving the right to select the final approach at contract award.

Solicitation No. 140R3025R0013

Questions & Answers

1. Will potable water and electrical power be made available for contractor use, or must the contractor provide their own?

Water spigots, water hydrants, electrical receptacles (up to 240V) are available onsite for Contractor’s use. Water is not intended for drinking purposes. Contractor shall provide hoses, connections, extension cords, etc. Coordination will be necessary for higher voltage electrical connection for which the Contractor would provide a certified electrician to install/remove.

2. Temporary utility as requested in Section F of the SOW:

- Will a portable office trailer acceptable?

Yes.

- Can the Contractor share this office or Government use only?

The portable office trailer is expected to be used primarily by the Contractor but allow access to the Government for project use.

- How many desk, chair and computer stations?

At least one desk/computer station, one foldable table, and eight foldable chairs.

- Please confirm its location and where is the nearest available power.

For reference, see attached drawing 1292-303-60221.

3. Will all roofs be available for work at NTP, or does the Government intend to phase access to certain buildings? If phased, please identify the expected sequence or constraints.

Buildings 1 and 2 share the same access, therefore can be worked on at the same time.

Buildings 3 and 4 have different access points and shall be worked on a phased approach.

The construction sequence will be determined by the Contractor and reviewed/accepted by the Government.

4. Can the Government identify a designated laydown and storage area for contractor use?

Will on-site containers or waste bins be allowed at building locations?

See attached drawing 1292-303-60221. Other locations will be considered on case-by-case basis.

5. Are submittals to be transmitted via email, or is a specific digital platform (e.g., Procore, Kahua) required? Please confirm format.?

Submittals may be transmitted via email. Construction management software program is not required but recommended.

6. Will security clearances, background checks, or badging be required for all on-site workers to include deliveries and/or service providers (waste services)? If so, what is the process and lead time to obtain these credentials?

Contractor will not be using Personal Identity Verification (PIV) cards. Contractor’s employees will sign in daily and use a visitor badge while being escorted by a Government Representative.

7. Are contractors required to provide temporary interior protection (e.g., poly sheeting, ceiling tile removal) beneath areas of known water intrusion during roofing activity?

Take any cautionary measures necessary to protect Government and personal property.

8. Will third-party testing (e.g., adhesion tests, moisture scan, final inspection) be performed by the Government, or is the contractor responsible for procuring and coordinating such services?

Contractor’s responsibility to ensure installation and maintenance meets warranty’s standards. Third-party testing and/or inspection would be procured and coordinated by the contractor, as necessary.

9. Who is responsible for registering the membrane warranty with the manufacturer?

Contractor’s responsibility for registering the membrane warranty and providing documentation to the Government.

10. Will any building occupants remain during construction? If so, are there daily schedule restrictions, noise limits, or access controls the contractor must plan around?

Buildings will remain occupied during construction. Contractor shall ensure safe working conditions. Contractor shall remain within assigned working areas and keep Government Representative informed at all times.

11. Signs of heavy deterioration of the BUR Building #2 roof are visible in the field. Rotted felts create adhesion issues from brittle asphalt and it is recommended that this roof be torn off and replaced?

At this time, only the specified repairs are to be completed.

12. Life safety scopes per plan do not get the building up to code. What is the intension of only doing a partial scope.?

Additional building improvements are planned in the future. Planned repairs, in conjunction with temporary accessories, meet the Government’s requirements at this time.

13. The tilt up building measured an approximate 24” parapet, does the scope address the perimeter fall hazard exposure for both the temporary and regular facility Personnel?

The Contractor shall ensure construction activities are performed safely. The Contractor will identify potential hazards and corresponding mitigation measures, which will be incorporated into the Safety Program.

14. Is the intended use of the roof anchors to be installed, believe it was 8 total, for fall protection only or fall protection & façade access?

Permanent roof anchors are intended for fall protection only.

15. Will the skylights have to be removed to complete the scope? Upon observation it appeared there were several skylights that were well-weathered and probably wouldn’t survive removal & reinstallation without cracking.

Weathered/cracked skylights on Building 2 shall be identified and documented as baseline conditions. Damage during removal and reinstallation, due to negligence, would be the Contractor’s responsibility to repair. Alternative proposed methods, of equal or better value, will be considered.

16. SOW call to overlay on the existing roof system. Please confirm that contractor will not be responsible for R-Value and SRI requirements.

Contractor is responsible that proposed products meet R-Value and SRI requirements.

The overlay and existing roof system shall combine for R-Value 25 minimum. Existing roof system was designed for R-Value of 18.

17. Can superintendent, QC Manager and SSHO be the same person?

Yes, credentials are to be submitted, reviewed, and accepted prior to onsite work.

Recommend submitting one or more alternates to cover each and/or all responsibilities.

18. The existing Skylight lenses on the YDP roof will need to be removed to accommodate demolition/replacement of the composition roof flashings. Given the age of the skylights it is reasonable to assume the flexing of the acrylic lenses may lead to cracking of the lenses and interior sealants creating or exacerbating ongoing roof leaks. This can/will lead to a non-warrantable condition. How should we proceed?

See response to Question 15.

19. Are the existing curb assemblies to be extended up to provide min 8” flashing height at the YDP BUR roof repairs.?

Raising the curb assemblies to 8 inches height above the waterline is not a requirement for Building -.

20. Given the extreme degradation of the existing gravel surfaced Built-Up Roof assembly leading to areas of exposed insulation/coverboard, it is doubtful that a long term seal can be maintained between the new roof repairs and the deteriorating portions of the existing roof. Will the Dept. of reclamation accept a best efforts proposal?

As noted in the inspection report, Building 2 roof has surpassed its useful life. Contractor shall make repairs at identified locations guided by Inspection Report Appendix A.3. The expectation is roof will not leak from the specific areas repaired.

21. Given the poor condition of the existing gravel surfaced roof assembly, it is expected that the amount of both foot and equipment traffic required to complete the specified repairs may cause additional damage to the failing roof requiring repairs. As the extent of the damage/repairs cannot be pre-determined at bid time, will the Bureau accept a unit cost for any additional repairs required?

Facilities shall be protected, e.g. mats, footpaths, minimizing equipment and foot traffic etc. Damages due to negligence shall be repaired by the Contractor to existing or better conditions. Add necessary costs for facility protection to appropriate CLINs.

22. Are we to provide a Unit Cost or Allowance for replacement of a percentage of metal decking at both the YAO & YDO projects given the persistent leaks that have been occurring and areas of deteriorated roofing and exposed roof insulation?

Include costs into the contract line-item numbers.

23. As replacement of metal decking requires spanning at least 3 joists for mid support, do we assume the structural framing for the YDP portion of the roof is the same as the YAO?

Replacement of the metal decking is not required. For reference, see attached drawings:

Building 1 1292-D-5754 and Building 2 1292-D-4441.

24. Do we need to provide a unit cost for replacement of deteriorated or damaged curb blocking/framing at roof penetrations?

Contractor responsible for documenting the existing blocking/framing conditions prior to performing flashing repairs in accordance with the contract documents. Include costs into the appropriate contract line-item numbers.

25. Are there dropped ceiling conditions requiring consideration at any of these roofs?

Existing drop ceiling will remain.

26. The posted Wage Decision does not have a “Roofer” category? Can a request to DOL be made to provide an acceptable “Roofer” wage rate for all bidders.?

Per DOL, Offerors shall use $36.20 per hour for “Roofer”. Awardee is to submit a Wage Conformance Request after award for a formal decision.

27. Are As-Builts available for the roof structures of Buildings 3 & 4? Each building requires one permanent OSHA safety tie-off anchor and the roof structure will need to be able to provide a minimum 5000 lbs resistance for proper anchoring of the tie-offs.

For reference, see attached drawings. Manufacturer drawings for Building 3 and 1292-D- 1593 for Building 4.

28. Has an analysis of the existing roof structures been performed to determine if the structure can support the weight of a roll of 80 mil membrane (approx. 420 lbs) and/or a safety tie-off cart required while working around open skylight conditions (approx. 1500 lbs including 2 men to move it)?

Analysis has not been performed. Contractor’s proposed methods may vary and must ensure proposed methods can be performed safely.

29. Can the Bureau of reclamation confirm the existing metal roof decking is 22 ga thick?

Building 1 and 2 roof decking’s are 22 ga according to inspection report and plans.

30. Are the existing metal coping caps at the exterior IMP walls to be replaced with new, wind-rated coping caps as part of the 30 year roof assembly?

Provide all manufacturer required materials and features so that roof can be warrantied in accordance with Statement of Work.

31. On Building 1 the existing exhaust fans curbs are to be raised 8'' does the duct work need to be reworked as well as the electrical.

Accommodate all components that may require adjustments for new curb height.

32. Are any of the rooftop swamp cooler units abandoned and can be removed and the curb openings capped same question as Mark.

All the swamp cooler units on Building 2 are abandoned. 16 swamp coolers shall be removed, properly disposed, and curb openings would need to be capped/sealed in a manner to allow installation of new units in the future. Include costs into CLIN 1004.

33. There are 2 different types of Skylights the old existing ones are cracked and will break upon removal do we leave in place and flash the roof and add the External Safety Screen or remove and add new ones?

See answer to Question 15.

34. As the repairs performed over the existing, inverted, gravel-surfaced roof assembly are not warrantable, will a flashing option that does not involve lifting the skylights be acceptable?

Alternative proposed methods, equal or better value, will be considered.

35. Can the repairs to the inverted, gravel-surfaced roof be scheduled after monsoon season?

Do to the heavy layer of gravel ballast and trapped dirt/dust the areas of repair around the skylights will become extremely muddy following any monsoon rain activity requiring extensive cleaning after the surface dries out and will delay the schedule.?

See answer to Question 3.

36. There are multiple exhaust units on the inverted gravel surfaced roof where the unit is shifted to allow electrical lines to penetrate the curb opening, creating an open condition that will not be sealed by the proposed roof repairs. How should we proceed?

Replace existing curb flashing on the outer edge of the curb frame.

37. Are any of the rooftop units abandoned and can be removed and the curb openings capped?

See answer to Question 32.

38. Carlisle and Firestone/Holcim both require a total tear off for a 30 year warranty. The spec calls out for an overlay. Does the Bureau want the 30 year with complete tear off or a 20 year overlay with increased iso for min R-25?

Submit the price for the baseline 20-year warranty roof overlay under CLIN 1003.

Provide additional costs for the 30-year warranty roof replacement (full tear-off) under optional CLINs 1007, 1008, and 1009. Reclamation will select between the overlay or a full replacement at the time of contract award. Describe additional work required for a total tear off in the Technical Proposal section of the offer.

39. Are you open to roofing substitutions that are equal to or better than what is specified?

If so, what is the process of requesting these substitutions?

Include proposed roofing materials and approach aligned with the Statement of Work and/or substitutions of equal or better value in Technical Proposal section of the Solicitation offer.

40. The chiller line going across building 1 needs to be raised 8". Do you have a detail or process on how this needs to be accomplished?

An outage will be coordinated with Reclamation during the cool weather months. May require rewelding the fixed flange on the south end of Building 1. The chiller line will be mounted by the Contractor under or over the walkway structure, preferably under if possible.
