About this file

This document is a comprehensive project specification for asbestos floor tile and mastic abatement at the Carl Vinson VA Medical Center in Dublin, Georgia, as part of the EHRM Infrastructure Upgrades Project (VA Project #557-22-700). The specification provides detailed requirements for safely removing approximately 1,000 square feet of asbestos-containing flooring material, including strict protocols for containment, worker protection, air monitoring, decontamination, and disposal. Key requirements include establishing a regulated work area with critical barriers, using personnel decontamination facilities, implementing negative air pressure systems, requiring specialized personal protective equipment, conducting air monitoring, and following specific removal, cleaning, and disposal procedures in compliance with OSHA, EPA, and other federal regulations.

The project involves a comprehensive approach to asbestos abatement, mandating that the contractor submit detailed plans including personnel qualifications, respiratory protection programs, medical surveillance documentation, emergency action plans, and waste disposal strategies. The contractor must employ certified industrial hygienists, competent persons, and trained workers, and provide extensive documentation including daily logs, air sampling results, and final project reports. All work must be performed under strict safety protocols, with continuous air monitoring and final clearance testing to ensure the area is safe for reoccupation. The specification emphasizes worker safety, environmental protection, and meticulous procedural compliance throughout the asbestos removal process.
