The representative for Apogee mentioned at the site visit that there were tables within the specifications that gave further ACM information. These tables could not be located within the specifications. Please provide these tables. | Refer to spec Section 02 82 13.13, Part 1.1 and Section 02 82 13.19, Part 1.1.
Architectural drawing note B found on Sheet G-006 states that a limited amount of “(4) four TRs can be demolished and modified at one time and that rooms must be completed and approved by the COR prior to proceeding to work on additional rooms.” Given the complexity of the work and only being to work in 6 rooms concurrently within, and proposed tie-in locations and quantifications, the 740 Period of Performance might not be able to be met. Would the VA consider extending the total PoP to allow for proper coordination for the work to be performed and completed? | No, plan to be limited to 4 TRs as any given time. Time extensions will be evaluated on a case by case basis.
Are the existing elevators available to use during this project? | There is one freight elevator and multiple passenger elevators. Freight elevator is located at the loading dock (bldg. 2).
The drawings reflect the new Technology Systems (Data Drops) to be routed in the main corridors at each building. The drawings do not show the current ceiling materials that will be affected (ie ACT, GWB, Plaster, etc…). Can the existing ceiling information be provided to price accordingly? | For bidding purposes, assume all corridor ceilings are ACT. For rooms where there is existing hard ceilings, emphasis should be given to re-using conduits from corridor.
Spec Section 2715 10, (PDF Page 1142) New Cable Distribution by TR chart ends with information for Building 19 – Level A for TR117. Information for Building 19 Level B Shown on Sheet 19.G-101 is missing. Please provide the information or confirm that Building 19 Level B is not in SOW. | Bid all buildings in the drawings and the specifications. See sheet notes for work to be done. Many buildings require disconnecting existing cables and re-terminating cables on new patch panels in new Channel Racks.

Due to the large number of RFI’s, will VA provide adequate time (14 days min) to incorporate the RFI answers and move the Bid Date accordingly? | Yes, there will be ample time for contractor's to incorporate answers.
During the site visit, it was mentioned about the Telecom Locations having a “blue tape” pre-installation conference to determine the exact wall and location for each drop listed in Specs chart. Not having the specific wall locations within rooms defined does create more pricing ambiguity and it is almost impossible to quantify correctly. The specific lengths will vary depending on which wall along with the associated cost of installing in a potential fire rated wall, standard wall, exterior perimeter masonry wall, etc… (ie. New Drops are listed in Corridors that can be 80’ to 100’ in length).
| a. | Can the locations for new Telecom drops be reflected on floor plans? | Bids need to consider the cost variability associated with the placement of devices based on a blue tape survey. | ||
During the site visit, a very limited (3 to 4 rooms) locations were viewed. There is a significant amount that will be converted into new TR’s (existing offices, Corridor spaces, conference rooms) and evaluation of those spaces will be important. | Work to be bid is specified within the construction solicitation. No further site visits will be arranged. | |
The ICRA Risk level chart (G-007) lists all the VAMC departments but there is no way to relate this list of departments when viewing the floor plans and location from floor to floor. Can the floor plans reflect the Listed departments boundaries since this will affect ICRA plans and associated cost. | Attachment provided with each department and the ICRA level required for the TR construction. Keep in mind the data drops may require additional IC precautions. For instance, the TR for the endoscopy area is not near the procedure area, but drops need to be made in the procedure area. All patient areas will have a minimum ICRA of a III and a maximum of a level IV. | |
General specifications question: Several sections of the systems specs include testing, cleaning, commissioning, etc. that do not appear to apply to the scope of work required for this contract. One example would be specification 22 05 11 “Common Work Results for Plumbing” appears to include complete flushing and disinfecting of the entire plumbing system as part of the work. This could be very costly to accomplish. With the limited scope of work required by this contract for this and similar systems, within each building, please confirm that testing described within the specifications only relates directly to the affected work. | Correct, this would only apply to impacted areas due to the work completed. | |
Spec section 01 00 00, Par. 1.4.F.2 appears to include a limit of parking permits for contractors to 2-5 permits. VA please confirm if more parking permits could be added for contractors during construction if needed. | More permits can be issued if the COR determines the need is necessary. | |
Spec section 01 00 00, Par. 1.5.J requires a chain-link construction fence around the work areas indicated on the drawings. The work for this contract appears to cover mostly interior work within multiple hospital buildings. The exterior work includes working with existing and new ductbank across the VA Hospital Campus and could jeopardize egress for the hospital. VA please confirm extent of construction fencing (location and approximate linear feet) as it relates to both interior and exterior work. This information is important in allowing bidders to provide accurate pricing for this work. | Chainlink fences will only be required for sections of work area that are left unattended between shifts or as a measure to reroute pedestrian traffic and should not be used in a way that blocks traffic. | |
Spec section 01 00 00, Par. 1.14 lists requirements for a Resident Engineer’s Field Office. The spec requires the contractor to provide a temporary field office where shown on the drawings. It does not appear this office is shown on the drawings. VA please confirm that the provision and installation of a temporary Resident Engineer’s Field Office is NOT required as part of this work. | Resident engineers office will not be required | |
Spec section 01 32 16.15, Par. 1.13 indicates phasing for the project. VA please confirm the phasing for this project listed is correct as it relates to head end equipment, redundancy, new TR room locations, HVAC work, cabling distribution and will not affect the any other portion of the VAMC. | This is a general overview of phasing indicating the progression of each TR. For overall specific phasing requirements see the drawing set. | |
Section 01 33 23, Par. 1.2.D appears to require samples be submitted to the VA for approval. This also includes mock-ups for verification. VA please confirm the extent of required samples. This project appears to include data cabling, conduit, etc. that will be hidden from finished work. Please confirm samples will only be required for finishes like ceiling tiles, paint, etc. | Limited to finishes indicated on finish schedule shown on A-603 | |
Specification section 01 35 26 references roles and requirements for contractor’s on-site personnel, including SSHO and CP, etc. VA please confirm if the on-site superintendent can have shared duties such as Alternate SSHO or another role on the project. VA please confirm the main SSHO must be a separate individual with no other roles or responsibilities and must be on site at all times throughout the duration of construction. | One person can only be assigned two roles. | |
Specification section 01 91 00, Par. 1.7.B includes a table that indicates a list of the systems to be commissioned as part of this work. The list appears to include work that is not part of this project scope. Please revise the list of commissioned systems to only include those that relate to this project. (i.e. electrical, data, communications, HVAC, etc.) | Commissioning plan will be finalized after award. Confirmed commissioning will be limited to new work only related to power, cooling and data testing. Startup requirements for these items are detailed in the individual specification sections . | |
Specification section 01 91 00, Par. 3.5.D has a list of commissioning tasks for equipment that do not appear to be included as part of the work in this project scope. (i.e. steam pumps, boiler controls, fan coil units, etc.) While some of these types of devices are scheduled to be removed as part of the project scope, none appear to be new. New components are limited to electrical, data, and small stand-alone mini-split HVAC units for each TR. VA please revise the list of required commissioning tasks to only include new equipment that is part of this project. | Commissioning plan will be finalized after award. Confirmed commissioning will be limited to new work only related to power, cooling and data testing. Startup requirements for these items are detailed in the individual specification sections . | |
VA, please confirm that commissioning is required only for the systems that have been installed as part of this work, and that entire building and total systems commissioning is NOT required as part of this work. | Confirmed | |
Please confirm that a CxA commissioning agent will need to be provided by the Contractor only for the systems that are to be commissioned upon previous RFI clarifications. | Confirmed | |
Specification section 02 82 13.13, Par. 1.1.B and spec section 02 82 13.19, Par. 1.1.B states that the quantities listed in the spec are “for information purposes only and the contractor shall satisfy himself as to the actual quantities to be abated.” This will be difficult for contractors to quantify prior to bidding given the limited amount of information provided. Does the VA have previous ACM test reports that can identify locations, quantities, and types of existing ACM that is required to be removed? | Reference the "Dublin EHRM_ACM_Matrix" for comprehensive ACM survey data. Contractors should use the provided quantities for bidding purposes. | |
During abatement on interior closets, negative air containments will be forced to exhaust inside the building. Confirm that this will be allowed so long as air scrubbing/filtering of the exhaust is included as part of the work. | Correct, allowable so long as air scrubbing/filtering of the exhaust is included as part of the work. | |
Spec section 02 82 13 2.3 Monitoring, Inspection and Testing Section States: “Pressure readings with the containment may be omitted if negative pressure Glove bag procedures are used.” VA please confirm this is the case when using glove bag methods due to other sections of the specifications stating that all asbestos abatement must be completed under a fully enclosed negative pressure containment. | Correct, negative pressure and readings are required for this work and asbestos abatement must be completed under a fully enclosed negative pressure containment. | |
Will the VA require the contractor to provide hazardous materials testing to verify locations and quantities of ACM or other hazardous materials to ascertain limits of abatement? | Reference the "Dublin EHRM_ACM_Matrix" for comprehensive ACM survey data. Contractors should use the provided quantities for bidding purposes. | |
If hazardous material testing results indicate additional ACM exists within the work area, will the VA consider this a differing site condition and issue a contract modification to the contractor for the abatement of the additional ACM? | Please refer to RFI # 135. | |
Specification section 02 82 13.13, Par. 1.1.B.1 lists quantifications and totals of 250 lf of existing pipe insulation to be removed as part of the work for this project (other quantities are listed and see to be not edited to reflect SOW). VA please clarify if the amount listed in the section is the total for the entire project. VA confirm if more existing pipe insulation is discovered to contain ACM that needs to be removed to complete the work, that this will be considered a differing site condition, and a contract modification will be issued to the contractor for abatement of the additional ACM. | Disregard.
Instead, reference the "Dublin EHRM_ACM_Matrix" for comprehensive ACM survey data. Contractors should use the provided quantities for bidding purposes.
80 Specification section 02 82 13.19, Par. 1.1.B.2 lists quantification of 1000 s.f. of existing flooring and mastic to be removed as part of the work for this project.
