About this file
This memorandum provides updated availability planning milestones and change control policy for surface ship maintenance and modernization contracts awarded by the Naval Sea Systems Command. Key milestones include a 100% package lock date for firming maintenance requirements. Changes after this date require high-level authorization. The memorandum seeks to improve on-time delivery of ships from maintenance availabilities by enforcing advance planning and identifies risks from late identification of government furnished materials. Enclosure 1 lists the new standardized milestones for coast-wide and homeport solicitations. This direction takes effect immediately and will be incorporated into formal policy updates.

Encl: (1) Firm Fixed Price (FFP) A-120 Award Surface Ship Availability Milestones
1. Purpose: To promulgate a single set of updated availability planning milestones applicable to both coast-wide and homeport solicitation milestones, and to provide updated Fleet and NAVSEA policy on change management. Non-adherence to planning milestones will place maintenance and modernization items at risk of being deferred. Additionally, ship changes (SCs)and growth or new work that do not adhere to the new milestones or change policy will require Flag and SES-level authorization to continue planning and/or ordering of long lead time material (LLTM) for inclusion in the Availability Work Package (AWP).
2. Background: Adherence to planning milestones is foundational to on-time delivery of ships from availabilities. Key to on-time delivery is advance planning. The late identification of government furnished material (GFM) for critical path alterations (i.e., material not available 30 days prior to Availability Start (A-30)) impacts performance to the established plan. The ripple effect in execution is that availabilities extend, costs increase, and results in lost operational days.
3. Milestone updates: Reference (a) promulgates availability planning milestones applicable to all CONtJS Firm Fixed Price (FFP) surface ship CNO availability contract types. Enclosure (l) provides an updated single set of availability milestones applicable to surface ship coast-wide and homeport solicitations.
Enclosure (1) milestones will be used until they can be formally incorporated into reference (a).
4. Late Authorization: Changes to the AWP after the 100% package lock milestone identified in reference (a) and enclosure (1) will
