About this file
This document contains a federal contract opportunity solicitation for the overhaul of aircraft rotor turbines. The Army Materiel Command Contracting Command Redstone Arsenal is soliciting proposals for an indefinite delivery indefinite quantity contract with a minimum quantity of 5 turbines and maximum of 414 turbines over 5 years. The solicitation seeks overhaul of the Rotor, Turbine, Aircraft identified by national stock number 2840-01-515-3538. Offerors must be approved sources according to DFARS 209.270-3 and overhaul can only be performed according to technical data in Depot Maintenance Work Requirement 1-2840-248-1/-2/-3/-4 dated September 2014, Change #2 and applicable Maintenance Engineering Orders. Proposals are due by the estimated closing date in the solicitation, though the date may be adjusted. Award will be withheld pending receipt of sufficient funds.
The second document provides a Maintenance Engineering Order clarifying the depot life limit and reasons for scrapping gas generator blades for turbine aircraft that have operated on aged dampers due to excessive excitation force. It requests publication changes to reflect this information.

3-376 3-4 CHANGE Note at bottom of the table to the following:
"****Gas generator blades are not time tracked. The Depot Life Limit for these is for the time since last overhaul of the gas generator rotor disk. Or, if the disk has not been overhauled yet, it is the time since new. Aged dampers are suspect of not providing adequate dampening, which then subjects the blades to excessive excitation force. The intention of the Depot Life Limit on the blades is to ensure that blades that have operated on aged dampers are scrapped."
