About this file

This is a Price Breakout Schedule template required for construction contract proposals submitted to the VA Network Contracting Office 9. The template provides a standardized format for contractors to itemize and segregate costs across labor, materials, and equipment categories organized by construction divisions (General Conditions, Concrete, Masonry, Metals, HVAC, Electrical, Plumbing, etc.). Contractors must break down General Conditions costs to specify individual line items such as superintendent, project manager, field office engineer, builder's risk insurance, site maintenance, travel, and other overhead expenses. The template also requires itemization of materials tax (6%), overhead (10%), profit (10%), and bonds/permits/licenses (3%), with final calculation of the grand total contract price.

Key requirements for submission include: (1) inclusion of the applicable VA Medical Center, proposal date, job title, project number, and solicitation number; (2) prohibition of lump sum pricing for any division or subdivision that can be broken down further; (3) listing of all divisions even if not applicable to the specific project; and (4) breakdown of each specific division to the greatest degree possible. The template is not inclusive of all possible divisions and contractors must provide complete pricing for all applicable categories. The Government reserves the right to request further price breakdowns and does not guarantee acceptance of any proposed pricing structure. This template or an equivalent document providing the same level of detail is mandatory for all proposals submitted to the VA Network Contracting Office 9 - Construction as of June 30, 2016.
