About this file

This document is a Brand Name Justification for Simplified Acquisition Procedures for Certain Commercial Items submitted by the Department of Veterans Affairs for the Tennessee Valley Healthcare System (TVHS) Video Surveillance and Security System Project.

The acquisition (Plan Action ID: 36C249-26-AP-1831) seeks Avigilon brand name security products, software, and associated system components to modernize and upgrade the video surveillance and security infrastructure at the TVHS Nashville Campus. The requirement is being executed as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with an estimated performance period of 270 calendar days (July 15, 2026 – April 11, 2027). The justification establishes that Avigilon is the only responsible source capable of meeting the agency's needs due to its compatibility with existing Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), communication infrastructure, and VA cybersecurity standards. The work includes low-voltage wiring, infrastructure integration, equipment installation, system configuration, testing, and commissioning to seamlessly integrate new security equipment without disrupting ongoing medical center operations. Market research confirmed that at least two SDVOSB firms can meet the requirement, satisfying the VA Rule of Two and establishing a reasonable expectation of receiving competitive offers at fair and reasonable prices. The CO will conduct price analysis techniques including comparison to an independent cost estimate, evaluation of historical pricing, and assessment of price realism. The acquisition will be solicited as an open market Request for Quote (RFQ) on SAM.gov under RFO 12.201-1(c)(1) simplified procedures, with the VA committing to monitor future market developments and engage with manufacturers to expand authorized resellers and promote competition in subsequent procurements.
