Request for Brand Name Justification Summary

This is a Request for Brand Name Justification document for a Department of Veterans Affairs (VA) acquisition to support modernization of the Tennessee Valley Healthcare System (TVHS) Video Surveillance and Security System Project. The contracting activity is the TVHS Nashville Campus, Network Office (NCO) 9, with funding through TBD-NRM. The acquisition ID is 36249-26-AP-1831, with an estimated period of performance of 270 calendar days from July 15, 2026 through April 11, 2027.

The VA requires comprehensive integration services to connect new Avigilon surveillance cameras and related equipment into the existing Johnson Controls (JCI) service platform that manages the current security infrastructure across TVHS locations. JCI is the sole provider with proprietary rights and exclusive technical authorization to integrate new cameras and security software into the existing systems. The requirement includes connecting the new equipment into current security infrastructure without disrupting operations, introducing advanced AI-enabled video analytics capabilities, and ensuring seamless interoperability with the facility's Physical Access Control System (PACS), Intrusion Detection System (IDS), communication infrastructure, and VA-mandated cybersecurity standards. The procurement will be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and solicited as a Request for Proposal on SAM.gov under simplified acquisition procedures for commercial items (FAR 12.201-1(c)(1)). An independent cost estimate was developed by a qualified architectural and engineering firm to establish fair and reasonable pricing benchmarks. Competition will be restricted to JCI due to the proprietary nature of the systems and exclusive compatibility requirements, with the restriction authorized under 41 U.S.C. § 1901 for situations where only one responsible source can satisfy agency requirements.
