About this file

This is Amendment 0005 to a federal construction solicitation for video surveillance security upgrades at the Tennessee Valley Healthcare System (TVHS) Nashville Campus, issued by the Department of Veterans Affairs, Network Contracting Office 9 (90C). The amendment extends the offer receipt deadline to September 2, 2026, at 1:00 PM CDT and provides significant clarifications and updates to the original solicitation number 36C24926R0065 for Project 626-22-103.

The procurement seeks construction services to upgrade existing video security surveillance infrastructure through four bid items with varying scope and performance periods: BID ITEM I encompasses all work with a 270-calendar-day period of performance; BID ITEM II excludes 5th floor work (255 days); BID ITEM III excludes both 5th and 4th floor work (240 days); and BID ITEM IV excludes 5th, 4th, and 3rd floor work (225 days). All work includes demolition and new construction involving general, civil, architectural, electrical, low voltage, and industrial hygiene work at the Nashville VA Medical Center (1310 24th Avenue South, Nashville, TN 37212), with a base contract period beginning October 1, 2026, and ending between May 14 and June 28, 2027, depending on the bid item selected. The principal NAICS code is 238210 (Electrical Contractors), and the product/service code is Z1DA (Maintenance of Hospitals and Infirmaries).

The amendment removes all prior brand-name specifications, allowing "brand name or equal" products. Key technical requirements include Avigilon or equal cameras and Network Video Recorders (NVRs) that integrate seamlessly with existing systems, maintain FIPS 140-2 compliance, operate on Linux-based systems, support Software House CCURE 9000 version 3.0 or higher, and integrate with DMP intrusion alarm systems and VA weapons detection systems. All work requires one-year warranties (three years for technology products), contractor coordination with Johnson Controls as the existing system service provider, and compliance with VA security, safety, and facility operational requirements. The evaluation uses a Lowest Price Technically Acceptable (LPTA) methodology with award intended for a Service-Disabled Veteran-Owned Small Business (SDVOSB) meeting all technical acceptability standards.

Evaluation criteria consist of three factors: Factor 1—Relevant Construction Experience (five requirements including IT healthcare projects with backbone installation, $500,000+ contract value experience, government facility coordination with Office of Information and Technology, Johnson Controls coordination documentation, and authorized Avigilon distributor status); Factor 2—Key Personnel Experience (three requirements including VA infrastructure project management experience, $1,000,000+ project management, and VA OIT coordination experience); and Factor 3—Past Performance (two requirements for satisfactory or better CPARS/PPQ ratings on at least two relevant contracts). Offerors must submit technical and price proposals separately via email to CS Lara Hampton (lara.hampton@va.gov) and CO Jeannette Morphew (Jeannette.Morphew@va.gov), with all pages consecutively numbered, 8.5x11 inch format, Times New Roman 12-point font, and one-inch margins. The amendment also provides responses to seven requests for information addressing network management platforms, cable standards (Cat6A for all UTP cabling), and removal of Johnson Controls as a mandated sole-source subcontractor.

At the time of the request there shall be no incomplete work. There are additional inspections required while the work progresses but only one final inspection.

25. All penetrations through ceilings, floors, pipe chases, fire walls, and smoke barriers, and ceiling tiles etc are required to be appropriately sealed by a certified fire stop installer (credentials to be provided to the COR) to maintain NFTA 101 and Joint Commission compliance. Penetrations need to be sealed at the end of the work day and/or before leaving the area of work. For continuity with existing firestop systems; Hilti brand products should be utilized.

30. Encloser (2) – Fire Wall/Smoke Barrier Penetration Permit reference base request for quote attachments.

A.3 52.212-2 EVALUATION FACTORS

This section describes the evaluation process, proposal preparation, the significant factors and sub-factors and criteria to be used in the evaluation process. This procurement action is a Lowest Price Technically Acceptable (LPTA) source selection process in accordance with RFO 15.103-2. Proposals will be evaluated for acceptability but not ranked using the non-price factors/sub-factors. To be considered for award, an offeror must have an “acceptable” rating in every non-price factor/sub-factor under consideration.

The Government intends to award a single contract to a qualified Service-Disabled Veteran

Owned Small Business (SDVOSB) determined responsible in accordance with the

Revolutionary Federal Acquisition Regulation (RFO) Overhaul, whose proposal conforms to all the requirements in this solicitation and is further determined to meet or exceed the standards of acceptability at the lowest offered price. The Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from both a technical and cost standpoint.

The evaluation of offers submitted in response to this Request for Quote (RFQ) solicitation will be conducted utilizing the LPTA selection process. Utilization of this source selection process may result in not all offers being evaluated. The CO upon receipt of offers, will determine eligibility and compliance with the solicitation requirements. The Vendor Information Pages (SBA DSBS registry) will be checked to ensure that any offeror submitting a proposal to perform the work is both listed and verified. All proposals received will also be checked for active registration in the System for Award Management (SAM). Thereafter, the CO will review all proposals to ensure that the minimum proposal submission requirements have been met. Once these requirements have been met, the CO will select and submit for review to the Technical Evaluation Board (TEB) the technical proposal of the lowest priced offeror for consideration.

Initially, TEB will not receive any pricing information, only the technical portion of the offeror’s proposal.

The Government will evaluate the three (3) lowest priced proposals for technical acceptability. If two or more of the lowest priced proposals are found to be unacceptable, the next lowest priced proposals will be evaluated, and so on. Award will be made to the lowest technically acceptable evaluated price conditional upon completion of contractor responsibility determination and determination price to be fair and reasonable. No additional proposals will be evaluated once two or more are found to be technically acceptable. Therefore, all proposals may not be evaluated.

Price Analysis will be IAW RFO 15.404-1. If price analysis cannot determine fair and reasonableness, the Government reserves the right to complete further cost analysis IAW RFO 15.404(a)(2).

Offerors shall submit the information described below for Factors 1, 2, and 3 in the same order as they appear in this solicitation document. All information must be complete, accurate, and organized in the order presented. Failure to submit the required information may result in a rating of “Unacceptable” and elimination from further consideration. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

Proposals are to be submitted via email to CS, Lara Hampton lara.hampton@va.gov and CO Jeannette Morphew Jeannette.Morphew@va.gov . Offerors shall submit one (1) electronic copy of complete proposal (a. Technical & b. Price) to the address shown below as well as a complete proposal emailed to the email address shown below.

Technical and Price sections of an Offeror’s proposal will be evaluated independently. Offeror shall separately submit each section as a separate attachment. All pages containing text shall be consecutively numbered, type-written on 8-1/2x11 inch paper with margins of at least one (1) inch and created using a Times New Roman 12-point font. The submitted package should contain two (2) sections, separately: a.) Technical Proposal b.) Price Proposal. Each section must therefore be labeled with the following:

Construction Company Name

1. Physical Address of the Company

2. Telephone Number

3. Email address

4. VA Project Number (Project 626-22-103)

5. VA Project Name (Video Surveillance Security – TVHS Nashville Campus)

A.4 ADDITIONAL SALIENT CHARACTERISTIC INFORMATION

The VA currently utilizes a camera system for facility security and monitoring. This requirement is for the expansion of the existing system due to the following reasons:

1. Seamless Integration: Expanding the current infrastructure ensures compatibility, reduces technical complexity, and leverages existing software/hardware investments.

2. Enhanced Coverage: Additional cameras improve surveillance coverage, helping address blind spots, expand perimeters, or cover new construction areas.

3. Cost Efficiency: Upgrading the current system is more cost-effective than replacing or running multiple parallel security systems. There are over 200 current cameras operational on the current system.

4. Centralized Management: Maintaining a single platform streamlines system management, user training, and incident response.

5. Regulatory Compliance: Improved surveillance supports VA compliance requirements for physical security and patient/staff safety.

6. Scalability & Support: Current systems are designed to scale; the VA can benefit from continued vendor support and standardization.

Summary:

Adding to the existing security system maximizes integration, coverage, and efficiency while supporting VA’s operational and compliance objectives.

Additional Salient Characteristics of Video Surveillance Projects

This document is provided in association with the design specifications provided for each requirement. This document is only supplemental and any conflicts between this document and the design specifications, defaults to the design specifications.

All equipment is noted in the design specifications with the “Basis of Design” manufacturer and model numbers, which include specific salient characteristics as required.

The proposed expansion system shall be fully compatible with and capable of seamless integration into the existing Avigilon system. The solution must conform to all applicable interface standards and protocols currently in use and must not adversely impact or disrupt the operation or interoperability of the existing system. The Contractor shall ensure that all necessary coordination, data exchange, and configuration activities are performed so that the new system and the current system function as a unified, cohesive environment. All integration activities must be completed in accordance with the agency’s established security and compliance requirements.

Network Video Recorders

Capable of offline software license activation and software patches and updates.

No external access to NTP servers. NVRs must have the capacity to maintain connection to a local master clock device and both NVRs and the master clock device must be stored on the local VA campus SCIF or secure server room and meet the physical security requirements of spaces identified as a high security risk by VA Handbook 0730/4, which requires access only by PIV card access with dual authentication and a documented and maintained visitor log.

NVR devices must be Linux based operating systems and have the capacity to act as the NVR and server for video recording, transmission, and camera control. Eliminating the use of any Windows based servers or network devices.

The NVRs must be FIPS 140-2 compliant with capability of being certified FIPS 140-3 in a FISMA High on premises network architecture.

NVRs must have direct software plug-in compatibility with Software House CCURE 9000 version 3.0 or higher.

All NVRs must be fully compatible and have the capacity to integrate with VA VACO approved WDC weapons detection systems.

VA Police operations rely on direct tactical dispatch workflows. The existing infrastructure allows automated video analytic events (e.g., perimeter breaches, weapon detection alerts) to broadcast real-time voice alerts and data pushes directly to VA Police handheld radios and dispatch consoles.

Cameras

For chain of evidence purposes, no camera may have any flash memory devices installed.

Cameras with the capacity to have flash storage are not excluded.

All cameras must have native ONVIF protocol.

Cameras must be perpetual use architecture.

No cameras can be attached to any of the network infrastructure with any bridging device and must have a direct connection to the NVRs to eliminate multiple points of failure.

Proposed cameras and edge devices must integrate seamlessly into the facility’s existing enterprise VMS platform (Avigilon) using native manufacture drivers or open ONVIF profile preserving centralized site-wide management from a single point of connection.

All cameras must natively integrate with DMP brand intrusion alarms systems, as this is the current installed intrusion detection system on site. Additionally, cameras must meet the native DMP plug-in ability to integrate into Software House CCURE 9000 version 3.0 or higher.

Software

Software must include character search that is not reliant on a single algorithm.

All NVR software must have native/built in plug-in capability to directly integrate with Software House CCURE 9000 version 3.0 and higher.

All Video Management Software (VMS) device and channel licenses must be perpetual base licenses tied to the system hardware/site, requiring no mandatory recurring annual software subscriptions to maintain core video recording, local live viewing, analytics, or system operation.

Any proposed system that requires a mandatory recurring annual subscription fee or cloud service contract to keep physical hardware operational is non-compliant and will be rejected.

Software must have the ability to color coded alert which directs human attention to active anomalies.

Network Architecture

All network infrastructure must comply with VA PSRDM requirements, VA Handbook 0730 and 0730/4.

Specifically, section 5.16.6.1 Configuration: The SCC will have two core spaces, the SCC itself and the security equipment room (SER). The SCC must consist of a monitoring function (for example, ESS monitors, communications devices, fire alarm). The SER must consist of supportive equipment (video storage devices, data transmission systems/media, and others) that is not monitored. Servers will be located within the Computer Room, which must comply with FISMA HIGH on-premises physical security requirements listed under VA Handbook 0730/4 as a high security area requiring the use of PIV access with dual authentication.

Section 10.3 Electronic Security Systems: All systems are required to be standalone networked for identity verification as required by Homeland Security Presidential Directive 12 (HSPD-12), Presidential Policy Directive 21 (PPD-21), and Federal Information Processing Standards 201 (FIPS-201) compliance.

A.5 RFI Questions & Responses:

1. Question: Does the VA plan on managing the air gapped network using Meraki Cloud Management or traditional DNA Management?

Answer: For bidding purposes, assume traditional DNA Management. Coordinate management platform with VA COR/OIT prior to installation.

2. Question: If the VA is requiring fiber optic core switches in Building 5 IRM Server Room 115, does the core switch need to support the Meraki Platform?

Answer: For bidding purposes, assume traditional DNA Management. Coordinate management platform with VA COR/OIT prior to installation.

3. OIT air gap network management.

Question: Is OIT using DNA Management or Meraki Cloud Management?

Answer: For bidding purposes, assume traditional DNA Management. Coordinate management platform with VA COR/OIT prior to installation.

4. Question: If the VA is requiring fiber optic core switches in Building 5 IRM Server Room 115, does the core switch need to support the Meraki Platform?

Answer: For bidding purposes, assume traditional DNA Management. Coordinate management platform with VA COR/OIT prior to installation.

5. Question: Can you clarify the A.3 Price/Cost Schedule. It seems that Item 0001 and Item 0002 BID Item 1 are the same. Can you please clarify the difference ?

What is the Grand Total of the job? As you are reducing the total bid by lines 2-4?

Does the VA want the Grand Total in Bid Item 1 for 100% of costs, for a complete project as the Grand Total?

Answer: See updated CLIN structure on amendment 0005. Grand Total is the total for the whole project and corresponds with CLIN 0001.

6. Question: Division 28 Security - Cable standards are CAT6 – are we to assume the camera cables are to be Cat 6 ?

Division 27 Communication/Network – Cable standards are Cat6A – are we to assume only the network drops are to be Cat6A?

Answer: Cat6A rated cable for all UTP cabling.

7. The government mandated sole-source subcontractor (JCI) has issued a proposal that explicitly takes exception to multiple bid items and has not provided pricing within the scope of work requested as a systems provider / integrator. Their pricing does not align with the contract documents. The JCI pricing does not provide the Prime Contractor with the ability to self- perform their 25% of the specialty trade under without overinflating the bid.

4.13 VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—

CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023),

a) Pursuant to 38 U.S.C. 8127(l)(2), the offeror certifies that— (1) If awarded a contract (see FAR 2.101 definition), items (iii) .

Question: Is it the Government’s intent to have JCI be the sole source provider for the non-camera items / divisions for work to include but not limited to: the installation of cable, fiber, fiber network and conduit?

Will the Government issue a follow-up clarification to limit the scope of JCI (Not a SDVOSB) to include only: camera, system programming, and integration. This will ensure both the limitations of subcontracting are met as well as providing the lowest price technically acceptable LPTA value to the Government?

Answer: See Amendment 0005 for removal of JCI Justification.
