About this file
This document is an appendix listing Work Clearance Triggers for the Nellis AFB Paving IDIQ contract, detailing specific environmental and regulatory compliance requirements across multiple areas. The work clearance triggers include Air Quality requirements such as obtaining Clark County Dust Permits for land disturbances over 0.25 acres or mechanized trenching over 100 linear feet, Storm Water Pollution Prevention Permit requirements for construction activities disturbing one or more acres, and Water Quality permit needs for main water line tapping. Additional triggers involve Cultural Resources archaeological site checks and Natural Resources endangered species site assessments, with specific attention to species like Desert Tortoise, burrowing owls, and Desert Poppy.
The document also outlines Air Quality-Title V Permit Revision requirements for any new or replaced emissions equipment, noting a 120-day processing period and mandatory detailed reporting of equipment specifications. Petroleum, Oils, and Lubricants (POL) storage tank management is addressed, requiring reporting to the Nellis AFB POL Program Manager for new, replacement, relocated, or decommissioned tanks, with comprehensive documentation including location, serial number, model number, usage, and capacity details.

Work Clearance Triggers Air Quality- Clark County Dust Permit:
• 0.25 acre (10,890 square feet) disturbance in overall area
• Mechanized trenching more than one hundred (100) linear feet
• Mechanical demolition of any structure larger than one thousand (1,000) square feet
• Disturbance includes driving, laydown areas, earth moving activities, etc.
Storm Water Pollution Prevention Permit:
• Construction activities disturbing one (1) or more acres (more than 43,560 square feet) in aggregate require a site specific SWPPP and the timely submission of a Notice of Intent (NOI) to NDEP
• Per NDEP Permit NVR100000, part 1.4.6.2, Routine maintenance that disturbs less than 5 acres that is performed to maintain the original line and grade, hydraulic capacity, or original purpose of a facility or structure is exempt.
• Disturbance does not include driving, laydown areas, and paving repairs as long as soil is not exposed
Water Quality
• Any tapping activity to the main water lines will require specific permits through NDEP.
Cultural Resources:
• Check to see if disturbance will affect any archaeological sites.
Natural Resources:
• Check to see if disturbance will affect any endangered species sites, such as
Desert Tortoise, burrowing owls, and Desert Poppy.
Air Quality- Title V Permit Revisions:
• Any new emissions equipment (Storage Tank, Fuel Dispenser, Boiler, Generator, Fire Pump, Hush House, Paint Booth, Media Blaster, Cooling
Tower, Incinerator, Woodworking Equipment, Degreaser, Etc.) being added or replaced.
o It takes about 120 days to add a new item to the next permit revision, and equipment cannot be used until on the permit.
o Air Quality needs: list of equipment, manufacturer, model number, designed rated capacities/heat ratings, production/throughput, etc.
• Any old emissions equipment (see above list) being removed.
POL
• New or replacement POL storage tanks must be reported to the Nellis
AFB POL Program Manager. The program manager will need detailed information from the tank (location, serial number, model number, usage, capacity, etc.).
• Tank custodians must also report when a tank is taken out of service or moved.
