About this file
This document is an Environmental Permits/Authority to Proceed Guidance for Nellis Air Force Base, dated 10 April 2023, detailing the permitting requirements and responsible parties for various environmental programs. The guidance covers multiple environmental permit categories including Air Quality, Drinking Water, Storm Water, Asbestos/Lead/Toxics, Solid Waste, Cultural Resources, Natural Resources, Petroleum/Oil/Lubricants, and Work Clearance Requests.
Key requirements include obtaining Clark County Dust Permits for trenches over 100 linear feet or land disturbances over 1/4 acre, securing Authority to Construct (ATC) permits for equipment like boilers and generators, submitting Storm Water Pollution Prevention Plans (SWPPP) for land disturbances over one acre, and following specific protocols for asbestos/lead-based paint handling, hazardous waste management, and natural resource protection. The document provides specific contact numbers for each program area and emphasizes that contractors are responsible for initiating and completing the necessary permitting processes before commencing work, with many permits requiring advance notification and approval from various Nevada state and local agencies.
