About this file
The document is a cost proposal appendix for the South Dakota Department of Health's Women, Infants, and Children (WIC) Electronic Benefits Transfer (EBT) Services procurement. The state is seeking to establish a new EBT services contract through a competitive proposal process, with the objective of transitioning to a new system by October 1, 2026. The RFP targets comprehensive EBT services for the WIC program, serving approximately 13,765 participants across 8,955 families and 160 WIC vendors. Proposals are due by November 6, 2025, with the contract spanning five years and potential two one-year extensions. The procurement will support approximately 63 card readers across 62 local offices and the state office.
The pricing structure is based on a Cost Per Case Month (CPCM) model, with billing tied to active cases and deployed equipment. Key pricing components include monthly lease prices for WIC-only POS devices, clinic devices, card sleeves, and 24/7 live customer service. The cost proposal covers implementation, hardware, software, training, maintenance, hosting, and licensing fees. Specific pricing details include per-unit costs for VeriFone Vx520 terminals, magnetic stripe readers, PIN selection terminals, and card protection sleeves. The RFP requires the contractor to provide comprehensive system management, transaction processing, and support services, with flexibility for potential system modifications through a change order process allowing up to 1,000 hours of annual modifications.
