About this file

This document is a comprehensive Functional and Service Requirements document for an Electronic Benefits Transfer (eWIC) system for the South Dakota Department of Health's WIC (Women, Infants, and Children) program. The document outlines detailed technical, operational, and service requirements for a new eWIC service provider to implement and manage a statewide electronic benefit transaction system. The project involves replacing the current eWIC system with a new solution that will process electronic benefit transactions for WIC participants across South Dakota, including comprehensive vendor management, card issuance, transaction processing, customer support, reporting, and system security functions. The contract will require the vendor to support interfaces with the state's existing Management Information System (MIS), provide 24/7 cardholder and vendor support, manage stand-beside and integrated point-of-sale devices, and maintain strict security and compliance with federal WIC regulations.

The requirements document does not specify exact pricing but indicates the eWIC service provider will be compensated on a case-per-month basis, with provisions for potential additional development through a change order process allowing up to 1,000 hours of modifications annually. The system must support approximately 63 card readers across the state's 62 local offices and state office, accommodate multiple vendor types (integrated and stand-beside POS systems), and provide robust reporting and data warehousing capabilities. The contract emphasizes extensive testing, security compliance, and a comprehensive transition process, including detailed requirements for vendor conversion, system testing, documentation, and ongoing support. The eWIC service provider will be responsible for maintaining system availability, processing transactions, managing benefit issuance, and ensuring compliance with USDA Food and Nutrition Service regulations throughout the contract term.
