About this file
The document is an Appendix D - Cost Proposal for the South Dakota Department of Health's Office of Family Nutrition Services, specifically for a Women, Infants, and Children (WIC) Electronic Benefits Transfer (EBT) Services procurement. The state seeks to establish a contract with a qualified EBT contractor to provide comprehensive electronic benefit transaction services, with a primary objective of transitioning to a new EBT system by October 1, 2026. The procurement covers services for approximately 13,765 participants across 8,955 families and 160 WIC vendors, with proposals due by November 6, 2025. The contract will span five years with potential two one-year extensions, supporting approximately 63 card readers across 62 local offices and the state office.
The pricing structure is based on a Cost Per Case Month (CPCM) model, with billing tied to active cases and deployed equipment. Key pricing components include monthly lease prices for WIC-only POS terminals, clinic devices, card protection sleeves, and 24/7 live customer service. The cost proposal allows for optional service pricing and includes hardware, software, training, maintenance, and hosting considerations. The contractor must provide comprehensive system management, transaction processing, card management, and vendor support, with the ability to accommodate up to 1,000 hours of annual modifications through a change order process. The system must integrate with the state's existing Management Information System (MIS) and comply with federal WIC regulations.
