About this file
The document is Appendix D - Cost Proposal for the South Dakota Department of Health's Office of Family Nutrition Services Request for Proposal (RFP) for Electronic Benefits Transfer (EBT) Services specific to the Women, Infants, and Children (WIC) Program. The RFP seeks to establish a contract with a qualified EBT contractor to provide comprehensive electronic benefit transaction services, with a primary objective of transitioning to a new EBT system by October 1, 2026. The current contract expires on September 30, 2026, and the procurement aims to support approximately 13,765 participants across 8,955 families and 160 WIC vendors. Proposals are due by November 6, 2025, with the contract spanning five years and potential two one-year extensions.
The cost structure is based on a Cost Per Case Month (CPCM) pricing model, covering services such as system components, hardware, software, interfaces, professional services, WIC cards, equipment, and transaction processing fees. Pricing details include monthly lease prices for WIC-only POS terminals, clinic devices, and optional services like card protection sleeves and 24/7 live customer service. The system will support approximately 63 card readers across 62 local offices and the state office, with billing tied to active cases and deployed equipment. The vendor must provide comprehensive support, manage point-of-sale devices, and maintain strict security compliance, with a change order process allowing up to 1,000 hours of modifications annually.
