About this file

This solicitation is for a design-build project to replace the fire alarm and emergency communication system at two federal buildings in Concord, New Hampshire. The General Services Administration Public Buildings Service Region 1 is seeking proposals to replace the existing Simplex fire alarm system, which was initially installed in 2004 and underwent numerous modifications since. The current system lacks some of the key functions required by relevant standards and publications, and does not include a voice evacuation system. Proposals are due by the date specified in the Request for Proposal dated March 5, 2020. The selected offeror will be awarded a contract to design and build a new fire alarm system that meets all necessary requirements.

SURVEY REPORT

2019 Radio Solutions, Inc. · 55 Accord Park Drive, Norwell, MA 02061 · www.radiosolutionsinc.com

The purpose of this survey was to determine if the existing in-building signal levels are strong enough where the building could possibly qualify for an exemption from the BDA system requirement.

The survey was conducted by monitoring the signal levels as transmitted from the police department repeater sites. Simplex Fire frequencies were waived by the AHJ.

In accordance to radio signal strength specifications set forth within NFPA-72 and the requirements of BCR-300, New Hampshire Building Code, Section 915, the building shall have a minimum -95dBm signal strength coverage for both inbound as well as the outbound within 95% of each floor.

Inbound signal strength is measured using a spectrum analyzer and/or a specialized P25 radio with a calibrated RSSI display readout.

Outbound (i.e. talk-back) signal strength is calculated by adding 12dB to the measured inbound signal strength.

The 12dB figure is the power difference between the approx. 50W ERP of the repeater and the 3.2W ERP of the portable radio.

Therefore, the minimum inbound signal strength that is required is -83dBm (- 95dBm) + 12dB = - 83dBm

Our survey has shown that the existing signal levels do meet the minimum requirements for emergency radio coverage signal strength at the time of testing. Inbound signal levels were at or above -79dBm and as strong as - 50dBm.

*Please see pages 3 through 8 for the technician’s readings.
