This is a design-build project that involves the complete upgrade of the fire alarm and voice evacuation system at the Cleveland Federal Building and Rudman Federal Courthouse located in Concord, NH. For brevity, any reference to the fire alarm system will imply fire alarm and voice evacuation system.
1.2 Project Goals and Objectives
GOALS:
To increase the level of life safety provided in these buildings by replacing the existing fire alarm system. The new fire alarm system is to be an integrated analog addressable voice evacuation fire alarm system that meets the current codes and standards and complies with NFPA 72 and PBS P-100 requirements.
OBJECTIVES:
To design, construct, and commission a new fully addressable fire alarm system and remove the current fire alarm system which lacks a voice evacuation feature.
1.3 Project Delivery Approach
This project will progress in the following sequence: Design Phase (including Pre-Design Phase) and Construction/Installation/Commissioning Phase. After the final design drawings have been reviewed and approved by GSA, the documents will serve as the basis for beginning the construction work.

APPENDIX A
OWNER’S PROJECT REQUIREMENTS
This page intentionally left blank.
The James C. Cleveland Federal Building is a 5-story (plus basement), concrete and steel building that contains 105,216 RSF. The building was constructed in 1966. In 1996, the Warren B. Rudman Federal Courthouse was built as an annex to the Cleveland Building as 4-story (plus basement and penthouse) concrete and granite building containing 145,980 RSF.
These two buildings share the 2.64 acre site that was original to the Cleveland Federal Building. Even though that these two buildings have distinct and different tenants and functions, nevertheless they are connected and share a common fire alarm system.
Entry to both buildings is through the main security access point located in the lobby of the Rudman Federal Courthouse. There is a secondary entry point for employees only in the Cleveland Federal Building.
The existing fire alarm system providing coverage in this building is a Simplex system. The fire alarm panel was replaced in 2014-2015 time-frame. GSA has determined that the current system lacks some of the key functions required by PBS P-100 as well as USMS Publication 64. The existing system also lacks a voice evacuation system.
The design-build process shall consider the complexity of the effort of replacing the fire alarm system in a fully occupied building and take into account all ancillary requirements associated with this effort. The new fire alarm system will be non-proprietary.
The DOR shall verify all work items to be included in this project. The DOR shall generate all necessary design (including Pre-Phase Design and studies) documentation to provide for general demolition and installation of the work items as follows:
A. Design/install a new fire alarm and emergency communication system to meet current Life Safety Code requirements and GSA Standards and Criteria, including PBS P100, and remove the existing fire alarm system in its entirety. Any reference to fire alarm system will imply fire alarm and emergency communication system. The building drawings are provided as an Attachment to this document.
B. The fire alarm and emergency communication system shall be a non-proprietary type system and shall be fully commissioned before acceptance. The new system shall be compatible with the building’s existing fail safe and fail secure door locks in the event of a fire alarm activation.
C. The Building has an existing City of Concord Fire Department Master Box that will be replaced as part of this project. The box will be provided by the Concord Fire Department at no cost to the project. DB Contractor shall include all work associated with this box in their proposal and shall coordinate all work with the Concord Fire Department. Please see Attachment H for additional information.
D. The DB Contractor shall design, provide, install, and test, a new, complete, intelligent multiplex analog addressable voice evacuation fire alarm and emergency communication system as described herein for the Cleveland & Rudman buildings in Concord, NH. The fire alarm system shall be designed for selective and full evacuation.
E. The existing fire alarm system is a Simplex Grinnell System and is located in the First Floor Fire Command Room. Existing fire alarm system conduit may be utilized for new work provided the NEC cable fill requirements are not exceeded. All other existing fire alarm equipment, enclosures, accessible conduit and wire shall be removed and discarded. Refer to NFPA 72 for requirements on tagging non-accessible conduits. All other existing initiating devices, including manual pull stations, smoke detectors, duct smoke detectors, heat detectors, etc., shall be removed. New devices shall be provided in accordance with the applicable codes and standards. Additional initiating devices shall be provided as required by PBS P-100, NFPA-72, and this RFP.
F. Provide a detailed commissioning plan for the Fire Alarm System per PBS P-100. Submit plan with initial design submittal. Submit Fire Protection Engineer’s qualifications for approval by GSA.
G. Sprinkler system devices connected to the fire alarm system shall be replaced and additional devices shall be provided where required – i.e., water flow switches, tamper switches, etc.
H. All interface devices – relays and monitoring modules – as required for each elevator for recall requirements shall be provided, whether or not the elevator equipment is provided to accept the devices.
I. All smoke dampers shall be integrated in the new fire alarm system. Please see Attachments B.1 and B.2 for a detailed list of equipment inventory.
J. The DB Contractor shall install a duplicate fire alarm annunciator panel in the US Marshal’s office.
K. The DB Contractor shall provide a master microphone located at the new main fire alarm and emergency communication system control unit. A redundant microphone shall be provided in the USMS Command and Control Center for the new fire alarm system. The master microphone is required to be in the fire control room for the building. The master microphone located at the main fire alarm and emergency communication system control unit shall take priority over the redundant microphone located in the USMS Command and Control Center.
L. The Option 1. To be completed in its entirety to satisfy the NFPA 13 exception. The design-build work shall accomplish:
a. Install a control valve located just outside the door to the elevator machine room and main electrical room that is to be locked in the closed position for the water supplying the fire sprinklers.
b. Bring fire resistance rating up to 2 hour rated enclosure
c. Detection will be accomplished using combination fixed tem and rate of rise heat detectors.
M. Any asbestos related materials that are disturbed during the installation of the new fire alarm system and removal of the old fire alarm system shall be removed in its entirety in a controlled and safe manner and in accordance with all Federal, State and Local regulations by the DB Contractor.
N. This effort shall remove and legally dispose of all existing fire alarm equipment, devices, enclosures, conduit and wire, including any existing “open” wiring. Disposal and removal are only after full approval by the GSA. The DB Contractor shall patch and repair all surfaces impacted by this work to match the adjacent surface. The DB Contractor shall also include firestopping both new work and the old system penetrations when it is removed. The firestopping shall comply with GSA specification. The DB Contractors shall note that the Rudman Federal Courthouse has granite walls, fabric clad walls, and ornate casework in the courtrooms where there are existing notification appliances, that will require professional patching and repair work.
O. Adequacy of Notification Devices - As part of the pre-design phase, a determination must be made as to whether or not the existing notification devices (horns/strobes/speakers) provide the required coverage and intelligibility in accordance with NFPA, PBS-100 and other governing codes. Determination shall be made on the number and location of additional devices throughout the building.
