MINIMUM QUALIFICATIONS FOR SPECIFIED POSITIONS

November 2021

Government's Minimum Qualifications for Specified Positions

Position Duties and Responsibilities

Qualifications (Education, Experience and Certifications)

Senior Architect Senior Civil Engineer Senior Mechanical Engineer Senior Electrical Engineer Senior Structural Engineer Senior Fire Protection Engineer

Has full technical and project management responsibility for designated projects. Can serve as an in-house technical consultant.

Experienced in a wide-range of complex applications of the stated specialty and supervises others to ensure that the task is completed on time and within budget.

4-year engineering or architecture degree related to the assigned discipline from an accredited college or university. 10+ years of related work experience.

Professional Engineer license or other applicable professional registration.

Registration/licensure shall be recognized by the Maryland and Virginia Department of Licensing and Regulation.

Architect Civil Engineer Mechanical Engineer Electrical Engineer Structural Engineer Fire Protection Engineer Environmental Engineer

Performs a wide variety of engineering or architectural assignments by applying architectural/engineering techniques and analyses. Assignments may involve CAE (computer aided engineering)/CAD (computer aided design) applications.

4-year engineering or architecture degree related to the assigned discipline from an accredited college or university. 4 to 10 years of related work experience.

Professional Engineer license or other applicable professional registration preferred, but not required.

At a minimum, the position should be working under the direct supervision of a licensed professional.

Estimator Executes a wide variety of facilities estimating activities for projects.

4-year degree in engineering or construction management (or related field) and 4 years of related experience; or 10+ years of related work experience.

Specification Writer Provides technical writing function for engineering specifications, user manuals, monthly reports, engineering studies, etc.

4 years experience writing engineering documentation. Expertise and familiarity with SpecsIntact is a requirement.

CADD Technician Prepares complex drawings or original designs that require a high degree of precision; performs difficult assignments requiring initiative, resourcefulness, and drafting expertise with minimum supervision.

Assures that anticipated problems in manufacture, assembly, installation, and operation are resolved by the drawing produced.

4-year degree or 5 years of related work experience using 2D CAD and/or 3D BIM applications.

Qualifications (Education, Experience and Certifications)

GIS Technician Designs and develops GIS databases and advanced queries. Capable of taking client requests and designing solutions using GIS data. Manipulates GIS data in response to customer information requests. Capable of performing moderate level data queries and developing appropriate information presentations. Capable of data entry and manipulation.

Maintains metadata information.

4-year degree in a related computer, scientific, or engineering discipline, or 5 years of related experience.

Senior Systems Analyst

(CAFM/CMMS DBA)

Interprets, organizes, and translates user requirements into functional, performance, and interface requirements suitable for the development and integration of system solutions. Evaluates science, engineering, business, and all other data processing problems for application to Information technology systems/solutions. Analyzes user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, scheduling limitations, and recommends commercially available software solutions. Resolves IT Security scan vulnerabilities.

4-year degree in computer science, information systems, engineering, or related discipline, or 10 years experience in systems analysis, design,and development of automated information systems, Qualifications (Education, Experience and Certifications)

Licensed Surveyor Prepares and maintains sketches, maps, and reports of legal descriptions of land surveys by verifying data and calculations, recording results of surveys, calculating the measurements of sites, and writing descriptions of property boundaries. The Land Surveyor is also responsible for researching legal documents, survey records, and land titles to clarify information about property boundaries.

Degree in Surveying, or Land Surveying Certification with 8 years of land surveying experience. 5 years of experience using ArcGIS applications.

Senior Programmer Analyst (SQL Server, Visual Studio, VB.NET, SSRS, Web apps)

Provides engineering computer system designs for advanced systems. Develops, modifies, and maintains complex engineering computer programs. Performs requirements analyses, derives mathematical descriptions, develops appropriate computational algorithms, and provides design specifications for computer programs. Develops operational procedures for computer systems. Interprets and analyzes processing anomalies for computer systems and takes corrective action.

Resolves IT Security scan vulnerabilities. Prepares and critiques technical reports and memoranda.

4-year degree in a related computer, scientific, or engineering discipline, or 8 years of related experience.

Information Resources Manager

In addition to supervision of the IR Staff, the IR Manager is responsible for all technical aspects of the IR Services, monitoring daily operations, providing backup support to the team, troubleshooting assistance as needed and being the focal point for coordinating all work assignments.

Resolves IT Security scan vulnerabilities. The IR Manager is responsible for developing technical proposals and cost estimates for all IR Services IDIQ Task Orders. The IR Manager shall meet regularly with the Government’s IR Management team, CO and COR to review the status of IR related work.

Bachelor’s degree in information technology, computer science, software engineering, or equivalent experience. Minimum of 10 years experience managing a multidisciplinary IT team spanning over multiple geographic locations.

Assists management in defining computer system requirements and in system acquisitions.

Operational Technology (Utility Controls) Systems Analyst

Responsible for the all the technical aspects of maintaining the ICS or OT Windows server and workstation-based environments used by the utility control systems. Coordinates the installation of Windows software patches and upgrades. Coordinates with the onsite utility control system administrator to resolve IT security scan vulnerabilities and ICS-CERT industrial control system advisories.

Bachelor’s degree in information technology, computer science, or software engineering, with added 5 years experience working with Industrial Control Systems (ICS) or Operational Technologies (OT) Windows server and workstation-based environments.
