About this file

This memorandum outlines travel policies for personnel traveling to Thule Air Base in Greenland. It requires all travelers to test negative for COVID-19 before departing for Thule and undergo a 7-day restriction of movement period upon arrival. It allows for a 5-day restriction of movement for those who have recovered from COVID-19 in the previous 90 days. The memorandum was issued by the 821st Air Base Group Commander and establishes these policies in coordination with Greenlandic, Danish, and U.S. government authorities.

The solicitation requests quotes for four EEMUA 159 inspections of aboveground storage tanks at Thule Air Base in 2022 with options to extend for inspections in 2023 and 2024. In accordance with Diplomatic Note 127, this requirement is set aside for Greenlandic or Danish firms. Quotes are due by the date specified in the attachments to the solicitation issued by the U.S. Air Force Installation Contracting Agency.

THULE AIR BASE GREENLAND

MEMORANDUM FOR RECORD

FROM: 821 ABG/CC

SUBJECT: Policy for Travel to Thule Air Base – Update 4

1. The purpose of this memorandum is to update the policy for travel into Thule AB, the overarching intent is to ensure the safety and protection of installation members from infection of COVID-19, while ensuring minimal impact to mission. This policy update is effective 1

March 2021.

2. Pre-Test. All personnel, regardless of military status, nationality or reason for visiting Thule

AB are required to Pre-Test for COVID-19 prior to departing the United States (Baltimore IAP) or Europe (Copenhagen) in accordance with current travel guidance. They must possess written documentation of test date, type and result before boarding any aircraft traveling to Thule AB.

3. Travel from Greenland. Travel originating from Greenland is in accordance with

Government of Greenland requirements. For U.S. government contracted flights within

Greenland and those originating from Copenhagen with Thule AB as the final destination, Det

1/21 CONS, in conjunction with the Base Maintenance Contractor, is responsible for managing travelers. Travelers originating in Greenland shall adhere to Greenlandic travel policy without cross contamination with travelers originating in Denmark. Ultimately, it is the responsibility of the traveler to adhere to this travel policy. Installation leadership, with recommendations from on-site medical personnel and contract management will determine if domestic travelers require a Restriction of Movement (RoM) period.

4. Restriction of Movement. Upon entry to Thule AB, travelers will undergo a RoM of no less than 7 days. This RoM will be conducted at Thule AB after arrival, unless specified otherwise in this policy or recommended by the on-site medical personnel and approved by the installation military leadership. The RoM includes escort directly to an individual room or

“community-style” accommodations for contract personnel arriving together. All meals and needed items will be delivered. Movement outside of rooms or flattops is prohibited unless there is an emergency situation (i.e. fire alarm) or as directed by on-site medical personnel. The

Installation Commander, with consultation from on-site medical personnel, may waive this requirement for transient aircrew as long as COVID-19 protocols are maintained (separate vehicles, no interaction with base personnel, restricted to one area of the North Star Inn, food delivered, etc.). After the 7-day RoM is satisfied, base medical personnel will conduct another

“post” COVID-19 test to those personnel who have not displayed COVID-19 symptoms. After a negative post-test, only on-site medical personnel will direct release from RoM. Extension of

RoMs over 7 days will be at the advice of the on-site doctor with coordination through the installation military leadership.

5. Recovered Travelers. Members travelling to Thule AB who have already been infected with

COVID-19 in the previous 90 days are referred to as “recovered travelers”. Recovered travelers must coordinate the following with their Thule AB leadership or sponsors as soon as possible after receiving their positive test results: date they tested positive, where and how long they will isolate, and where and how they plan to travel after isolation. The US Center for Disease Control does not recommend retesting for COVID-19 for at least 90 days after a positive test, therefore retesting is not required in this case. Recovered travelers must ensure they possess documentation proving they have previously tested positive with COVID-19 in the previous 90 days. Upon entry to Thule AB, they will undergo a 5-day RoM period and be released only upon consultation with on-site medical personnel. They will not require a second “post” COVID-19 test. If a recovered traveler exhibits COVID-19 symptoms during their journey or while in

RoM, their RoM period may be extended. The length of RoM will be determined on a case-by-case basis by on-site medical personnel and installation military leadership.

6. Travel Approval. Non-Permanent Party (NPP) travelers may proceed to Thule AB as long as the above requirements are met. Sponsors for NPP travelers must complete a Travel

Coordination Request (TCR) prior to travel. The TCR ensures travelers have sponsors, lodging, and adequate support for RoM. Sponsors will email

THULE.Visit.Coordination@us.af.mil to obtain a TCR.

7. Vaccine. Until the effectiveness of the COVID-19 vaccine is better understood, inbound travelers who have received the COVID-19 vaccine will still undergo the 7-day RoM. Pre and post COVID-19 tests are still required for these personnel.

8. Coordination. This policy is established in accordance with Greenlandic and Kingdom of

Denmark policies. It has been coordinated with the U.S. Embassy to Denmark, the U.S.

Consulate in Greenland, the 21st Medical Group, Vectrus Services, Air Greenland, the Danish

Liaison Officer and Danish Police Inspector at Thule AB. This policy will continue to be periodically re-evaluated. It will remain effective until updated or rescinded.

9. Direct any questions regarding this policy or other travel requirements to Thule AB to Lt Col
