PART ONE GENERAL

1.1 SITE MAP

A. A copy of a site map with respect to the project site is available for viewing:

B. This survey identifies grade elevations prepared primarily for the use of Contractor in establishing new grades and identifying natural water shed.

C. The Forest Service takes no responsibility for the accuracy of this survey document. The Contractor shall verify and correct all data prior to construction.

1.2 TREE CONDITIONS SURVEY

A. Existing Site Trees.

1. If construction will occur around an existing tree within 10 feet outside the drip line, the

Contractor shall notify the CO. FS personnel will provide guidelines for tree protection.

1. If a tree is proposed to be removed, notify the CO. The FS will determine if the tree can be removed, relocated or requires further determinations.

PROJECT COORDINATION

PART 1 - GENERAL

1.1 SCOPE

A. This Section specifies administrative and supervisory requirements necessary for

Project coordination including, but not necessarily limited to:

1. Coordination.

2. Contractor's personnel.

3. General installation provisions.

4. Cleaning and protection.

1.2 COORDINATION

A. Coordination: Coordinate construction activities included under various Sections of these Specifications to assure efficient and orderly installation of each part of the Work. Coordinate construction operations included under different Sections of the Specifications that are dependent upon each other for proper installation, connection, and operation.

1. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, schedule construction activities in the sequence required to obtain the best results.

2. Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service and repair.

3. Make adequate provisions to accommodate items scheduled for later installation.

B. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials.

1.3 SUBMITTALS

A. Coordination Drawings: Prepare and submit coordination Drawings where close and careful coordination is required for installation of products and materials fabricated off-site by separate entities, and where limited space availability

necessitates maximum utilization of space for efficient installation of different components.

1. Indicate required installation sequences.

2. Comply with requirements contained in Section "01 30 00 Administrative

Requirements."

PART 3 - EXECUTION

3.1 GENERAL INSTALLATION PROVISIONS

A. Inspection of Conditions: Require the Installer of each major component to inspect both the substrate and conditions under which Work is to be performed.

Do not proceed until unsatisfactory conditions have been corrected in an acceptable manner.

B. Manufacturer's Instructions: Comply with manufacturer's installation instructions and recommendations, to the extent that those instructions and recommendations are more explicit or stringent than requirements contained in Contract Documents.

C. Inspect materials or equipment immediately upon delivery and again prior to installation. Reject damaged and defective items.

D. Provide attachment and connection devices and methods necessary for securing

Work. Secure Work true to line and level. Allow for expansion and building movement.

E. Visual Effects: Provide uniform joint widths in exposed Work. Arrange joints in exposed Work to obtain the best visual effect. Refer questionable choices to the

Contracting Officer for final decision.

F. Recheck measurements and dimensions, before starting each installation.

G. Install each component during weather conditions and Project status that will ensure the best possible results. Isolate each part of the completed construction from incompatible material as necessary to prevent deterioration.

H. Coordinate temporary enclosures with required inspections and tests, to minimize the necessity of uncovering completed construction for that purpose.

I. Mounting Heights: Where mounting heights are not indicated, install individual

components at standard mounting heights recognized within the industry for the particular application indicated. Refer questionable mounting height decisions to the Contracting Officer for final decision.

3.2 CLEANING AND PROTECTION

A. During handling and installation, clean and protect construction in progress and adjoining materials in place. Apply protective covering where required to ensure protection from damage or deterioration.

B. Clean and maintain completed construction as frequently as necessary through the remainder of the construction period. Adjust and lubricate operable components to ensure operability without damaging effects.

1.1 SCOPE

A. This section describes the codes and standards which apply to the work in this contract. Additional codes and standard may be cited in sections to which they apply.

a. National Environmental Policy Act (NEPA).

The Forest Service prepared and submitted Environmental Assessment documentation. Through compliance with section 106 in prior undertakings, the agency has evaluated the structures within the complex. In consultation with the California Office of Historic Preservation (USFS840305B-I, 1984;

USFS900917E, 1990), it has been determined, by consensus, that no historic properties are located in the APE for the current undertaking. The

Environmental Assessment Document was issued and a Decision Notice

Decision Notice and Finding of No Significant Impact was filed.

b. EPA's Final Guidance on Environmentally Preferable Purchasing.

c. EPA's Comprehensive Procurement Guidelines for recovered content.

d. USDA's BioPreferred Program.

e. ENERGY STAR® & DOE Federal Energy Management Program (FEMP)

Product Efficiency Recommendations.

B. Unless otherwise specified in this contract, reference to a specific standard or specification shall mean the latest edition or amendment in affect on the date of the invitation to bid.

1.3 DEFINITIONS

A. Administrative Authority as used in the Uniform Mechanical Code, the Uniform

Plumbing Code and the National Electrical Code will be the Contracting Officer.

B. Building Official as used in the Uniform Fire Code, International Building Code

Standards will be the Contracting Officer.

SECTION 01 10 00

SUMMARY OF WORK

1.01 PROJECT DESCRIPTION

A. This project consists of a new Barracks for the United States Department of Agriculture

Forest Service as shown on the contract documents prepared by Hilliard-Lau Architects, Inc, modified by Region 5

B. The work consists of a new 1-story wood-framed building constructed at the Saugus Site located on the Angeles National Forest.

C. The Work includes concrete, structural steel, waterproofing, wood frame construction, standing seam metal roofing, roof accessories, horizontal metal siding, sheet metal, exterior hollow metal doors and frames, interior solid core wood doors and frames, vinyl windows, hardware, glazing, interior finishes, appliances, furniture, plumbing, heating-ventilating-air conditioning, electrical systems, lighting, and communication systems.

D. Interior finishing and related construction, include interior partitions and permanent doors, and mechanical and electrical installations.

E. The work shall conform to the specifications and the Contract Drawings identified on the following index of drawings and in the following PROJECT REQUIREMENTS:

PROJECT REQUIREMENTS

SECTION 1 – DESCRIPTION OF PROJECT & OBJECTIVES

1.1 MISSION STATEMENT

The Forest Service mission is captured by the phrase "Caring for the Land and Serving People." Our mission, as set forth by law, is to achieve quality land management under the sustainable multiple-use management concept to meet the diverse needs of people.

1.2 PROJECT BACKGROUND

The Angeles National Forest was established on December 20, 1892 as the San Gabriel Timberland

Reserve, the first forest reserve in California, and the fifth in the nation.

In order to properly administer this vast wild land and public use, the Angeles National Forest is divided into three Ranger Districts. The San Gabriel River Ranger District has a District Office in Glendora, CA.

The Rincon project is located within this Ranger District.

The new Rincon Fire Station and Barracks project site is located on Hwy 39, 12 miles north of the 210

Freeway. This Fire Station has provided fire protection services for the San Gabriel Canyon in the

Angeles National Forest for many decades. The present station is currently staffed with one fire engine, one water tender, and one fire prevention technician in a pre-engineered metal building. In addition the site provides office space, work space, and storage for 10 recreation employees and other Ranger District

programs. The objectives of this project are:

(i) The consolidation of facilities in the San Gabriel Canyon, without reducing first response capabilities.

(ii) The improvement of energy efficiency and reduction of the carbon footprint of the Forest facilities in San Gabriel Canyon through better insulation, natural lighting and ventilation, with replaced electrical, mechanical, plumbing, and HVAC components.

(iii) The elimination of deferred maintenance costs associated with the buildings to be eliminated.

1.3 PROJECT DESCRIPTION

In 2009, American Recovery and Reinvestment Act of 2009 (ARRA) monies became available for the consolidation of facilities in the San Gabriel Canyon, without reducing first response capabilities. The

Rincon Fire Center will act as a station and staging area allowing for the increase and decrease of fire resources based on funding and need. It will serve as home base for fire resources that can be strategically moved in the San Gabriel Canyon to provide coverage for high risk areas.

The proposed project will consist of the following a new 4704 square foot (measured at the interior face of the walls) energy efficient Fire Station, one 10 person barracks, and the relocation of an existing pre-fabricated metal warehouse to a new location at the west area of the site and all site improvements shown on the plans and outlined in these Project Requirements. Options include another 10 person barracks, and site lighting, and paving of . Both the Barracks and the Fire Station buildings have a standard plans prepared by the Forest Service which will require minor building modifications outlined in Section 2. The

Government will require the site to be operational throughout the construction period until the completion of all the facilities for the recreation personnel and the Fire staff. Miscellaneous Forest Service equipment presently on the site will be relocated by the Government as to not interfere with the new construction.

The estimated cost for the above described bid delivery is between $1,500,000 and $5,00,000.

F. Water Well Connection:

To the south, across Hwy 39 is a road that connects to the new well and two water tanks, approximately one mile apart. Included in this contract is the connection of the well to the water storage tank and to the site and to the Educational building located on the east side of Highway 39.

G. Emergency Generator: An exterior diesel fired emergency generator with a waterproof enclosure and 24 hour run time shall be provided to service the Fire Station telecommunications systems, and emergency lighting. The Contractor will be required to size the generator once the loads are determined. Load s, calculations and equipment information shall be submitted for approval to the

CO.

H. Utilities: Utility work for the facility shall include hookups to the electrical telecommunications and propane service. A new septic system shall be provided to accommodate the new Fire Station and for two barracks.

1.4 PROJECT BASE BID AND ADDITIVE ALTERNATIVES

Base Bid: This proposed project consists of the construction of a new energy efficient 4704 square foot (measured at interior face of the wall) Fire Station and one, 2112 square foot energy efficient ten person barracks with all utilities and telecommunications equipment. Additionally a covered smoking area shall be provided in the vicinity of the barracks and adjacent to the recreation building. A second barracks is an bid option.

Additional items in the base bid include replacement of approximately 370 lineal feet of chain link fencing, providing new guardrails at the picnic area atop the existing stone walls to meet present code, a new ADA compliant wood stair from the parking area at the south to the Recreation Building at the lower area of the site including a gate and landing at the top of the stairs and two ADA compliant picnic areas, locations as shown on the site plan.

The base bid will also include relocation of the existing pre-engineered warehouse, presently on-site.

In order to construct the new Fire Station an existing 30 feet by 70 foot pre-engineered metal building will have to be relocated. The existing building could be relocated (as shown on the site plan) onto footings and concrete slab requirements and to meeting minimum code requirements including current seismic codes.

Additive Options

The following is a list of bid options which are further defined in the performance specifications.

Requirements for each of these alternatives are provided in the Performance specifications. The

Government reserves the right to select any one, a combination of, or none of the alternatives. The options are:

1. A Second 10 person barracks with all utility connections.

2. Site Lighting: Solar Pole mounted light fixtures throughout the entire site, limited to 27 fixtures. All exterior lighting shall be mounted in concrete bases per details. Submittals shall include type of fixture(s), lamp type and photometric diagram of the area to be illuminated.

3. Parking lot paving and striping, Recreation parking lot. Provide paving and striping per plans and specifications for the lower Recreation Lot.

direction, and short in the north-south direction. It is bound by the San Gabriel River to the north, and by Highway 39 to the south. All of the adjacent property including the off road vehicle area to the east is located within the Angeles National Forest. A haul station used by CAL-TRAN’s is located to the north of the site. Access to this facility must be maintained thru or adjacent to the project site.

The soils within the area are sandy. The footings required for these buildings will be per the standard plans developed by the Forest Services for these buildings. The warehouse will require a new footing design and structural calculations to meet current codes.

The site currently contains the following improvements:

a. One Residence used as the Recreation Office Building, (to remain).

b. One Warehouse (To be relocated or reconstructed).

c. One temporary office trailer (For temporary FS use, to remain).

d. One gas house structure (to remain).

e. One Storage Building with adjacent canopy (to be removed).

f. One Hazardous materials covered area with fencing (to be removed).

g. Water well pump building (to remain).

h. Septic system for the Recreation Office (to remain).

i. Picnic area with rock walls (to remain with improvements in this contract).

j. Metal containers, travel trailers, antique fire truck, and other miscellaneous materials located at the north of the site (to remain).

A site plan has been provided. The plan was prepared by the Forest Service Engineering Department located in the Supervisors Office, based on existing and field gathered data. The USDA Forest

Service does not warrant or guarantee the accuracy of this document.

2.2 Site Improvements-Base Bid

Site Improvements included in the base bid include site and water improvements, code required updates, new electrical service, and utilities to the new construction outlined in the Fire Station specification package. The Contractor shall perform all of the following:

Code Improvements: New ramp rails and guardrails throughout the area anchored adjacent to the existing stone walls shall be provided and the existing guardrails shall be replaced throughout the facility. New guardrails are required at all walls above 30 inches in height. The present ramp to from the parking area to the stone wall picnic area to the east of the site shall be provided with new guardrails and a wall rail to meet ADA requirements. All guardrails shall be constructed of galvanized steel tubing.

A new ADA compliant wood stair with handrails shall be provided constructed of pre-treated wood connecting the lower parking area to the Recreation Building. A 5’-0” concrete walk from the stair to the Recreation building porch shall also be provided. The existing concrete stair shall be demolished.

Entranceway Improvements at the Recreation Building: A new concrete landing pad, minimum of 10 wide by 10 foot deep at the Recreation building front entrance is to be provided. The existing concrete pad shall be removed. A new five foot wide path from the new two ADA accessible parking spaces shall also be provided with signage to illustrate the accessible route.

New ADA parking spaces: Adjacent to the Recreation building, two accessible parking spaces, shall be provided with modifications to the front entry walk to the Recreation building. Signage designating the spaces, striping, and directional signage to the Recreation building shall also be provided.

Landscaping: Provisions for irrigation shall be provided adjacent to the barracks. The planting will be performed by FS personnel.

Ramada Structures: Three new ADA compliant covered structures shall be located as shown on the site plan.

New Gate: The new rolling gate shall be of chain link construction, minimize 13 gage with free rolling wheels placed on a 16 inch by 12 inch deep reinforced flush mounted concrete track with an automatic operator. Additionally a voice control call box shall be provided to the Recreation building. The width shall match the existing gate. It shall be connected to the Lincpass system with a card key reader located on both sides of the gate on a post.

Fencing Relocation: The fence at the east of the site shall be removed and new chain link fencing provided, per the site plan to accommodate the Fire Truck turning radius.

Entry Road Rehabilitation: After the completion of construction, the existing entry road from the intersection of Hwy 39 to the entrance gate shall be rehabilitated. Refer to provided details.

Electrical: The existing electrical service enters the site adjacent to the gate and terminates in an 200 amp panel at the southwest corner of the existing warehouse. Two new 400 amp three phase

120/208volt panels shall be provided to service the site with exterior weatherproof housing at the NE corner of the site adjacent to the fence. Connections to the panel from the existing entrance at to the site shall be in Schedule 80 conduit. Site connections to the buildings shall be in Schedule 40 conduit. Direct burial of electrical is not allowed. The Contractor shall coordinate with the local service provider to insure site service and shall pay for all fees and permits. No aluminum wire shall be used on the Forest Service underground feeders.

Truncated Dome Mats: The Contractor shall provide truncated domes mats per the 2007 CBC at all areas required on the site per specifications.

Water Improvements and Connection: To the south, across Hwy 39 a road that connects to the new well, existing water tank, and new water tank presently being constructed, which are +/-6500 feet apart. Included in this contract is the connection of the well to the water storage tanks with 6” C900

PVC pipe. Additionally water connections shall be provided across Highway 39 to the main Rincon entrance gate. The existing branch line to the existing educational facility (south of the Rincon site) will also be required to be connected to the new main water line to the Fire station facility. Traffic control shall be required on Highway 39 where the new piping crosses the highway.

Telecommunication Design: The Forest Service has strict requirements regarding the site and building telecommunications. Included are 4 attachments to the solicitation, with pricing for the

Government allowed vendors to relocate the equipment. The Contractor needs to install/construct all the prerequisite construction/ installations as described in the attached documents, and as necessary to implement the telecommunication work described in the attached documents; work described in the attached documents will be performed by others. The Contractor contract directly with the vendors the Government vendors using the attached Government vendor priced proposals.

Site Demolition: Buildings: Numerous existing structures are to be removed as part of the base bid.

The Forest Service requires that these components be recycled. Contractor shall provide the Forest

Service with all labor material and salvage values obtained by the Contractor for these materials.

Additionally an existing concrete loading platform: located at the rear of the site shall be removed. in order to maximize the placement of the warehouse building.

OPTIONS

1. A second Barracks including all utility connections.

2. Site Lighting : Site Lighting: Pole mounted solar light fixtures outside the fenced area at the east of the site, Submittals shall include type of fixture(s), lamp type and photometric diagram of the area to be illuminated.

3. Parking Lot, Recreation Parking Lot. Paving and striping per plans and specifications for the lower Recreation Lot. Assume the paving to meet a traffic index of 7 with an R value of 30.

2.1 List of minor modifications to Forest Service provided Standard Plans and specifications, Base Bid

The Forest Service has constructed this prototypical Fire Station and three barracks in 2009 at Texas

Canyon, CA and is presently building a similar Fire Station at Acton, CA. Updated plans for the

Texas Canyon Fire Station and Barracks will be provided to the Offeror. In addition, specifications will be provided in MasterFormat 2004 for both the Fire Station and the Barracks. It is the intent to provide a complete fully operational project similar to that provided at Texas Canyon. Minor modifications include:

a. Fire Station

Floor Plan Revisions: Minor revisions to the drawings include:

1. Metal Fabrication: Provide rain gutters and downspouts at all roofs above entrances. Connect to storm drainage facilities as prescribed by the EPA Section 483, Storm Water

Requirements.

2. Wood Peeler Logs at Porches: Section 06 20 00 Specifications: Provide Douglas Fir peeler logs at all porches, best grade available. Contractor to submit all product documentation prior to installation per Section 01 30 00.

3. Condensate lines: Provide stainless steel condensate lines at exterior to the condenser.

4. Add: Plumbing: Provide water connection for Government Furnished-Government Installed

(GFGI) icemaker in the Engine bay.

5. Add: Telecommunications: Install PA and FS radio system speaker in the engine bay. Provide speakers with volume control for each office, engine bay, and training room.

6. Add: Telecom Design: A complete telecommunications design has been prepared by the FS

IT Department for this site. With the exception of the secure equipment that must be relocated by the Government, the Contractor can find another bidder for the work or accept the bid provided by the approved vendor. Any bidder must be approved by the Government prior to the start of construction

7. Add: Telecommunications: Add all information for telephone and telecommunications system provided by the Forest Service ISO Department. Documents are included in the

Appendix.

8. Revise: Electrical design: The interior electrical panels should be placed in 5 1/2” wood framed walls rather than 3 ½” wood framed walls.

9. Lincpass System: A Lincpass door access system shall be provided at all exterior doors.

b. Revisions to 10-Person Barrack Standard Plan:

Barracks: Revisions to the standard barracks plans are limited to minor adjustments in materials, design and finishes.

1. Metal Fabrication: Provide rain gutters and downspouts at all roofs above entrances of exact material as metal roofing. Connect to storm drainage facilities as prescribed by the EPA

Section 483, Storm Water Requirements.

2. Specification Section 06 20 00: Add: Chamfer wood posts Chamfer wood support posts at entrances, at a 45 degree angle, 12 inches from the base extending to 6 inches at the top.

Smooth edges.

3. Add: Door Undercut. Provide undercut at the barrack sleeping room red oak doors, 1 ½ inches except at laundry room. Louvers are not to be provided in the doors.

4. Add: Built in Beds, Specification Section 06 40 00: Install built in oak beds with raised bases in all bedrooms. Base to have 4 drawers, minimum 6 inches in depth, double stacked. Beds are to be built to AWWU “Custom Quality” to accommodate a twin extra long mattress, 39 inches by 80 inches. The beds are extend from the interior face of the exterior wall to the closet wall.

5. Delete: FRP Panels and FRP Shower at Restrooms. Provide tile per Specification section 09

30 00. In bathrooms wainscots and showers.

6. Add: Residential Appliances: Provide appliances per Specification Section 11 30 00.

7. Add: Specification Section 12 36 61 Solid Surfacing Countertops: Provide solid surfacing countertops throughout the facility instead of plastic laminate referred to on the drawings.

8. Add Condensate lines: Provide stainless steel condensate lines at the exterior to the condenser.

9. Add: Satellite TV Connections: Provide electrical conduits for future satellite TV in two locations in the Living room at 4 feet 6 inches from the finished floor. CO to determine locations.

10. Lincpass System: A Lincpass door access system shall be provided at all exterior doors.

c. Revision to the existing Warehouse:

An existing warehouse is located on site approximately 24 x 70 feet, with a 12 foot high plate.

Offeror to verify exact sizes and heights. Plan and calculations are not available. The warehouse is to be relocated to the northern area of the site for use by the Recreation department, and brought up to current code compliance. The relocation of the warehouse shall include:

1. Energy efficient fluorescent fixture to provide a minimum of 20 foot-candles measured at 3’-

0” from the finish floor throughout the facility.

2. Duplex Receptacles per code.

3. Exterior lighting fixtures with motion detectors at each exterior corner of the building and above overhead and man-doors.

4. LincPass access at each exterior door.

5. A Motor operated opener for the overhead existing doors .

Relocation of all fixed furniture and benches to the new location will be provided by the Government.

4. SPECIFICATIONS

4.1 INTRODUCTION

In general, the technical specifications have been written in an effort to balance the Offeror’s potential for innovation with the program and functional needs of the Forest Service. To this end, specifications have been written utilizing a performance approach (nonproprietary) wherever possible. Where necessary to formalize specific needs or requirements identified by the Forest

Service, a prescriptive approach (proprietary or semiproprietary) has been utilized with specific products or manufacturers named.

4.2 FORMAT

The specifications are organized into Divisions and Sections using the 2004 50-division format and

CSI/CSC’s MasterFormat numbering system. Each specification section is further organized according to CSI’s three-part section format that places subject matter in a uniform location in each section. CSI’s SectionFormat defines the three parts as: Part 1 – General, Part 2 – Products, and

Part 3 – Execution.

4.3 SPECIFICATIONS

The specifications included in this bid package are intended to provide an understanding of the quality of workmanship, performance and materials to be incorporated into the project. If other materials and means and methods of construction are proposed, documentation per Section 01 30

00 is to be provided to the CO for review prior to the installation and/or use of these materials. In all cases the product installation requirements shall be strictly adhered to in addition to ASTM and industry standards. Where the specifications state “AS SHOWN ON DRAWINGS” this refers to items referred to on the standard Fire Station and Barracks plans and the site drawings. The Offeror shall provide all items referred to or called out on these drawings for these projects.

General site specifications including the warehouse relocation and water supply are included in the

Fire Station package. A separate specification package has been provided for the Barracks.

5. CODES, STANDARDS AND OTHER REQUIREMENTS

5.1 Building Codes-Introduction

Since this project occurs 100% on Federal Property, the contractor is not required to obtain a

County Building Permit. However, this project is to be designed and constructed in accordance to the specified design and construction standards in this document. The Code authority for this project will be the Forest Service Regional Engineer.

No overnight camping by the Contractor’s personnel will be allowed.

B. Sanitation: Sanitation facilities are to be provided by contractor.

C. Utilities: Water is available and may be used by the Contractor’s personnel. Electrical power is available at the construction site.

D. While performing the work the Contractor shall take reasonable precautions to protect adjacent properties from damage. The Contractor at no additional cost to the Government shall restore any damage or injury caused by the Contractor in the course of this work.
