RECOVERY: Rincon Fire Station & Barracks, ANF
PRE-PROPOSAL SITE VISIT QUESTIONS & REMARKS
July 21, 2010
As of 8-10-2010 the following are questions and remarks that were presented at the Rincon Pre-Proposal Site Visit which took place on July 21, 2010 at 10:00 a.m. The Forest Service representatives on site were George Farra (Assistant Forest Engineer), Joel Gonzalez (Civil Engineer), Mike Florey (Project Manager), Loring Buchwald (Battalion Chief) and Ricardo Lopez (Civil Engineer). We introduced the Forest Service representatives to the contractors and made general statements about the contract and the site. We presented the overall expectations, constraints, and requirements of the project. A sign-in sheet was passed around, to be filled out by parties who did have business cards.
General topics discussed by the Forest Service representatives, during the site visit (revised by CO as of 8/10/10):
· The project is no longer design-build; it is now a construction project with A&E components
· Due date is August 20, 2010 This has been revised to August 27, 2010.
· Anticipated start of planned construction begins at the end of September
· There will be a posting on FedBizOpps of the site being open for anybody to come and do their own walk-around the job site. Typically, there will be fire staff at Rincon Monday through Friday from 9:00 a.m. to 6:00 p.m. but there is no guarantee that someone will be present at any given time due to response to incidents
· For fire prevention on the equipment to be used, contact the Forest Service to arrange for permitting
· Once the project begins, the contractor shall call the Dispatch Center phone number listed on the fire plan and check on what operations are allowed to perform on any given day
· There is limited communication capability in the forest, including little to no signal for mobile phones. There may be satellite phone signal and prospective bidders are encouraged to plan on communicating with each other through radio system(s) while on the site
· There will be no further design changes posted
Questions (Q##:) asked by prospective bidders and Responses (R##:) from the Forest Service representatives, during the pre-bid meeting are as follows:
| Q01: | What will the water source be for construction? |
| R01: | The contractor will have limited access to water (for construction purposes only) at the water tank located above the Rincon Fire Station. An approved source location for a water, to be used solely for construction purposes by the contractor, will be designated at the prework meeting. The site will be within 5 miles of the project location. |
| Q02: | What will be the last day to submit RFI’s and ask questions? |
| R02: | Typically, we will be able to address RFI’s 4 to 5 days prior to the due date for proposals. We will discuss this with the Contracting Officer and respond with an official date to submit RFI’s, to be posted on FedBizOpps. Per CO: RFIs should be submitted by August 17, 2010. |
| Q03: | What will happen to the fire and recreation personnel on site? |
| R03: | The fire staff will be relocated to nearby fire station(s) during the week. On weekends, the fire staff may be at the project location. The recreation staff may be present (in the existing recreation building, not to be demolished) during construction and will not interfere with the contractor’s work. |
| Q04: | Are there any connections for mobile units such as sewer, power, etc.? |
| R04: | No, none will be provided. The contractor shall be responsible for obtaining their own utility sources, including power and telephone as needed. |
| Q05: | Are there any restrictions on the working hours or hours of operation for which construction may occur? |
| R05: | There is no limit on the hours of operation but prospective bidders are cautioned to follow labor rules on hours worked. Contractors are also cautioned to read the solicitation documents for more information on labor, including Davis-Bacon wages and other pertinent information. |
| Q06: | What utility poles will remain and which will be demolished? |
| R06: | The Edison power pole by the entrance gate shall remain in place and shall be protected during construction. The telephone pole shall be removed as SHOWN ON THE DEMOLITION PLAN. |
| Q07: | Is there a specific area that is designated as a staging area for equipment? |
| R07: | The contractor is responsible for proposing a staging area which needs to be approved by the Contracting Officer. |
| Q08: | Are there any known hazardous materials on site? |
| R08: | To our knowledge, there are no existing hazardous materials within the project site. If a differing site conditions presents itself during construction, we will deal with it accordingly at that time. |
| Q09: | Do we submit RFI’s to the Contracting Officer? |
| R09: | Yes, prospective bidders are required to submit RFI’s to the Contracting Officer. Send to the CO via email address jsclayton@fs.fed.us |
| Q09: | Are we required to conform to any environmental regulations for this project? |
| R09: | Specific environmental concerns will be addressed at the pre-work meeting with the successful offeror. When preparing your proposal use common sense regarding environmental concerns. Basically, do not disturb pristine areas, mitigate run-off erosion and potential pollution from the construction site. |
Additional questions sent via email through 8/10/10:
1) Q: What version of the AIA 101/201 contract and general conditions would be used for this contract?
A: We will not be using an AIA contract. This is a construction contract.
2) Q: What are the bonding requirements and will a bid bond be required?
A: A bid bond is required and if awarded, performance and payment bonds at 100% will be required.
3) Q: What are the A&E components?
A: There are no A&E components.
4) Q: Would General Decision CA 20100019 7/23/2010 CA19 Mod 7 apply?
A: See Davis Bacon Wage rate attached to this amendment
5) Q: Do LEED requirements apply to this project?
A: LEED certification is not required, however this project DOES need to meet the LEED design and construction standards, as do all federal buildings constructed since 2007. (Executive Order 13423 dated 1/24/07 and the USDA Sustainable Buildings Implementation Plan (SBIP).)
6) Q: Rincon Barracks Specifications, Summary of Work 01 01 00-5 Section 2-Design and Construct 2.2 Site Improvements, Entrance way improvements at the recreation building: “a new concrete landing pad minimum of 10 wide by 10 foot deep at recreation”. What unit of measure is this as it’s not shown on the plans?
A: The specs have been updated and this is no longer referenced. Additionally, all references to concrete walkways and landings are as shown in drawings.
