Section C - STATEMENT of WORK
SCOPE OF WORK
The work covered by this contract consists of the construction of one or more Forest Service Buildings with appurtenant structures and site improvements, on land owned by the US Forest Service in the County of Los Angeles, California.
PROJECT DESCRIPTION
The proposed action will consist of the following: construct one office/ garage building and one 10-person barrack at Rincon. The office/garage will include two tandem garage bays, offices, meeting room, weight room, training room, storage rooms and restroom facilities. The work will also include the installation of a new septic system and connection into existing power and water systems. Construction is expected to start in summer 2010, with a completion date in fall 2011.
The site is relatively flat and is approximately 3 acres. It is rectangular shaped, long in the east-west direction, and short in the north-south direction. It is bound by the San Gabriel River to the north, and by Highway 39 to the south.
The construction will also include the improvement of paved driveways and parking space, landscaping, walkways, and security fencing to match the new site layout.
Some existing structures and space will be retained for use by recreation personnel and other Ranger District programs.
The Contractor shall incorporate the following changes into the construction of the engine/ garage and barrack buildings:
a.
Specific Changes to engine/ garage Standard Plan:
· Include Supplemental A/C in training room, place at NE exposure
· Consider vinyl clad windows in lieu of wood frame
· New Title 24 window requirements will not recognize vinyl as meeting u-value requirements, suggest keeping the wood-clad fiberglass windows specified which do meet these requirements.
· Include updated telecom needs in design
· If using stained concrete, include curing requirements in concrete spec.
· Specify 10’ on center control joints, designed to specific rooms
· Place electrical panels in 6” framed interior wall
· Increase size (depth) of washer dryer enclosure, use false ceiling at 10’
· Add concrete slab between porch walkway and garage approach slab
· Specify much larger icemaker
· Change truss to include flat member at garage ceiling peak to hang lights from
· Change swing at walkthrough doors porch/garage to swing out and into building
· Include detail for attaching lockers to sloping floor in garage
· Specify clear coat material and portions to receive clear coat
· Paint exterior wainscoting (from horizontal trim at water table to top of foundation wall) trim color not siding color
· Design porch beams to accommodate headroom.
· Increase the plate height of the office wing walls to 10’ (currently 8’) and replace the
· “high heel trusses” (24”) with conventional trusses. (This will raise the bottom of the beams in question).
· Detail connection tie top plates together balloon wall to rake wall
· Make door and window headers same height (front of building trim problem) Specify 7’ doors.
· Change roof insulation to 6 “ R-38 rigid foam installed on top of the roof sheathing rather than the batt insulation at the bottom chord of the trusses. Detail the fascia and roof to accommodate this added thickness.
· Include 2” rigid insulation on the exterior of the wall sheathing and detail windows, doors and exterior wall brackets and built–up trusses to accommodate the added thickness.
· Incorporate the Sustainable Buildings Implementation Plan requirements into the specifications. (Require and specify: local materials within 500 mi of the project site, salvage and recycling of construction waste materials (incuding a waste Management Plan as part of the construction contract), a minimum 20% recycled content in all building materials, certified sustainable lumber and wood products, low VOC content, Building Commissioning; Water Erosion Control and Indoor Air Quality Plans.)

Specific Changes to 10-Person Barrack Standard Plan:
· Structural roofing changes at side porch.
· Include hardware schedule, upgrade to standard of fire station
· Solid surface counter tops
· Revise hallway lighting to match kitchen lighting fixtures
· Clarify electrical switching, a,b,c,d in kitchen
· Incorporate telecommunication changes
· Modify entertainment center
· Shift entry door at kitchen towards kitchen so that opening side lines up with pantry
· Specify one range, 2 microwaves, contractor supplied appliances
· Specify rotating shelves in cabinet corners
· Detail shelf and clothes rod in closets
· Specify rain gutters
· Conceal glulam beams behind fascia at porch
· Specify larger simpson connector at porch trusses
· Incorporate redesigned connector for beam to post connection at porches
· Include electrical conduits for future satellite TV
· Specify tile wainscot in bathrooms to be 3’-6” to accommodate ADA switches/mirrors
· Specify clear coat for exposed exterior wood on porches
· Chamfer porch posts
· Conceal exposed refrigerant lines at porch condensers (stainless steel?)
· Specify tankless water heaters (brand/model?)
· Door schedule – clarify 4 doors for pantry
· Specify solid doors in bedrooms, provide exhaust ducts from bedrooms
· Use recycled materials where possible, e.g. flooring
· Relocate fire extinguisher cabinet across hallway
· Specify urinal in men’s restroom in lieu of non-ADA toilet
· Specify “non-cage”, solid surface type alarm bell
NOTICE TO OFFERORS
The Forest Service intends to award a firm-fixed price Construction Contract. A best value concept will be applied for evaluation and selection of the successful Offeror for this procurement. The best value approach provides the opportunity to select an Offeror who is not necessarily the lowest-priced or the highest technically-ranked. The Forest Service will select the proposal that represents the best value based on the evaluation of technical factors and price, with technical factors being approximately equal to price. Therefore, the Offeror's proposal should contain the Offeror's best terms.
This solicitation is prepared in accordance with FAR Part 15 and includes evaluation factors, developed in accordance with FAR 15.304. The solicitation shall require submission of technical and price proposals, which shall be evaluated separately in accordance with FAR Part 15. The Government will reserve the right to make an award upon the basis of the initial offers without discussions.
The Forest Service is hereby requesting proposals. This solicitation provides Offerors with instructions regarding the submission of their complete Proposals and the evaluation thereof. Utilizing the format prescribed within, Offerors are to provide the requested information and demonstrate their qualifications. Responses shall be as complete and accurate as possible and present data relative to the specific Project under consideration. Offerors shall make every effort to present information clearly and concisely in accordance with the formats described herein.
A. Proposal Content and Format Instructions
Utilizing the format in section M under clauses, Offerors are to provide the requested information in a brief and succinct manner making every effort to present information clearly and concisely. Lengthy narratives containing extraneous information are discouraged. All information shall be submitted in English. Proposals that do not follow these Instructions, or otherwise include documentation that is difficult to read, disqualification or a lower evaluation rating.
Proposals shall be submitted in the following format: One (1) Digital on CD. Hard copy pages shall be 8-1/2x11 inch white paper. Proposal text shall be in a standard font twelve (12) points in height, single-spaced. The entire Proposal must be submitted on white paper. Proposal submissions must include one (1) original and four (4) copies.
All signatures on all original documents must be original signatures in ink and in a color other than black.
All Proposal development costs shall be borne by the Offerors without reimbursement from the Government.
B. Questions FOR QUALIFICATIONS Submit all questions in writing to the Contracting Officer on or before 5:00 P.M., PST, August 15, 2010. At the Contracting Officers discretion, Contracting Officer may provide written responses to the questions as appropriate. Any such responses will be published on FedBizOpps via an Amendment.

E. Notification of Qualification and Selection
Upon completion of the evaluation and selection process, a maximum of one (1) firms will be deemed the most highly qualified.
F. Summary of the Solicitation Process
The Evaluation Factors are shown in Section M. Below are additional guidelines for your information:
1) Past performance: The present project involves site improvements and construction on federal property, and is subject to the Federal Acquisitions Regulations. Describe 3-5 similar past projects within the last 10 years and at least 1 similar past project within the last 3-5 years. Each past project should have a picture of the project, a short narrative describing its relevance and/ or similarity to the current project, and client contact information (whom we reserve the right to contact for reference). Past projects should be roughly within a $2,000,000 to $6,000,000 range. Each past project need not have been done by the team as a whole, but do need to be have been done by team members who will have a substantial involvement in the present project, and the member(s) involved in the past project need to have substantially contributed to the past project.
2) Technical qualifications of members and team:
Identify the team members, and provide brief technical qualifications for each: The brief technical qualifications should include: Education, licenses, and specialized experience of key staff that will be assigned to lead part(s) of this project. Standard Form 330 may be used, but is not required.
3) Management Approach:
Discuss the capability of the group to perform as a team. Include actual or proposed legal organization, and an organizational chart depicting the role and responsibilities of the team members. demonstrate commitment and high probability that the group will complete the project within its budget and schedule constraints, by successfully utilizing project management tools such as quality control plan, safety plan, project scheduling software, communications plan, and protocol to deal with change.
