SECTION 270000
TELECOMMUNICATIONS WIRING SYSTEMS
1. PART 1 - GENERAL
1.01 RELATED DOCUMENTS:
A. Any drawings or general provisions of the Solicitation or Contract, including General and
Supplementary sections.
B. Solicitation Section for Electrical or the following electrical specifications

Guidelines for common abbreviations, acronyms, or definitions used in this solicitation.
1.02 GENERAL
A. The scope of work includes the supply and install of a complete and functional building communications system for a networked data and voice system and a small analog telephone system for emergency use.
1. The contractor will supply and install all components and accessories or appurtenances as well as conduct wiring testing to assure a fully operational fiber and/or wire cabling system for network voice and data system and a small analog system.
2. Provide full telecommunications connectivity from the ER (main equipment room and patch panel location) to the TR (floor or outbuilding patch panel locations) or the
Work Area Outlet (WAO) termination.
B. The installing contractor shall be responsible for obtaining any required permits or licenses from the State, County, or local officials prior to beginning work.
1. Contractor will post electrical inspection report for the work in the ER after acceptance and signature of electrical work by the by the Authority Having
Jurisdiction.
1.03 SUMMARY OF WORK:
A. Examine any supplied construction documents to determine the extent of the telecommunications wiring work.
B. The work consist of::
1. Installation: external building service termination, building entrance terminal lightning protector panel, and other telecomm related hardware per Access Provider requirements
2. Installation: Access Provider (AP) equipment mounting board and service entrance conduits in the Entrance Facility (EF) which may be part of the ER
3. Installation: 110 type Lightning protector panels with plug in protectors between AP equipment and the Government equipment.
4. Installation: Equipment racks and Patch Panel Racks in ER or TR spaces

5. Installation: Conduit, Cable racks, ladder racks, or wire trays to carry cabling throughout the building
6. Installation: Horizontal wire cable distribution system with either fiber optic (when wire cable length restrictions are exceeded) or wire cable backbone distribution system.
a. Fiber optic will generally be required for inter-building cabling and may be required for intra-building cabling in larger buildings.
7. Installation: Any splicing materials, frames, wire supports, terminating blocks and other wire devices or materials necessary to provide fully operational voice/data wiring system installation.
8. Installation: Work Area Outlets – Termination points in walls, ceilings, floors or systems furniture at the work areas, or work stations, of the building
a. WAO’s will consist of steel outlet mounting boxes, WAO(Category 6) jacks, and cover mounting plates
b. Some work stations, conference rooms, or meeting rooms will require a combination power and data Floor box.
9. Installation: Copper cable in specified or sufficient quantity within the
Telecommunications Cabling System to provide analog lines for locations given in
Construction Documents. These locations may include emergency telephones for use during building emergencies or power grid loss, faxes, or any equipment requiring analog telecommunications cable and should be noted in the Construction
Documents.
10. Provide: System testing
a. Provide required documentation upon completion of work including, but not limited to: System testing results and report, documentation, Identification
Numbering Plan and Report (labeling for system components and cables), As-built drawings in CAD format (compatible with Autocad 2004 or newer), and
O&M manuals for the system and its equipment.
C. Upon completion of the telecommunications systems installation, it is expected that the system will provide the following:
1. A functional and fully operating system for any telecommunications services needed at the site including telephone, data network, and radio
2. All cross connects and most additions, moves or changes to the system shall be accomplished within the ER room using installed equipment The ability to add equipment as necessary to expand or upgrade the system within the
Telecommunications or Critical Building Systems spaces. Any structural changes to cabling or telecommunication spaces require approval by the building owner prior to start of project work.
3. Operation and Maintenance Manuals will be supplied by installer that fully explain system and components as well as providing documentation of: system structure, component identification and labeling, testing results, any drawings, cutsheets, or manufacturer’s information pertinent to the system operation and maintenance.
1.04 SUBMITTALS
A. Submit qualifications and certification of installing contractor and key employees.

B. Submit four (4) copies of shop drawings and product information of all products listed in
Part 2 Products of this section in accordance with the Construction Section 260010 and
Division 1.
1. Product submittals shall include: Provide Manufacturers Original PDF catalog cut sheets in addition to hard copy for the materials incorporated into project with the specific product identified on each cut sheet by an arrow. Provide any data which substantiates that materials or products meet the contract standards or the acceptable standard product. Provide any available installation instructions.
2. Submit pre-construction shop drawings (floor plan data showing all wiring routing and WAO numbering for review and approval prior to incorporation into project.
This information shall be provided in 24”x36” paper drawings and on CD-ROM in
CAD format (compatible with Autocad 2004 or newer).
C. See Part III Execution for the final documentation submittals required for the project.
1.05 QUALITY ASSURANCE:
A. A single manufactures product shall be provided for horizontal cable wiring, fiber optic cable and connectors for all systems.
B. The extended manufactures warranty shall cover both copper and fiber optics cable installations see extended warranty below.
C. The Contractor shall maintain current status with the warranting manufacturer, including all training requirements, for the duration of the Cable Infrastructure Project. The Contractor shall staff each installation crew with a minimum of 50% trained personnel, in accordance with their manufacturer/warranty contract agreement, to support the 25-Year System
Warranty requirements.
D. Manufacturers must be firms regularly engaged in the manufacture of telecommunication wiring products of types, sizes, and characteristics required, whose products have been in satisfactory use in similar service for not less than 5 years and be capable of warranting these products for twenty five years.
E. Installer's Qualifications must include equipment manufacturers (copper cable and fiber optic cable) certification for product installation and at least 5 years of successful installation experience with projects utilizing telecommunication-wiring work similar to that required for this project.
F. Personnel must be certified to install all wiring, terminations, and equipment, CAT 6 (or better & Fiber Optic Cable). Certification from BICSI level TE-350 or equivalent manufactures certification for installation work is the acceptable standard.
1.06 EXTENDED PRODUCT WARRANTY:
A. At completion of the installation and testing and acceptance by a manufacturers certified installer, provide a manufacturer's extended product, labor and materials warranty of at least a 25 year s assurance of compliant performance with any current or future application based on latest revision of ANSI/TIA/EIA-568 for the backbone and horizontal copper and fiber optic cable system infrastructure.
B. After installation, the Contractor shall submit all documentation to support the warranty in accordance with the manufacturer’s warranty requirements, including test results, and to apply for said warranty on behalf of the customer. The system warranty will cover the components and labor associated with the repair/replacement of any failed link as a result of a defective product when a valid warranty claim is submitted within the warranty period.

1.08 GOVERNMENT FURNISHED PROPERTY
A. The government may provide electronic version drawings of construction contract drawings to contractor for preparing the as-built drawings of the complete telecommunications systems. In the case of a lease solicitation, the space offeror shall supply the construction documents for this work including any available typical drawings and specifications.
B. The government will furnish and install the following equipment in contractor provided racks installed in the ER and TR locations:
1. Government equipment including Site Servers, Routers, switches, VTC etc.

1.09 DELIVERY STORAGE AND HANDLING
A. Provide all materials on job site in original factory containers.
B. Keep all materials dry, protect from weather.
1.10 COORDINATION
A. Coordinate the pathway locations and the installation of telecommunications raceway, wiring, and equipment with other trades.
B. Give way to other mechanical systems that required defined slopes.
2. PART 2 PRODUCTS
2.01 ACCEPTABLE MANUFACTURERS
A. The cable chosen for project shall be from one manufacturer for the entire project. Use a single manufacturer and the same product where two or more units of the same class or equipment are required.
B. The manufacturers listed below are pre-approved companies offering telecommunication wiring products which may be incorporated in the work. This list is not all-inclusive and contractor may substitute another manufacturer after submitting data showing materials or

2.02 WALL-MOUNTED BACKBOARD FOR EF OR TR CROSS CONNECTIONS
A. Shall be ¾ in (20 mm) thick, type ACX fire retardant plywood, covered with two coats of fire retardant paint, and minimum area of 4 x 8 ft (1.2m x 2.4m), or larger if shown on drawings.
B. Backboard Distribution Frames for Entrance Facility to a building may contain the following equipment:
a. Access Provider owned and installed equipment.
b. Building Entrance Protection equipment (transient or lightning protector blocks)
c. PA amplifier and volume controls
d. Voice over IP interface equipment or PBX equipment.
C. Such backboard may be HDPE (high density polyethylene) if fiber optics are the entrance conduits and no wire cable terminations are necessary. HDPE backboards must be listed as acceptable for use as telecommunications system component.
2.03 5-PIN GAS TUBE LIGHTNING ARRESTOR
A. Shall be a 25 pair, “110”type punch-down terminal blocks with 5 terminal "gas-tube" type lightning protectors for terminations of data-cables.
B. Mount protector blocks and standoff blocks on the wall-mount backboard in EF or TR in other buildings. All cables entering the building from exterior locations shall be terminated on these blocks on the wall-mounted backboard in the EF.
1. Supply 25 modules for each protector block if 12 or 25-pair cable is used.
2. Assembly shall be contained within a NEMA 1 enclosure
3. The gas-tube protectors shall be equivalent to Marconi.
4. Terminal Blocks shall snap onto sub base.
5. Each block shall have a plastic standoff-block to allow wiring to be routed beneath blocks.

2.04 EQUIPMENT AND PATCH PANEL RACKS:
A. Equipment Racks and patch panel racks shall meet
ANSI/EIA/TIA-310-D and rack products and accessories shall be submitted for approval
1. Equipment Racks shall be 19-inch W by 84-inch H by 30” deep, freestanding, four post, open equipment rack
2. When multiple Government Agencies are collocated in the building, provide secured Equipment Racks, similar in size but having wire mesh locking covers or enclosure covers to prevent access by unauthorized personnel.
3. Patch panel racks shall be 19-inch W by 84-inch H by 30” deep, freestanding, two post, open rack.
4. Acceptable product is Chatsworth racks with double screw rail or approved equal.
5. Equipment and Patch Panel Racks shall have horizontal and vertical wire management systems for routing cables in main equipment rack.

2.07 RACK MOUNTED POWER DISTRIBUTION UNIT PLUG STRIPS FOR EQUIPMENT.
A. Provide four 20A, 8 outlet (Nema 5-20R) power distribution units (PDU) to mount on each equipment rack to power rack-mounted equipment.

D. PDU will require the following electrical system components to be installed
1. Four (4) separate, dedicated, 20A Isolated Ground circuits will be provided at each rack location for the rack mounted PDU’s.
2. Each dedicated circuit will terminate in a 5-20P receptacle in the floor for connection of PDU to electrical system.
2.08 GROUNDING FOR THE EF AND ER EQUIPMENT
A. Complete definitions may be found in NEC and the ANSI-J-
STD-607-A-2002 Standard
B. Telecommunications Main Grounding Busbar (TMGB) shall be a ¼” 2” x 12” copper bus bar with ¼” tapped connections located next to the Building Electrical Service Entry
1. Grounding and bonding wire shall be a #4/0 Copper insulated green ground conductor for ground wire run to building service equipment ground or #4/0 Copper flexible, insulated, stranded welding cable for ground wire for TGB grounding to building service equipment ground.
C. Telecommunications Grounding Busbar (TGB) shall be a ¼” 2” x 12” copper bus bar with
¼” tapped connections located next to the Access Provider Equipment Backboard in the
EF. The racks shall be bonded to the TGB and the TGB shall be bonded to the TMGB.
1. Grounding and bonding wire shall be a #4/0 Copper insulated green ground conductor for ground wire or #4/0 Copper flexible, insulated, stranded welding cable for ground wire.
2.09 CATEGORY 6, SLIM LINE, UNSHIELDED PATCH CABLE ASSEMBLIES
A. Description
1. Cable - Unshielded, 24 AWG, 4-pair, stranded, 100 Ohm, Category 6, CMR

2. Category 6, unshielded patch cable assemblies shall be constructed using modular plugs with 50μm gold-plated contacts, and shall be wired to the T568B wiring pattern.
3. Provide Category 6 unshielded, slim line patch cable assemblies that meet or exceed channel specifications of ANSI/TIA/EIA-568-C Category 6 and ISO/IEC 11801:2002
Class E.
4. The Category 6 U/UTP System shall with all of the performance requirements for current and proposed applications such as Gigabit Ethernet (1000BASE-Tx), 10/100BASE-Tx, token ring, 155 Mbps ATM, 100 Mbps TP-PMD, ISDN, analog and digital video, analog and digital voice (VoIP).
5. Cable assemblies shall utilize jacketed cable and integrated, clear, "snagless" connector boots. Cable assemblies shall be constructed of stranded conductors. Cable shall meet all the requirements of TIA 568-C.
6. Provide all-in-one plug/boot design for connections to patch panels with minimum interjack distance. Boots that are wider than front width dimension are not acceptable.
7. Provide Category 6 unshielded, slim line patch cable assemblies designed to easily fit into spaces which are spaced constrained.
8. Boots must be molded into the connector, and not be wider that the jack. Slip over jackets will not be allowed.
B. The cables shall be available in the following colors:
1. [black, gray, blue, green, red, white, yellow, orange or violet]
C. The patch cables shall be available in the following lengths in any of the nine colors listed above
1. 1 – 10 Ft 1ft increment

2.10 CATEGORY 6 110 RJ-45 CONNECT MODULAR JACKS
Provide each jack with strain relief cover
1. Category 6 SL Series 110 RJ-45 Connect Modular Jacks shall exceed TIA/EIA-568-
B.2-1 and ISO/IEC 11801 requirements for Category 6/Class E component performance. The jack Category 6 System shall comply with all of the performance requirements for current and proposed applications such as Gigabit Ethernet
(1000BASE-TX), 10 and 100BASE-TX, token ring, 155 Mbps ATM, 100 Mbps TP-
PMD, ISDN, analog and digital video, and analog and digital voice (VoIP).
2. AMP NETCONNECT Category 6 SL Series 110 Connect Modular Jacks have a slim profile and are compatible with SL Series and 110Connect faceplates. Universal wiring labels permit termination to either T568A or T568B wiring patterns. The modular jacks are available with and without integral dust covers and in a shielded version as well. Cables may be dressed at either 180° (rear) or 90° (either side) for added flexibility; shielded Modular Jacks have special shields to support this option.
Patented bend-limiting strain relief may also be used to reduce stress on cable at point of termination and is included with each unshielded Modular Jack.

A. Install all RJ-45 Jack connections with a Termination Tool that terminates and cuts all 8 conductors of AMP NETCONNECT jacks, allowing for terminations in about half the time of a typical punch-down tool.
B. The tool requires fewer repetitions and less pressure, reducing hand fatigue. Today's high-speed copper cabling is more tightly twisted, making it difficult to lace conductors while maintaining the pair-twist required by TIA and ISO standards. 2.22 BUILDING CABLE RACEWAY SYSTEM
A. The type and location of raceways shall be determined during the building design and expected pathway should follow all main corridors, implied corridors in open office areas, and/or partitioned corridors.
1. Verify the requirements per this specification and other construction documents.
B. The telecommunication system shall be in an independent raceway system and separated from all other electrical raceway systems.

a. Cable tray is preferred for above-ceiling, under-floor, or unfinished building or warehouse areas above eight heights.
b. Ladder tray is required in the ER between the racks and the walls or EF
c. Wire basket may be used at same locations as cable trays.
d. Other raceways may be used after submittal and receipt of written approval from the Contracting Officer prior to purchase and installation
