With the availability of ARRA funding, USDA has directed that the project be re-packaged and bid as one consolidated work package that, due to the operational nature of the facility, must be implemented sequentially. A summary of the Contract Documents for this project is provided below:
1. Project Specifications - All specifications for the project are incorporated into one Project Specification Manual.
USDA, Recovery-Major Renovations, Phases 3-6 Page 2 of 13 Rev. 0 Section 01010, Summary of Work

1.4 WORK SEQUENCE
A. The WRRC facility is a working scientific research facility that must maintain full operation during the construction of this project. This requires a phased construction sequence with constraints as defined on Drawing G004 and G005, Sequence of Construction.
1.5 SUMMARY OF WORK BY DRAWING SUFFIX
SUFFIX 3
Architectural:
• All demolition, hazardous material abatement, and new construction necessary to refinish and upgrade the FPL. Construction work in an operating facility is not without risk (or at least potential inconvenience). The areas undergoing modernization should be isolated from the balance of the building and a strong coordination effort between the contracting team and USDA will be required to ensure a minimum of disruption.
• Special attention will be required regarding the abatement of hazardous materials in the building (lead-based paint, asbestos insulation, etc.). This is an ongoing effort at the Albany facility, and cannot be avoided or postponed from Suffix 3.
• Suffix 3 renovates the remainder of FPL. Equipment is moved from the FPL open Work Room to Lab F302 and Lab F306 prior to demolition and construction and returns when the work is complete. New floor, wall and ceiling coatings are planned for the second and third floors. A new guard railing system is included to separate mezzanines from the open high bay. Additionally, a bridge is added to connect the third floor north and south mezzanines.
Structural:
• Extruder support, platform and monorail.
• Pedestrian bridge connecting North and South balconies at 3rd floor.
• Modification of existing window opening in concrete wall at line 1, 2nd floor.
• Supports for EF 3-3 and AHU 3-2 at roof level.
• Openings and supports for ducts and pipes.
Mechanical
• Provide exhaust tap for the new raised ceiling area above the extruder.
Plumbing
• Provide new floor sinks with strainer around Clextral extruder at Third Floor South Mezzanine F-303.
This is a new request based on the Center’s experience operating this equipment.
• Move floor drain FD-1 from under Clextral extruder to front of unit, due to equipment size.
• FPL Second Floor drain trough system to be reworked to repair any concrete spalling or cracking per
Architectural Drawings. Complete trench system made watertight and recoated concurrently with the floor.
Electrical:
• Unused and obsolete electrical systems on the FPL Second and Third Floors will be demolished along with their conduits back to their source.
• Lighting will be replaced. High bay lighting will be lowerable.
• Four existing panelboards #4, #5, #6 and #7 will be replaced with new. These will serve existing loads being retained and new loads.
USDA, Recovery-Major Renovations, Phases 3-6 Page 4 of 13 Rev. 0 Section 01010, Summary of Work

• Install two new layers of “Basket style” cable tray to serve as primary conveyance of horizontal distribution cable. Cable trays to be covered and voice and data cables will be separated by trays.
Voice and data cables can share the final conduit from tray to outlet location only.
• Category 6 rated horizontal distribution cables for voice and/or data will be installed from each designated user outlet location to the existing ITS Room or zone distribution cabinet.
• Category 6 rated horizontal distribution cables for voice will be installed from each designated wallphone user outlet location to the existing ITS Room or zone distribution cabinet.
• Provide upgraded Rees monitoring system.
SUFFIX 4
Architectural:
• All demolition, hazardous material abatement, and new construction necessary to refinish and upgrade within the IPL. The areas undergoing modernization should be isolated from the balance of the building and a strong coordination effort between the contracting team and USDA will be required to ensure a minimum of disruption. Temporary walls will be erected to maintain operational flexibility during demolition and construction.
• Special attention will be required regarding the abatement of hazardous materials in the building (lead-based paint, asbestos insulation, etc.). New floor, wall and ceiling coatings are planned for the affected levels.
• Suffix 4 work includes demolition of the Basement level, high bay, concrete slab for replacement with a new floor slab. A new First Floor level isolated floor structure is added to the high bay to provide a new Wet Chemistry Lab and a open work area within the high bay. SUFFIX 6
Architectural:
• All demolition, hazardous material abatement, and new construction necessary to build the areas listed above.
• The First, Second and Third Floor existing wood on steel grating will be replaced with a new concrete floor. New floor, wall and ceiling coatings are planned for all three floors. New suspended acoustical tile ceiling system will be provided. First and Third Floor growth rooms will be demolished and replaced temporarily on the Third Floor South mezzanine with growth chambers. The balance of the First and Second Floor equipment will temporarily reside in RERA.
• The adjacent corridor will be repainted. The adjacent stair tower will be repainted and stairs provided with new safety treads and floor tile. Water infiltration into the basement floor of the stair tower will be resolved with waterproofing and a rework of the South entry canopy roof and gutter drainage system.
The existing basement to roof elevator will have the elevator call button and elevator control panel refitted to be ADA compliant.
• The greenhouse will, for safety, have all the plate glass replaced with tempered glass and door knobs replaced with ADA compliant levers. All of the greenhouse flashing, gutters and downspouts will be replaced.
• The existing IPL/FPL top-coated built-up roof will be repaired when penetrated by new rooftop support equipment. The entire roof is planned to be recoated with a white ‘energy star’ compliant topcoat. As a bid option the entire IPL/FPL roof will be removed to metal deck, corrosion in the deck replaced and a new single ply roof assembly installed.
• The South and West face are exposed to strong wind driven rain storms. Wind blown rain saturates the existing window and stucco system resulting in water into the building. From the stair elevator tower to the south wing’s north face, a new stucco/window system will be installed with a water barrier on the existing concrete and a drainage mat. The water barrier controls the secondary infiltration and the drainage mat controls air pressure differentials on the south and west face. The combined system forms a “rain screen” exterior concept providing a watertight envelope.
• New concrete floor infill at First, Second, and Third Floors , line 13 to 14.
• Underground pipe trench for re-routed steam and condensate lines, North yard.
