Amendment 0002 AG-02NV-S-15-0024 – Bridger-Teton Supervisor’s/Jackson Ranger District Office Construction Project Page 2 of 12 (plus attachments)
I. Replace Modification 0001 SF-30, Page 1 to correct Block 11. The replacement page must be signed and submitted with the Offeror’s cost proposal. (See Attachment 1)
II. The following Questions and Answers have been submitted in writing to the
Forest Service.
1. Question : See sheet A801 regarding Light Shelf.
a. Window Type B elevation shows a light shelf but the floor plans (A102.1& 102.2) does not show light shelf at any type B windows. Please confirm window type B does not receive any light shelf.
Answer: You are correct. Type B windows are located in individual offices and on the north wall. No light shelves are to be provided for Type B windows.
b. Window Type C also shows light shelf and 6 type C windows are indicated to receive light shelves per the floor plans. However window type C is 96” wide. Detail 2/A801 and Kawneer’s product literature states the maximum span available for the light shelf is 72”. Are we to use two 48” shelves on the Type C window? If so we are not sure the intermediate mullions of the window can receive the shelf attachment. Please clarify intent.
Answer: The intent for Window Type C is to provide 2 each 48” wide light shelves.
Window Type C should be composed of two wood windows with a central mullion with 2 each 2 x 4’s and wood trim. This will provide a structural support for the light shelf at 48”.
2. Question: We have been told that 3M has discontinues the specified S600 product and replaced it with S800. Please confirm this is acceptable.
Answer: We contacted the local 3-M representative. Glamour Glaze (801)776- 8648 and Rocky Shaw, 3M Window Films, 530.305.1755. They confirmed the S600 product is still made. (There was an S400 that was discontinued.) Please provide the S600 product.
3. Question: Specification Section 088700 states that the first floor windows to receive Clear Microlayered film and IPA then goes on to say that all exterior windows are to receive film. Please clarify if the 2nd floor windows are to receive film and if so are they also to receive the IPA?
Answer: Only first floor windows and doors need to have the safety film installed.
4. Question: We have spoken with 3M technical service and they have told us that the IPA attachment system will not work with a wood window and that they do not have a product that will work with a wood window. Please advise how we are to proceed with pricing.
Answer: We have confirmed with 3M that the film may be installed with only the Impact Protection Adhesive. You may omit the requirement to provide the extruded rubber tape in the specification.
5. Question: Sheet 109, Panel S Schedule calls for an 800 amp I-Line panel, while sheet 110, Service Block Diagram calls for a 600 amp bus, which is correct?
Answer: The Panel S Schedule on sheet 109 is correct at 800 amp for the bus.
6. Question: Referring to the previous question, if an 800 amp bus is intended, the service conductors are rated at 690 amps total, is this correct?
Answer: The service conductors are sized for the expected loads and are sized correctly for the loads expected. Protection for the conductors are based on the simple calculated load of 641 per NEC 230.90 Exception #3 (Code calculated load 575 amps.) The contractor is always allowed to upsize the service if they desire at no additional cost to the Government.
7. Question: B-1 Schedule of Items, Line Item 033545-2, “4 inch Concrete Sidewalk &
Slabs” states there should be a quantity of 2,500 sf. According to Plan C3 there should be an additional almost 2,500 sf of Sidewalk/Slab (Keynotes 7, 8 & 9) that is not included on the Schedule of Items. Please advise what line item this additional Sidewalk/Slab should go in or if the 2,500 sf needs to be revised.
Answer: SOI line item 033545-2 should read 5,200 SF not 2,500 SF. (See Attachment 2 for replacement Schedule of Item Pages)
8. Question: On Page 50 of 52 under the Construction RFP (c) Business Proposal
Instructions it only asks for the Schedule of Items and Bridger-Teton NF Supervisor’s/ Jackson Ranger District Office Construction Project Cost Estimate Breakdown (Attachment 9), do we need to include the 1442 in the Cost Proposal as well?
Please advise.
Answer: Yes, this is required to be included in your cost proposal
9. Question: Can the Site Superintendent also serve as the on-site Safety Representative (i.e. Safety Manager/Safety Officer/SSHO)?
Answer: This was answered in Amendment 0001.
The requirement noted in Section 014130.1.3.B, the Quality Control Supervisor’s sole responsibility must be quality control.
• The Contractor's Quality Control Supervisor’s SOLE duty shall be quality control. This person may NOT perform other duties on the project except those duties listed and related to this specification section.
• The Contractor's designated Quality Control Supervisor or their alternate shall be on the project site whenever contract work is in progress.
• The Contractor's supervisory staff may be used to assist the Quality Control Supervisor, supplemented as necessary by additional certified testing technicians.
10. Question: Can you please confirm that you want the following three "key personnel" for the General Contractor to be on-site at all times?
• Superintendent/SSHO
• Site Foreman
• QC Supervisor/QC Officer
Answer: The Superintendent or the alternate should be on site at all times.
The other specialists can come and go as they are needed. The QC Supervisor duties may not be performed by any other specialty, as noted in amendment #0001.
11. Question: See Specification 061753 Shop Fabricated Wood Trusses paragraph 1.5-F This paragraph calls for FSC certification of the truss wood. Green Globes also recognizes SFI, ATFS, and CSA certification. Confirm these are also acceptable certification for the wood if required
Answer: Delete paragraph 061753.1.5.F in its entirety. The wood for the trusses is NOT required to be from an FSC certified source. This is an error.
12. Question: Typical top of footing looks to be at 97’-6” on S101. Is this 2 ½’ foundation wall deep enough for the frost depth?
Answer: The depths noted are to the top of the footing, meaning the bottom of the footing bears at 96’-6, below the frost line noted in the geotechnical plans and below the required depth for Teton County. Structural notes on S001 require footings to bear a minimum of 34” below final grade.
13. Question: Please confirm that slab reinforcement occurs only at the recesses.
Answer: Please refer to notes on S101, which require a 4” thick slab without reinforcement and reinforcement under recessed slabs and the concrete slab notes on sheet S101.
14. Question: Lower Valley Energy whom I met last week regarding any potential connection/impact fees has indicated below they will not know any impact or connection fees prior to bid date. If I read your Addendum correctly today, we are responsible for those fees and the FS is responsible only for the daily usage costs. Please clarify if we are reading this wrong. Realistically, we think it should actually be the other way around, FS pay for Connection fees and the Contractor pay for the temp power usage fees during construction. Please advise.
Answer: We acknowledge that it will not be possible for the contractor to include Lower Valley Energy (LVE) connection fees cost for the initial proposal. We will not require you include this cost at this time. During construction, we will execute a change order to pay you for the LVE cost of the fixed fee for the connections including their portions for temporary connections to the temporary communications building and road crew building. Please include any and all costs associated with temporary connection fees for construction, for the road crew building, for the temporary communication building, final building connection, including all contractor supplied support work as noted in the current contract, and your time to work with Lower Valley Energy for all of the above including coordination of the change order in your initial proposal.
15. Question: Is the light on the pole 12V or 120V? I cannot find it in the spec or in the drawings.
Answer: The electrical circuit to the pole is 120 VAC and the pole light shall be 120 VAC accordingly. Please provide a 120 Volt, 2 LED lights, External flag pole beacon by Flagpole Warehouse of an approved equal.
16. Question: J S Enterprises LLC does water/damp proofing on exterior foundation walls. The job in Jackson, WY – Bridger-Teton NF Supervisor’s Office – was wondering if that foundation was calling for water/damp proofing on the foundation. If you don’t know could you please give me the architects name and phone number so I may contact them. Thank you for your time and help.
Answer: Please refer to A101, A501, and A502 as well as the as well as the entire drawing package specification package for details and materials associated with waterproofing and damproofing for the project.
17. Question: We wish to submit the equipment items listed below for prior approval on the subject job stated above.
ITEMS MANUFACTURER

25. Question: Geo Tec Report - In the classification of Structural fill Sieve Designation, it states that the largest material included can only be 4". All the gravel pits in the Jackson area only produce a 6" minus material as their structural fill. Will this material be able to be used as an only source of material or will we have to make some modifications to meet the sieve standard?
Answer: The local “pit run” meeting the structural fill specification in all other respects is acceptable for use in the slab and parking lot sections. The proposed 6” minus material may be acceptable under pavements provided it is well graded, not having a large percentage of 4”-6” material or being a gap graded product.
26. Question: The construction cost estimate and the bid schedule are the same thing, is in necessary to fill them both out?
Answer: They are not the same. The Construction cost estimate asked for more detailed information and is required to be submitted with you cost proposal.
27. Question: What is the extent of the Truck Washing? Are we to assume that we have to pressure wash every truck that enters and exits the site each and every time? Example- A truck enters and loads in the compound then, leaves and dumps load and returns does he then have to be washed three times or is it just a one time event for that truck?
Answer: All equipment must be clean when it enters the site, if a truck is traveling on paved roads it should be clean. The purpose is to prevent transfer of weeds to the site. Typically if a vehicle is delivering materials it is ok, if it is muddy or if tracked equipment is being used it should be washed.
28. Question: Please find attached a request for approval for Bradley toilet accessories for this job
Answer: The Forest Service Specifications allow substitutions of products that meet the technical requirements noted in the specifications. We do not issue prior approval of particular brands before award of the contract. Please feel free to submit if the products meet the technical requirements after award.
29. Question: Please confirm/clarify who is responsible for the work detailed in spec section 23 080. Will the owner’s commissioning agent perform this work, or will the contractor be required to hire someone to do this commissioning?
Answer: Please review specification Section 019113.1.6 for a clear description of the roles and responsibilities for commissioning. The paragraph describes people involved in the process. The Forest Service will hire our own commissioning agent, but the contractor will need to have personnel to lead your efforts as described in the specifications.
30. Question: Sheet P001 Piping Material Schedule calls for sanitary sewer to be cast iron. Specification 221316 – 3.10 specifies cellular-core ABS. Please confirm the ABS is acceptable everywhere.
Answer: ABS is acceptable everywhere. Spec allows all products noted in the paragraph.
31. Question: Sheet C2 does not show existing sanitary sewer from the existing Supervisor’s office. Please clarify existing sewer location and how much of that line is to be removed.
Answer: The existing SS from the Supervisors Office is located on the south side of the Supervisors Office, and is marked with a clean out that is shown on sheet C2 between the Supervisors Office and the existing shed. The sewer is approximately 85 lf and runs from the south side of the building to the gravity line in Mercil. The existing SS that will be located beneath the new Supervisors Office must be removed, the portion of line that is not below the building may be capped and abandoned in place.
32. Question: Town of Jackson Public Works Department told us they could not yet calculate the sanitary sewer impact fees. Would you provide us with an allowance to carry?
Answer: The Town of Jackson has calculated the fees for 103 more persons at $147 per person for business use for $15,141 in additional sewer fees. Reserve this amount for the fee payment.
33. Question: Note that sheet C5 shows the wrong scale. Should be 1”=20’
Answer: C5 scale should read 1”=20’ not 1”=30’.
34. Question: Have the fees for the Green Globe certification been paid or do we include?
Answer: The fees have already been paid by the Forest Service for Green Globes certification.
35. Question: Can the areas to the east of the site be used for construction worker personal vehicle parking?

36. Question: Sheet A503 Window detail are showing windows without fastening fins and they only come with those fins and are the recommended method of installation, so the install detail would be different but it is a better installation for this type of environment. These details for waterproofing would have to change.
Please clarify.
Answer: Fins are allowed and accepted. Please provide installation fins.
37. Question: In A503 details it shows were the siding is terminating into the window aluminum were it turn in it has exposed Water & Ice Material. These are critical connection for water penetration and warranty issues. Is this what you want?

38. Question: My question is regarding the Elevator panel shown on sheet E002... The one line says see panel schedule, but there is nothing there.
Answer: The electrical service for the elevator is shown in the Panel Schedules on Sheet E001. The elevator is served by circuit 6 on panel S, except for the cab lights which are on circuit 33 on M1.
39. Question: What should be done with the Primary electrical lines where the 4” conduit provided by the contractor crosses Cache Creek?
Answer: Because of 42” primary burial depth requirements must be maintained, the primary conduit shall be routed below the culvert a minimum of 12” to the top of the conduit to the closest piece of culvert. Gently sweep the conduit down to depth and back up. These trenches, conduit placement, and backfill shall be available for Lower Valley Energy inspection.
40. Question: Are the electrical panels required to have seismic certification?
Answer: The electrical panels are all wall mounted, so seismic certification is not required. Any electrical components for the elevator will need to be seismically rated as required by the elevator manufacturer.
41. Question: The RFP allows us to submit projects currently in process. It is the policy of the USACE to not complete performance questionnaires until the project is 100% complete. Therefore, we are unable to obtain Attachment 8 - Past Performance Questionnaire for one of our relevant projects. Can you please advise us how to proceed?
Answer: Consider alternate resources to provide the questionnaires.
42. Question: Can the Site Superintendent also serve as the on-site Safety Representative (i.e. Safety Manager/Safety Officer/SSHO)?
Answer: The Safety Representative (i.e. Safety Manager/Safety Officer/SSHO) can’t be the Superintendent.
43. Question: Can you please confirm that you want the following three "key personnel" for the General Contractor to be on-site at all times?
Superintendent/SSHO, Site Foreman and QC Supervisor/QC Officer.
Answer: Superintendent or the alternate must be onsite at all times. The other positions can come as they are needed.
44. Question: Q&A letter r references a Quality Control (QC) Supervisor. Is this the same position as the QC Officer or do we need both a QC Supervisor AND a QC Officer?
Answer: This is the same position.
45. Question: Many of our references have completed a CCASS or CPARS evaluation for our relevant projects and have informed us they will no longer complete additional questionnaires, since the official government construction questionnaires have been completed. Can you please direct us how you would like us to proceed as we are unable to obtain past performance questionnaires (Attachment 8)?
Answer: Consider alternate resources to provide the questionnaires.
46. Question: Many of our references have completed a CCASS or CPARS evaluation for our relevant projects and have informed us they will no longer complete additional questionnaires, since the official government construction questionnaires have been completed. How will we be evaluated if Attachment 8 is not completed and received by the government before the proposal due date?
Answer: This will be considered during the evaluation process. Consider alternate resources to provide the questionnaires.
47. Question: Past Performance and Company Experience -Offerors shall provide information on at least 10 recent and relevant contracts and subcontracts currently in process and/or completed by your firm in the past 6 years. For this requirement is there a minimum dollar value required for each of the 10 projects?

48. Question: If a minimum of 10 projects are not submitted will the proposal be determined non responsive?
Answer: No
49. Question: Is a bid bond requires for subcontractors on this project? And, if so…who is it to be made out to “USDA Forest Service”.
Answer: The Prime Contractor is responsible for providing the required bid bonds.
50. Question: The bid bond has a place for a Corporate Seal. But, Company LLC is not a corporation and is a joint venture between two other LLC’s. Does Company X, LLC need to have a Company Seal to stamp the Bid Bond? Or, should that be left blank? OR, should it be stamped by Company Y, LLC, as the managing venturer of the joint venture entity?
Answer: Depending on your Joint Venture agreement and the name of the offeror of record submitting the response to the RFP, both partners and the Joint Venture Company may be required to execute the bid bond with each providing the appropriate seal.
51. Question: Is there an MsWord version of the questionnaire?
Answer: No
52. Question: Given the amount of additional information required to be submitted with the proposal (from Amendment 0001), such as resumes for Alternates and the additional Site Foreman position and two Safety Plans (corporate and site-specific), along with the Memorial Day Holiday, we respectfully request that the government extend the proposal due date by one week.
Answer: These were not new requirements, rather clarifications as provided by Amendment 0001. An extension would not be possible. Proposal evaluations must be started and completed shortly after the closing date in order to make award early in the construction season.
