Alaganik Slough Boat Ramp Replacement 01 00 00-2
1.1 SUMMARY OF WORK
A. In summary, the project generally consists of the following:
1. Ensure site access is restricted to the public both the land-side and the water-side of the project.
2. Establish and maintain best management practices for site erosion and sediment control.
3. Isolate the in-stream portion of the site. Dewater as needed.
4. Clear, grub, and grade subgrade for new boat ramp.
5. Provide and place geotextile, rip-rap, and crushed aggregates for new boat ramp.
6. Provide and place pre-cast concrete boat ramp planks, including anchoring system.
7. Construct an accessible boat loading platform, consisting of a cast-in-place concrete cantilever retaining wall, sidewalk, and handrail.
8. Clear, grub, and grade subgrade for new parking lot improvements.*
9. Provide and place geotextile and crushed aggregates for parking lot improvements.*
10. Install traffic control sign(s).*
11. Demolish the existing boat ramp. *
12. Re-plant disturbed areas.*
13. Provide and install timber curbs. *
14. Provide and place boulders in and around parking lot. *
* Note: these items are “optional” bid items.
The work must be completed in accordance with the Contract Drawings and
Specifications.
B. The existing boat ramp provides insufficient access to deeper water, particularly during low tide levels/river stages. The primary purpose of this project is to construct a new boat ramp that will allow access to deeper water during a wider range of water levels.
1.2 EXISTING CONDITIONS
A. The Alaganik Slough Boat Ramp is located within the Alaganik Slough Day Use
Area, 20 miles southeast of Cordova, Alaska, within the Copper River Delta. The
Alaganik Slough Day Use Area is accessed from Cordova via a gravel road intersecting the Copper River Highway at approximately milepost 17. Cordova may be accessed by daily Alaska Airlines jet service from Anchorage and Juneau. It is also accessible by Alaska Marine Highway ferry service from Valdez and Whittier on a daily basis.
B. A site survey, limited geotechnical investigation, and hydraulic analysis have been conducted in support of the design of the replacement ramp. Field investigation notes and laboratory results are referenced in Section J.
Alaganik Slough Boat Ramp Replacement 01 00 00-3
C. Hydrodynamic conditions in the slough are influenced by tidal fluctuations and glacial melt, snow, and rainfall. While there is no existing tide/river stage gauge data for the site, measurements recorded during field work conducted in September 2009 indicate that daily water levels fluctuations are at least several feet. Tidal variations under extreme conditions may be considerably greater. Predictions of 50-year high water and 6-month low-water levels are shown on the Drawings. These estimates are based on a limited hydraulic analysis, attached to these specifications per Section J, conducted to support the project design. The average flow velocity measured in the slough during the September 2009 field study was 2.5 feet/second. These predictions and measurements are provided for information only. Contractor shall verify expected range of water elevations during period of construction.
D. Contractor shall be responsible for verifying all site characteristics and conditions pertinent to its bidding and execution of the work. Verifications should include but are not limited to anticipated high- and low-water elevations.
1.3 [NOT USED]

All site survey work shall be performed under the direction of an Alaska-licensed professional land surveyor who will be responsible for conducting field surveying and related engineering and reporting associated with certain quality control surveying, measurement for payment surveys, and construction record surveying and documentation, as specified in this section.
C. Contractor shall locate reference datum and protect survey control and reference points. Contractor shall promptly report to Contracting Officer the loss, damage, or destruction of any reference point or relocation required because of changes in grades or other reasons. Contractor shall replace dislocated survey control points based on original survey control at no additional cost to Contracting Officer. Replacement of dislocated survey control points shall be done by a licensed land surveyor in the State of Alaska. Survey accuracy and precision used to relocate disturbed control points shall be equal to or better than that used to set the original control.
D. Contractor shall be responsible for the accuracy of all surveys performed under this
Contract, including those of its subcontractors. Any work performed not conforming to the lines, grades, elevations and locations indicated on the Drawings due to survey error shall be the responsibility of Contractor, and Contractor shall repair or relocate such work to its proper location at no additional cost to the Government.
