1. PreProposal conference call for interested contractors a scheduled site visit is not planned for this project. Contractors may view the site at their convenience. NOTE: As of 8 Feb
2012, the Copper River Highway was plowed to mile 17. Offerors would have to travel the additional 3.5 miles, by snow machine, to access the boat launch site.
2. Contractors are encouraged to submit questions, in writing, to me and Denise Murphy.
3. Items discussed in this meeting will be posted on FBO.
4. This project is a 100% small business set a-side. Successful contractor’s registration must be current in CCR.
5. Award will be based upon a best-value acquisition. See L.10, page 39. Award will be based on relevant past performance, technical approach & cost. Please ensure your technical proposals include the required information for the FS to perform the evaluation, provide a sample project schedule. Proposals are due hard copy—not fax or email—shall provide electronic copy of complete proposal on CD or flash drive. .
6. The period of performance is stated on page 10, paragraph F.2. The NTP is estimated to be issued on 1 April 2012. Must consider lead item for planks. Delay in shipment of planks not a basis for delay of contract—contractors need to consider options for shipping. .
7. The Government will consider alternative plank designs which meet the general intent of the project. Changes to the finished surface and plank dimensions will not be considered as acceptable. Proposed plank designs must be stamped by a registered professional engineer.
8. A potential disposal site has been identified at the Cordova landfill. Contact Mr. Greg
Rankin at (907) 424-5600. Also, a potential granite boulder source has been identified at the Mile 17 quarry. Contact Mr. Jason Borer with the Eyak Corp at (907) 424-7161.

9. Davis Bacon Wage Determination updated and will be posted to FBO as part of amendment.
10. Snow plowing and removal to gain access to the construction area will be the responsibility of the successful contractor. Establishing a dump site for removed snow and securing any necessary permits, etc. is the responsibility of the successful contractor.
11. Look for amendment the end of the week that will include meeting agenda, notes, and answers to questions that are emailed (if there are any). The amendment will also include revised pages to the specifications, errata sheet and revised pages to the solicitation package.
12. Questions should be emailed to Denise Murphy at denisemurphy@fs.fed.us.
Pre-Proposal Meeting – Notes
Alaganik Slough Boat Ramp Replacement
AG-0120-S-12-0011
Meeting started at 10:05. Introductions made. Read over agenda items regarding the solicitation package and proposals.
Question regarding page limit on section 2 of proposal package. There is no page limit to that section of the proposal package.
Ian Turner went over the errata sheet that will be posted to Federal Business Opportunities. He talked about the following:
Planks – lead times and substitutions. Conducted some market research and there are manufacturers in Alaska and Washington state that are interested. They were provided with copies of the design.
The plank dimensions are set and changes will not be considered.
Plank surface finish—Forest Service has received a lot of feedback regarding the finished surface. Forest Service will allow a heavy to medium longitudinal broom finish.
Plank connecting system—thread through system is called out in the specifications. The
Forest Service is aware of other options that may provide better options for replacement of broken planks.
Errata item number seven - addresses the existing through bolt curb connection system. If option B is awarded, contractor will propose a curb attachment method which does not require the planks to be lifted.
Toe of the ramp—make sure borrow and base course are fully encapsulated with geotextile to prevent erosion. The drawing is not very detailed at the toe of the ramp but the specifications clearly define how to wrap the material.
Shop drawings shall include detailed information about the last 3 planks including the connection with the 4 th plank, geotextile, and rip rap burial.
Errata addresses correct joint devices and filler strips.
Errata specifies hardware for precast planks.
Dewatering is a big part of this project. Sediment isolation is the biggest thing.
Contractors do not have to dewater for the entire project. Copies of the project permits will be posted to Federal Business Opportunities.
Vegetation clearing was accomplished under a contract last summer. There should not be a lot of clearing needed.
Opened the floor for questions from contractors---all responded with no questions.
Ian noted that any technical questions that come up later should be emailed to Denise Murphy at denisemurphy@fs.fed.us.
