1.2 EXISTING CONDITIONS

A. The Alaganik Slough Boat Ramp is located within the Alaganik Slough Day Use

Area, 20 miles southeast of Cordova, Alaska, within the Copper River Delta. The

Alaganik Slough Day Use Area is accessed from Cordova via a gravel road intersecting the Copper River Highway at approximately milepost 17. Cordova may be accessed by daily Alaska Airlines jet service from Anchorage and Juneau. It is also accessible by Alaska Marine Highway ferry service from Valdez and Whittier.

B. A site survey, limited geotechnical investigation, and hydraulic analysis have been conducted in support of the design of the replacement ramp. Field investigation notes and laboratory results are referenced in Section J.

C. Hydrodynamic conditions in the slough are influenced by tidal fluctuations and glacial melt, snow, and rainfall. While there is no existing tide/river stage gauge data for the site, measurements recorded during field work conducted in September 2009 indicate that daily water levels fluctuations are at least several feet. Tidal variations under extreme conditions may be considerably greater. Predictions of 50-year high water and 6-month low-water levels are shown on the Drawings. These estimates are based

Alaganik Slough Boat Ramp Replacement 01 00 00-3 on a limited hydraulic analysis, attached to these specifications per Section J, conducted to support the project design. The average flow velocity measured in the slough during the September 2009 field study was 2.5 feet/second. These predictions and measurements are provided for information only. Contractor shall verify expected range of water elevations during period of construction.

D. Contractor shall be responsible for verifying all site characteristics and conditions pertinent to its bidding and execution of the work. Verifications should include but are not limited to anticipated high- and low-water elevations.

1.3 GENERAL COMMENTS

A. All mentionings of ‘Forest Service’, ‘Department, ‘engineer’ and ‘owner’ in the plans and specifications shall refer to the Contracting Officer (CO).

B. When the term ‘additive’ is used within plan sheets it shall refer to optional items.

All mentioning of additive or optional items in the contract drawings or specifications are superseded by the ‘Schedule of Items’. Refer to the solicitation for the correct delineation of base bid and optional bid items. All notes, drawings and details regarding optional items are only relevant if the optional item is awarded.

C. The Alaganik Boardwalk project was completed in 2010, therefore coordination with other contractors will not be necessary.

1.4 FIELD SURVEYING

Contractor shall promptly report to Contracting Officer the loss, damage, or destruction of any reference point or relocation required because of changes in grades or other reasons. Contractor shall replace dislocated survey control points based on original survey control at no additional cost to the Government. Replacement of dislocated survey control points shall be done by a licensed land surveyor in the State of Alaska. Survey accuracy and precision used to relocate disturbed control points shall be equal to or better than that used to set the original control.

Alaganik Slough Boat Ramp Replacement 01 00 00-6

1.9 PERMIT REQUIREMENTS

A. Permits have been secured from the US Army Corp of Engineers and the State of

Alaska Department of Fish & Game. All construction operations are expected to fully comply with these attached permits.

B. Permit language from ADF&G stipulates a requirement to isolate the in-stream construction area from the Slough to eliminate sedimentation potential. Refer to

Section 1.16 for Temporary Dewatering Control requirements. Dewatering structure removal must be coordinated with existing ramp demolition if it is awarded as part of this contract to avoid multiple sediment delivery events.

C. All in-stream construction must be completed between October 1, 2012 and June 30, 2013 to avoid salmon spawning windows. Additionally, dewatering structures must be installed prior to May 1, 2013 and removed prior to June 30, 2013.

D. Per the ADF&G permit, any stranded fish must be returned to the free flowing Slough immediately upon isolation. The USFS will coordinate the trapping and relocation of stranded fish at no cost to the contractor as long as 48 hour notice is provided.

E. During all dewatering activities, water must be pumped to a sedimentation basin or other upland site.

F. No vegetation clearing activities will be allowed between May 1, 2013 and June 30, 2013 to avoid disturbance to nesting migratory birds and waterfowl. Note that most, if not all, clearing was completed in 2011 under a separate contract.

1.10 [NOT USED]

1.11 SHOP DRAWINGS

A. When required by individual specification sections, provide shop drawings signed and sealed by a professional engineer responsible for designing components shown on shop drawings.

B. Comply with manufacturer’s instructions.

C. Contractor must comply with project specifications and meet all applicable standards as minimum quality for the Work.

1.15 NOT USED

1.16 TEMPORARY CONSTRUCTION CONTROLS –DEWATERING

A. Dewatering will be necessary to construct to lower portion of the ramp and retaining wall. Dewatering is the sole responsibility of the contractor and a plan must be included in detail with the contractor’s project proposal.

B. Contractor shall retain the services of an appropriately qualified professional engineer with dewatering experience to design such controls, and shall assume full responsibility for its performance and safety.

C. Any and all costs for design (including site characterization and engineering), installation, operation and maintenance, and decommissioning of temporary

Alaganik Slough Boat Ramp Replacement 01 00 00-8 dewatering controls shall be included in Contractor’s bid price for the Work, in accordance with the MEASUREMENT AND PAYMENT paragraph of this section.

1.17 SITE ACCESS AND FENCING

A. Parking for the boardwalk will be located approximately 100 yards up the Alaganik Slough Road from the boardwalk. Site access should be restricted at the entrance to the Use Area with a diversion guiding pedestrians to the boardwalk. The Slough serves as an important public access point and therefore swift construction is encouraged for the benefit of public usage.

Contractor is responsible for maintaining site security. USFS, Cordova Ranger

District may approve, on a case-by-case basis, old boat ramp access for occasional administrative purposes. This access will be granted no more than 2 times per week with vehicle and trailer parking at the aforementioned parking area, not within the project site. Such access will be arranged with the contractor at least 48 hours in advance.

B. It is the contractor’s responsibility to provide mandatory site closure devices (e.g.
